INTRODUCTION
Risk assessment plays a vital role in managing hazardous accidents at construction site.
The report will outline risks identification procedure used by trainee manager of Liverpool St
station site at cross rail. It will determine legal requirement and workplace health and safety
measures which need to be considered for managing risk at workplace.
TASK
P3 Identification of hazards at workplace which can be risky for other people working on site
Identifying hazards at work place is a key concern of trainee manager because an
individual is responsible for reporting to principal contractor for further control and review
measures. In accordance with construction of Liverpool St station site at cross rail, there are
various risks which needs to control and manage to prevent safety measures of employees
working at site.
Some identified risks are outlined below:
Climate change is the major risk at cross rail which can impact health of workers. It is the
situation of extreme heat where workers can face severe burns during work.
Setting of hoardings at site is a risky process because in this situation, the workers work
on heights with electricity and many other functions such as drilling, attaching, fixing etc.
These fixations of hoarding after building is a risky process of employees at site
(Arashpour and et.al., 2017).
Scaffolding, cranes, hoists are another situation at construction site which are life
threatening. For example, working on temporary wooden structure is uncertain and holds
the risk of falling because it is made of wooden planks and metal poles. In addition, while
working on heights the labourers make use of hoist which is a device that is used for
lifting or lowering a load with the help of rope or chain wraps. In this situation, the
workers, working on height is at risky situation and becomes more hazardous when the
individuals manage weight (Amiri, Ardeshir and Zarandi, 2017). Hence, it is another
risky situation at construction site of Liverpool St station site at cross rail.

P4 Principles of risk assessment at workplace
For controlling risk, it is important for the contractor to implement use of risk assessment
procedure which comprises four stepwise processes which will be followed by trained manager
to evaluate risk and present it to principal contractor.
The procedure for identification of hazards at workplace is as follows:
Identification of hazards: In this, the trained manager will be focusing on analysing
physical work environment of Liverpool St station site. Further, the focus of manager
will be on equipments and materials to be used at site. In addition, it will be focused on
analysing working of labourers and designing of station as per site conditions. Analysis
of these factors will help in deriving risks that can arise at workplace such as climate
change is the major risk at cross rail.
Assess to risk: In this, the focus of trained manager will be on outlining severity of risk,
control measures, future actions, and time requirement for controlling hazardous situation
at site. It is evaluation of all risk contributing factors such as climate change at cross rail.
However, as per the risk assessment of Liverpool St station site, it can be stated that
climatic changes at cross rails are concerned with extreme health which can be hazardous

Risk control measures: For setting control measures for risk, it is important to analyse
overall situation of risk as per graph, where control is designed and the basis of needs of

said that it is important to make use of advanced tools on site in order to make work
convenient of the employees. Moreover, as per climate change and extreme heat, the
labourers needs to wear iron suits and helmets which will help guard them from heat and
burns and will control risk of burn or other health concerns due to extreme heat.
Implementing other risk control: The identification of risks is done on the basis of
priority therefore trainee manager will aim at implementing control measures apart from
climate changes at cross rails for Liverpool St station site. In this, focus of trainee will be
on reducing risks through engineering controls and by administrative actions at site
(Guerin, 2017). Further, for establishing safe functioning at construction site, the

P5 Control measures for reducing risk at work place situation
Control measures at hazardous site work can be compliance with regulations and
workplace health and safety polices which act as a base for managing safe working environment.
Some legal requirements that need to be considered at construction site Liverpool St station site
at cross rail are as follows:
Construction (Design and Management) Regulations 2007: This act is enforced to
promote safe workplace operation especially at construction sites. These regulations are
designed for specific places for clients, designers and contractors, which helps in
planning their approach to health and safety (Yang, 2017.). However, it is important for
the principal contractor to follow guidelines of this act till final demolition.
Health and Safety at Work Act 1974: This act enables various responsibilities and
duties for employers which needs to be considered in order to manage safe working
practices at workplace and also when working at hazardous location.

cross rail from where it has been identified that the site holds risk which are scaffolding, cranes,
hoists and climate change. Hence, it concluded by summarizing legislation and work place safety
policies which need to be considered by principal contractor for managing safety at workplace.
