Introduction
The Health and Human Service (HHS) Program is under the Health Department of the
U.S. federal government and the objective of the program is to safeguard the health of all the
people in America by offering them important and vital human services. Thus, the agenda of
the program is to enhance the health status, safety and well-being of the people in the country
(Oig.hhs.gov, 2005). The aim of the assignment is to assess the quality and improvement
process of the organization with respect to the risk management program. The organization
chosen for analyzing the program is the Lima Memorial Health System.
Discussion
The Congress had passed the Medicare Improvements for Patients and Providers Act
(MIPPA) in 2008 and it is multiple facet legislation that includes several provisions that
modify the Medicare program as well as allocate funding’s through Section 119 for various
agencies. The Lima Memorial Health System has an ACR accreditation, which is considered
as a gold standard in the sector because of its consistency and persistence in maintaining the
image quality. Kapoor et al., (2018) opined that the ACR’s program intends to assess the
clinical images of an organization based on the actual patient’s perception. It involves regular
and routine checks of the risk factors within the organization that allows in offering various
competitive grants and is related to cooperative agreement programs for the safety of food
and issues related to human health.

The role of administrative personnel at a different level in healthcare involves
maintaining ethic, the establishment of organizational risk management strategies and
operational policies. The duties of risk manager involve a methodology in identification as
well as analyzing the economic loss incurred by the organization, public, employees and the
environment (Cooper, 2019). In order to balance the retention program with the commercial
insurance, examination of cost-effective strategies were done. The risk manager is also
responsible for the preparation of risk management and the budget plan in the departmental
section (Barkhordari-Sharifabad, Ashktorab and Atashzadeh-Shoorideh, 2018). The other
managers in the organization are required to offer information for assisting other groups

working in the organization that overlooking the food and safety aspect on a global scale. In
addition, the managers are responsible for supervising in the prevention of any loss or
following the procedure, conducting risk control meetings as per the training required.

The steps that the organization is following with respect to the HHS program in order to
attain maximum benefits include:
 To implement an improvement program on a routine basis
 Use of clinical protocol, procedures and guidelines in conducting the operations
 Compliance program and implementation of ethical standards
 Documentation
 Updation of policies from time-to-time

The aspects of patient consent, the rights of patients and responsibilities toward them are
taken into account while applying the risk management program in order to enhance the level
of care quality as well as the reputation of the hospital in the healthcare sector of the U.S. In
the modern context, the use of technology has changed the implementation process of risk
management. Prior to this, many activities were conducted manually that lead to errors.
However, with the help of technological development, the percentage of error was reduced
dramatically, enhancing the provision of risk identification and documentation (Torki &
Kashani, 2018). For example, Electronic Medical Record (EMR) system is an electronic-
based recording system that involves health-related information which can be created,
gathered, managed and retrieved by the authorized healthcare staffs and clinician in the
healthcare organization.

Healthcare professionals are found to face several legal and ethical responsibilities while
upholding risk management policies. This is because medical operations are stressful and
include several ethical aspects associated with it. There is a wide range of areas in the clinical
practice that need to be collated and worked upon in an integrated manner. While applying
the risk management policies and procedure, it can be seen that the provision of a healthcare
professional or patient can be compromised to a small extent. This is critical in nature
because it becomes difficult to handle such situations with respect to the organization in
administering safe health. The hospital has prioritized the quality of care to patients in all
aspects as a result of which, the significance of risk management plan is more critical in
nature. As per the opinion of Rasoal (2017), one way of addressing the issue of ethical and
legal aspect and support the personnel us to deal with the challenges through the
developmental phases of the clinical ethics support (CES). This is one of the important
components of the risk management plan that support in gaining more knowledge about the
importance of the ethical and legal issue in the healthcare sectors and clinical practice. This is
a part of evidence-based practice allowing in gaining awareness of the issues and
appropriately addressing them.
From the care, treatment and satisfaction of the patient, it can be stated that the quality
improvement process undertaken by the organization has supported in attaining the goals and
objectives. The hospital has enhanced the care delivery processes by implementing a holistic
approach where engagement of family and community services is maximized in the treatment
procedure (Clarke et al., 2017). The journey of the organizational excellence in term of care
and support from the healthcare professionals was possible because of the fact that
management and practitioners were able to accurately understand the risk factors and
planning according to with the guidance of HHS program.

Conclusion
It can be summarized by stating that the Lima Memorial Health System is one of the
accredited hospitals in the U.S. that has been covered under the provision of the HHS
program. The risk management program was critically incorporated within the organizational
context for addressing the issues faced by it in term of care delivery and patient’s satisfaction.
It had gained recognition and is stated to be one of the most preferred hospitals in northwest
Ohio that had involved administrative personnel in order to create a community-based health
organization and assist in the development of their own risk management policies and
procedures. Therefore, it can be stated based on the guidelines of the HHS program; the care
setting has developed its risk management policies based on the needs and demands of the
stakeholders.
