INTRODUCTION
Policy is highly effective which can lead to create high impact on delivery of better and
effective learning that can allow to provide better implementation of ways and strategy that can
help to improve that issues which are related with large number of population and have high
impact. Through applying the policy, it can help in getting better improvement and allow to
deliver effective response towards the better help and social improvement regarding the public
concern (Ozgumus & Ekmekci, (2019)). There is various problem in the society which need to
take in consideration and should ensure about taking care of effective learning that have better
positive impact. In this, there is need to make some policy and strategy which can be effective
and help to improve the issues through minimising its consequences. In this report, there is
discussion about the On the streets “An investigation into rough sleeping December 2018”. In
this report, there is discussion about the context of policy, objective, finding and arguments that
should be included in taking care of objective that have better response towards the social issues.
There is also discussion about the social science theory along with research and welfare ideology
along with values that can help in supporting the social policy debates within document (Kasten,
(2018)).

Discussing aim of the organisation
There are large number of population which can be effective and allow to provide better
learning that are associated with taking care of the people who are not having their own home
and also known by homeless. This create high difficulty in coping with the situation and their
financial status are also low this highly impact their lifestyle. This lead to create risk of rough
sleeping. Here, rough sleeping leads to most visible form of the homelessness. This also include
the sleeping outside or may include that sleeping in the place where they are not designed to
sleep like empty building or care (Ahmady, Saberi & Ahmadi, (2020)). These are some of the
ways through which it can lead to create high risk of rough sleeping in comparison to others.
Through applying the policy which is highly effective and have better response towards delivery
of better care and support that can helping in providing better care and support to ensure about
the better learning and associates with taking care of good sleep (Waddell, (2019)). This can also

help to improve the policy that are effective and have better response towards the delivery of
effective learning about the reducing the risk of rough sleeping.
Through applying this policy, it includes about delivery of better and effective response
towards providing proper care and support that are effective and have better response towards
taking care of reducing the risk of rough sleep. In this, government has made some legislation
that are effective and have better response towards providing effective care and response that are
associated with taking care of their better improvement and reducing the risk of homelessness
that have result to rough sleep (Shih, Chang & Chin, (2020)).
They are policy maker who work effective and have better knowledge regarding the
research which are associated with taking care of better and effective response. This can also
have positive response in relation to service provision. They may also get involved in the policy
researching and campaigning. Here, through involved in the policy researching, it may include
better and effective learning which are associated with taking care of better understand about
reason of rough sleeping and what leads to rough sleeping. Through getting involved in the
policy research and campaigning, it allows to work in the area of provision and help to
implement the effective strategy which should be effective and help to reduce the impact and its
prevalence (Okonkwo & Wium, (2020)).
Discussion of social problems
There is various social problem identified which is associated with the rough sleeping, such
as physical (sleep deterioration, lack of food, misuse of drugs and alcohol, etc.) and mental
health problems (relationship problems, breakdown with friends and family, difficulty in finding
job when a person is street homeless. The rough sleeping have an immense impact on the
society as person is difficult to find services due to homeless, here the service provider need
some proof address to identified as this person live here and belongs to this locality, society, state
,etc. due to jobless, person start consuming alcohol to feel calm but regular use in consuming
high amount cause alcohol misuse and this impact change in their behaviour, they start abusing
to any person, start blaming their condition to the society. Sometimes person take their own life
due to rough sleep as this is the difficult phase of their life which they cannot handle, so they try
to take their life (Yordanova, (2020)).
One of the main social problem identified by the rough sleep is mental problem, as person
cannot sleep properly, cannot eat on time their whole life cycle is changed. They cannot handle

