INTRODUCTION
Safeguarding can be defined as a measure that helps in protecting health, wellbeing,
human rights of an individual so that people can live free from any kind of harm, abuse and
negligence. It helps people to maintain control of their own lives who are being harmed or being
ignored or neglected (Cooper, 2017). This assignment will lay emphasis upon developing a
safeguarding in practise plan based on a case study of Mackenzie Jones who was diagnosed with
paranoid schizophrenia three years ago. After getting cured he lives in a bed sit at 25A Coldham
Street, Bexley. This assignment will focus upon answering safeguarding enquiry (section 42)
form, abuse which is placing Mackenzie at most risk, assessment of Mackenzie’s mental
capacity, and applicability of Making Safeguarding Personal with Mackenzie.

Types of abuse that are at risk of occurring
There are various types of abuse that can put individuals at risk because of which overall
physical and mental health or wellbeing of an individual can be risked. Some of the most
common type of abuse are: physical, sexual, psychological, emotional, financial, neglect,
discriminatory, self- neglect, modern slavery and many more (Affleck and Macnish, 2016).
Category of abuse that places Mackenzie at most risk
Two main categories of abuse that put Mackenzie at most risk is: financial abuse and
emotional or psychological abuse. Financial abuse puts him at main risk because he was being
exploited financially. Whenever Karen needed or required money then at that time, he used to
lend her money but she never returned them and in fact refused to return. This put Mackenzie at
risk because due to this risk we were not able to save enough money for himself and pay for his
own expenses. Another is psychological or emotional about that put him at risk because he was
emotionally attached to Karen. Despite of knowing that she is taking advantage of him he wanted
things to work out with her.
Evidence-based interventions for identified abuse
Interventions that can help Mackenzie and reduce risk of identified abuse is
empowerment as an intervention. This intervention focuses upon providing support to person
who is a victim of abuse to understand that the identified abuse was not their fault. Mackenzie

will be provided support so that he can become self- sufficient to identify and resolve his own
problems and make his own decisions. He will be provided with peer support so that he can
understand and gain knowledge of experience of people who have gone through same experience
or have similar problems. This will help him in identifying ways in which other people with
similar experience cope up with their problem (George and Gilbert, 2018). It will work as a
support in decision making for him. He will be provided with motivational support and will be
motivated so that he can overcome his fears of not trusting anyone.
Strengths and weaknesses of using the interventions with Mackenzie
Strengths of this intervention is that getting to know someone else experience abut same
situation will motivate him and will further help in identifying ways in which others resolved
their problem will help in identifying ways in which he can identify that he is being abused or
exploited. He will be able to understand ways in which he can deal with his problems. He will
also be able to take important decision making so that risk of identified abuse can be reduced.
Weakness of using this intervention with Mackenzie is that he cannot trust any one so it
will be really difficult for him to trust peer person that whether he is speaking the truth or
whether he/ she is trust worthy or not.
TASK 3
Use mental capacity test guiding principles and code of practice to Mental Capacity Act
2005 to understand ways in which Mackenzie either has or does not have mental capacity
Some of the main principles and code of practises on the basis of which it can be
understood that Mackenzie either has or does not have mental capacity are:
 Principle 1: Capacity is always assumed on the basis of behaviour, appearance, and diagnosis
(Alghrani, Case and Fanning, 2016). Mackenzie did not have much mental capacity because
three tears back he was diagnosed with paranoid schizophrenia, however he was cured but
due to recent incident and financial and emotional abuse made him feel lonely and he was
facing difficulty in trusting anyone as he though the girl he was in relationship with was
taking advantage of him.
 Principle 2: An individual’s mental capacity to take decisions should be optimized first
before concluding his capacity (Preston-Shoot, 2019). Mackenzie’s decision- making
capability was not good because he had sufficient time to understand that Karen simply

