1. Title:
Implementing COBIT 5 Framework as a mechanism of IT Governance: A Case study of Road
Fund Administration with respect to its current IT Governance Framework, standards, and
processes.
2. Introduction
2.1 Background
The COBIT 5 is latest edition included in ISACA’s that is accepted as a global
framework. This COBIT 5 provides a view that has end to end business for governing the IT
enterprise. The COBIT 5 reflects on the central role of the information and technology that
creates value for all the enterprises (Jonathan, Mulyana and Prasetyo 2017). The practices, the
models, the analytical tools, and the principle that are included in COBIT 5 helps an organization
to have leadership as well as provide guidance for the businesses, the experts of governance and
the Information Technology all over the world.
The COBIT 5 framework used in businesses is mainly used for management as well as
governance for the enterprise and managing the techniques related to management. This also
provides all the accepted principles that are accepted globally, practices, the models, all
analytical tools, and the practices that helps in increasing the trust, the value of the information
system that is involved in the organization (Wilkin et al. 2016). The framework of COBIT 5
basically extension of the COBIT 4.1 which has included many other major frameworks, the
resources, and the standards including the IT of ISACA, the risk included in IT and the BMIS.
COBIT 5 can also be used as significant guidance, as well as standards that includes ITIL and
ISO.

This report consists of the COBIT 5 framework that is to be implemented in RFA (Road
Fund Administration). The Road Fund Administration was first established in 1st April and the
main aim of this organization is managing the user charging system on the road for more
security. This organization allocates many sufficient funding to have a safe as well as efficient
road sector in the city of Namibia. The main function of the RFA is to manage the road fund and
manage the user charging system on roadside. The organization needs to implement COBIT 5
framework for managing all its IT related activities. It has high technological successes for
innovation as well as management. Using the COBIT 5 framework the enterprise can increase its
growth that can result in increasing the productivity of the enterprise and integrate the
information that are available. RFA has challenges that effectively utilizes different approaches
that are adopted all through the years. This proposal discusses the different framework that are to
be implemented in the Road Fund Administration in Namibia.
2.2 Aim
The aim of the research paper is study the implementation of COBIT 5 framework in
Road Fund Administration. There are many strategic planning that is implemented in RFA. This
report compares the present IT governance and standards involved in RFA and the change that
will occur after implementing COBIT 5 Framework.
The objectives that are stated for this research paper are stated below:

governance in RFA
ï‚· To observe the change in stakeholder management and the relationships in RFA after
implementation of the COBIT 5 Framework

2.3 Research questions
The research questions that will be addressed are:
ï‚· What are the current IT governance and standards that are used in RFA to maintain its
business processes?
ï‚· What is the need of COBIT 5 Framework to improve its processes?
ï‚· What changes can be done by implementing COBIT 5 framework in the Road Fund
Administration?
3. Literature Review
3.1 Principle of COBIT 5
As stated by Mostafa 2018, there are five principles that are associated with COBIT 5.
These principles are important for effective management as well as effective governance in RFA
organization. The principles states that:
Principle 1: Need of meeting the stakeholders
Principle 2: End to end covering of enterprise
Principle 3: Apply some integrated framework
Principle 4: Enable an approach known as holistic approach
Principle 5: Separating the governance from the management
Shimete and Wall (2017) stated that the above mentioned principles helps an organization
to enable or build some holistic framework for governing as well as managing the processes of
IT built on below stated seven enablers.

The principles, and the enablers altogether allows the organization to align the
investments of Information Technology along with the objectives for realizing the value of the
investments.
3.2 Present Strategic Planning for RFA
The first strategic planning that was developed for Road Fund Administration was a five
year strategic planning using the COBIT Framework. All their performance was to be evaluated
over the period of time fixed under the strategic planning (Saruchera 2017). The challenges that
are to be faced by the organization is also to be evaluated under the strategic planning. There
were many internal as well as external factors that are included in the operating environment of
RFA and the changes in those factors are to be listed the strategic planning.
3.3 Review of Strategic Plan for 2009- 2014
There were nine objectives that were included in the Strategic Plan for the funding
organization (Zmuda et al. 2016). The objectives are listed below.
a) Increasing the sources of revenue as well as broaden the base of the revenue.

b) Ensuring the total collection of the money that are assigned as for the road funding.
c) Utilization of the collected funds effectively as well as efficiently.
d) Improving the work relations between the authority of RFA and with other agencies.
e) Help the agencies to make use of the funds that are available.
f) Helping to develop the capacity of construction industries that are located locally and
implement the agencies.
g) Retain all high skilled as well as motivated workforce.
h) Enhancing the governance as well as monitoring the capacity of the directors and
senior management of RFA.
i) Increasing the public awareness related to the activities of RFA.
The main role of the RFA related to the management of the funds for development of
roads and such programs related to management were limited. This was because of no clarity on
the roles involved in the RFA.
3.4 Need of COBIT framework in RFA
The framework of COBIT offers many advantages to an organization and RFA should
include all the framework that are offered by the COBIT framework (Abel 2017). The benefits of
COBIT framework that can be included in the organization is described below:

4. Methodology
4.1 Analysis of the information sources: All sources that are included for carrying out
this particular research are the article, the books, journals, and the blogs available online from the
libraries. All such articles considered for carrying out this research paper should state the
implementation of COBIT 5 Framework in the Road Fund Administration (Mackey and Gass
2015). For carrying out the in text citation, the referencing that this research paper will follow is
Harvard Referencing that will state the author’s authority, journal publication, and the article
publisher that are connected with this research.
4.2 Research method: For this research study, the research method that will be used is
qualitative research method. There are qualitative as well as quantitative research methods that
are usually carried out in a research paper (Silverman 2016). Qualitative research methods will
include all the previously published information that are available in different articles and books
published by different authors. On the other hand, qualitative research method includes

information that consist of number and figures related to the undertaken topic. Qualitative
research will be carried out for this research.
4.3 Data collection and the systems design methods used: Data Collection method that
are used for carrying out a research paper is secondary data collection method, primary data
collection method and combining both the methods is known as hybrid data collection method.
The method of data collection will be used throughout the life cycle of the research development.
The data collection method that will be used for this research paper is secondary data analysis
method. This method of data collection mainly analyses all the information that are already being
collected by other authors and researchers and from the papers that are already being published.
The data collected from those resources are analysed in secondary method of data collection and
finally a conclusion is drawn from the data that is analysed (Taylor, Bogdan and DeVault 2015).
The papers that will be considered for this research paper will address the research questions as
well as address the objectives stated for this research.
4.4 Ethical Issues: All research papers have ethical issues involved. Ethical issues
includes maintaining all the rules of ethics that are specified by government and are to be
included in proper scientific measure (Flick 2015). The research that will be included in the
research should be valid and the information used in the research paper is to be from original
papers as well as journals that are already published.
4.5 Compliance Requirements: Compliance requirements includes legal requirements,
ethical requirements, and regulatory requirements included for the research study (Kumar 2019).
The administrative rules for carrying out a research are to be followed in a research and the rules
are to be followed by the researcher.

5. Limitations
Limitation of a paper mainly includes the time limit and the budget limit. The research
paper will be carried out in a cross-sectional way. The limited for conducting this research is
limited and for that reason many important research related to the topic might be missed out by
the researcher. With the limit of time, the cost of the research will also be limited. The research
should be completed with the pre-defined cost and the time proposed for the research.