neither their family nor their friends, all relationship started to breakdown. Which affect the
person very deeply, they feel bad stigma to the society. As people start discriminating themselves
from the homeless person. They difficult to do their regular day to day activity which started to
cause many illnesses such as developing microbial infection due to untidy (Verma et. al.,
(2022)).
There is need to implement some strategy which can be effective to deal with the vast issue
of rough sleeping. Due to increasing in the number of rough sleeping which create high impact
on delivery of better and helpful understanding about the rough sleeping. In this, government has
introduced some strategy and policy along with some legislation which are effective and allow to
effectively deal with the situation of rough sleeping which are generally cause due to
homelessness.
There is a policy which has been introduced to provide better control on the increasing
cases of rough sleeping and to reduce the negative health impact on the large population which
can be done through reducing the number of people who experience the rough sleeping. Here,
On the streets: An investigation into rough sleeping December 2018 is the policy which allow to
perform effective role in order to reduce the impact and cause of rough sleeping. This policy has
some objective which is going to be discussed further (Elezaj & et.al. (2021)).
 Improve personal hygiene as unhygienic environment lead to disease or microbial
infections.
 Introduce to balance diet as fatty diet lead to obesity or decrease nutrition in body.
 Overcome high level of stress as it leads to mental health problems which made difficult
for them to do decision making 50% of rough sleepers had mental health support needs.
These depression lead to depression or anxiety.
 To withdrawal drug and alcohol dependence because it causes relationship breakdown &
they have to stay in hostels as studies found that 43% of rough sleeps have alcohol
support needs, 40% of them has drug support needs (Zhang, (2021)).
 To provide shelter for sleep as Official statistic show around 83% rough sleepers are male
and in last 5 years 21% of households are recorded street homeless.
 To council them for support of money as they can't afford to buy home, or landlords
doing discrimination or lack of guarantor or reference.

 To access them to a familiar background involving friends or relatives. To provide
familiar environment to one those who have lost their loved ones.
 Half of the people are unable to use the services available. Program started to aware
people about the basic services.
 To work on physical health of people, to update about effectiveness of being active.
These are some of the policy which are highly effective and have better positive outcome to
reduce the cases of homelessness that lead to cause rough sleeping (Rezapour & et. al., (2021)).

There is various principle argument that are effective and help to provide better
understandings about the effective response. This can also help in getting better improvement
which are associated with taking care of the people and large population about the effective
response which are associated with taking care of better learning regarding the prevention of the
impact of homelessness which leads to rough sleeping. There is another argument that
government should take care of the reasons which are highly effective and needed to ensure
about taking care of the people who are not having their home and are getting negative health
impact. This can also refer to the effective response that can lead to cause different impact. There
is another argument that government should take care of the reason which lead to create the risk
of homelessness and have negative impact on the individual health. There are large number of
population which lead to create high impact on understanding about the reason that are
associated with reducing the negative health impact which can cause due to rough sleeping
(Delfabbro & King, (2019)).
There is also need to ensure about providing some of the shelter which should be financed
by the government and should have better and effective facilities. This can allow large
population to improve their quality of life and help in achieving good health. There is also need
to ensure about taking care of the people through providing shelter that can help them to sleep
well and provide positive outcome in few days.
There is finding that due to various reason, there are large number of population who get
homeless which have high negative impact on their quality of life and decreased living standard.
There are also affected through rough sleeping that may include better understanding about the
health related problem which can occur due to different weather. There is different weather in

which people live outcomes the home that may lead to create high negative health impact
(Blečić, (2018)).
There is discussion about different recommendation which are regarding the safety form the
rough sleeping. In this, it may include different strategy which are based on the rough sleeping
advisory panel which are having the ability and potential and authorised organisation who should
provide better help and support to the people who are homeless and needed some shelter. These
recommendations may include prevention, intervention and recovery.
Here, prevention include the understanding of issues which can lead to create the risk of
rough sleeping. There can be different reason like domestic abuse or violence, mental illness,
homelessness, discharge from prison, leaving care system and financial problem. Within these,
financial problem is one of the main reason which lead to create the risk of homelessness and
lead to rough sleeping (Horn & et. al., (2019)).
CONCLUSION
Form the above discussion, it can have concluded that there are large number of population
who are facing the issue of rough sleeping which lead to create high negative health impact. In
this, it leads to create high impact on the public health and need to ensure about reducing the
cases of rough sleeping. Here, homelessness is one of the main reason which lead to create high
impact on delivery of better and effective response towards the cases which causes the rough
sleeping. In this, there is need to take different measures that can allow to provide better relief
form the consequences of homelessness which lead to create the risk of rough sleeping. In this
report, there is discussion about the aim of the organisation which include the information about
the chosen document and related provision. There is also discussion of social problems and
