1.0 Introduction
Rio Carnaval is considered to be the largest carnival in the entire world. In this seven day
long carnival, millions of people join the festival from around the world.
However, from the project management aspect, the festival has both positive and negative
aspects that need to be studied in this report.
2.0 Positives and Negative Aspects of the Project
2.1 Positives in the Project
Positive 1 – The first positive that can be noticed in the project is the overall project
management framework followed throughout the entire course of the festival. The most famous
parade of the festival is joined by several teams in which, there are also promotion and relegation
systems as well as huge amount of prize money (Lopes and Juliano 2015). Hence, for the
managers of these teams, this is not just a festival but an actual project that defines their pride as
well as survival. Everyone is constantly trying to surpass each by producing the highest quality
of output during the parade. Each of the managers follows a particular project management
framework that helps them manage and complete each of the activities in the build up for the
parade (Oosterbaan 2017). The project management framework includes project planning,
scheduling, scope definition, budget, risk management, communication plan and others.
Positive 2 – Another main positive in the project management aspect of the carnaval is
the significant amount of teamwork that can be seen behind the curtains of the parade. Generally,
in each of the parade team, there are a large number of team members who coordinate each other

through the course of the preparation and execution of the parade. For the success of the parades,
team work is absolutely essential as a huge number of duties have to be completed within a very
short time (Winter and Young 2015). Furthermore, the output should be efficient and well-
defined instead of a rushed one. This is because a lot of prestige is associated with the project
and in addition, the financial aspect also drives the motivation for the project. For the best
performers of the parade, there are huge monetary rewards while the most poor performers are
penalized and then relegated. For this reason, the team managers emphasize on the team work so
that all the members of the team work together to produce the best possible output.
2.2 Negatives in the Project
Negative 1 – The first main negative aspect that is noticed is the lack of sufficient project
security. For setting up a parade that has millions of live viewers, a huge number of team
members are involved in a team (300 to 400) and in many cases, these team members are forced
to perform very high risk activities. Over the years, there are numerous deaths or serious injuries
faced by the parade team members (Hao et al. 2016). However, in spite of these incidents, there
is a lack of sufficient security and throughout the years, the team managers have not developed
sufficient management plans for preventing such incidents. This happens because in the entire
project management framework, very small amount of time is actually spent for risk assessment
and hence, no well defined risk management measures are available. As a result, the managers
throw out the risk aspect away entirely and depend on luck as well as effort for achieving success
in the project.
Negative 2 – Another negative aspect that can be found in the project involves the lack of
actual project planning that may occur due to the lack of sufficient time available to the team
managers. In most the cases, the team managers generally have a project roadmap but that is only

applicable for the parade based activities to be performed (Kwon et al. 2015). The project
management activities like scheduling, budgeting, scope definition and others are not well
defined and are mostly ignored. This happens because the team members have the responsibility
to complete the entire project within a very short period of time and hence, they generally
exclude a number of project management activities while performing their activities in the
project (Fratucci, Spolon and Machado 2015). As a result, a number of mishaps or shortfalls
occur that could have been avoided if suitable planning was made earlier. Hence, in spite of the
positive aspects there are also significant aspects of the festival behind the scenes that need to be
addressed immediately.
3.0 Conclusion
From the report, it is seen that from the project management aspect of the Rio Carnaval,
there are both positive and negative aspects. While the Rio Carnaval is popular in the world for
all the positivities, the negative aspects have actually very bad implications that are mostly
ignored or remain unnoticed to the entire world.