wanted him as a financial support and was not interested in returning his money back.
Despite of this he wanted things to work out with Karen.
 Principle 3: patients are entitled to make wrong decisions. It is defined by the process
through which decisions are made. Mackenzie was entitled to make false decision when it
came to maintaining relationship with Karen. He was emotionally attached to her and despite
of all the things he still wanted things to work out with her.
Ways in which it will impact work done with him
These principles of mental capacity act will help human resource manager of Elie to
understand current decision- making capability and mental capacity of Mackenzie. This mental
capacity test assessment will directly impact future work of human resource manager of Ellie and
their work with Mackenzie who is at risk. This test will provide a brief idea about how much
capable Mackenzie is in terms of identifying risk of abuse, type of abuse which is suffering from,
as he is too emotional whether he is capable of taking appropriate decisions for himself or not.
This analysis or assessment will impact future Safeguarding plan which will be used to reduce
risk of identified abuse and enhance his mental, emotional and financial capability (Lawson,
2017). As this test clearly identified that Victim was not capable enough to take a proper
decision in his favour so it was important to provide more support to him and develop
Safeguarding plan for him accordingly.
TASK 4
Ways in which HR manager of Ellie would apply Making Safeguarding Personal with
Mackenzie.
Making safeguarding personal is an initiative that focuses upon developing an outcome
for focusing to safeguarding work. It also helps in identifying range of responses to support
people for resolving their issues or circumstances. Making safeguarding personal approach can
be used in case of Mackenzie for bringing improvement within his overall condition and reduce
his risk of abuse and enhance his mental heath and wellness. It will be applied in this case for
development of a broad participation strategy so that people who will be participating in
providing safeguarding support including all guardians, agencies, social or community support
workers and many more. It further helps in development of person cantered approach in order to
work with risk. This approach will help Mackenzie to identify and consider risk in his life that
can impact his health, mental health, and overall life in both positive and negative manner.

Overall applicability of managing safeguarding personal approach will hep in developing service
delivery and information system (Butler and Manthorpe, 2016). Service delivery system will
help in development of a procedure though which all the people involved in supporting
Mackenzie will be managed or ways in which such people will engage in this practise. This
approach will further help in developing a proper information system for Mackenzie so that it
can be identified what kind of information will be shared with whom. What kind of information
or outcome achieved will be captured and many more.
It has been concluded that in order to apply safeguarding personal approach in
Mackenzie’s case, mental capacity test has plays a vital role. This test has helped in explaining
whether victim can be kept in the centre for taking main decisions by assessing whether they are
capable of taking current decision for themselves. This mental capacity test clearly indicated that
Mackenzie cannot be kept at centre of safeguarding approach for taking important and major
decisions for himself that can help in reducing risk of abuse identified earlier. Mental capacity
assessment helps in providing a brief understanding of level till which physical, mental,
emotional and financial support is required to be provided to victim and who are required to be
included in the safeguarding approach to support them (Cooper, Cocker and Briggs, 2018).
Applicability of apply Making Safeguarding Personal with Mackenzie will directly help in
setting a proper and appropriate approach though which support team can be developed,
information sharing system can be developed, support plan can be developed as per decision
making capacity of person.
CONCLUSION
From the above assessment it has been identified when an individual who is suffering
from any kind of harm or abuse, safeguarding practise should be developed for him. But before
develop a safeguarding practise it is important to identify mental capacity of victim so that
proper and appropriate safeguarding practise or plan can be developed.

Karen Brocklehurst, was also short of money and Mackenzie used to always help her
with the same. He in fact provided her with all his saving and loaned her £500 that his
parents had given it to him to help furnish the bedsit. But whenever he used to ask for his
money back she used to deny giving it back. Once when we went to local pub with his

friends, he was unable to pay for more drinks and when her shared this incident with
Ellie she shrugged it off saying ‘can’t he take a joke’. He also had a fight with his
neighbour as he though that he tried to stole it. Due to these incidents, he was feeling
quite lonely he also thought that Keren was taking advantage of him. This incident was
creating trust issues within him as he started thinking that whether he can trust anyone or
not. He shared this incident with Karl and said that he wanted things to work out with
Karen.

In order to ensure immediate safety of victim health care manager of Ellie was
contacted. All the details regarding current condition of Mackenzie was shared with them
about ways in which Keren used him for financial support and when he wanted his
money back she denied and did not return it back. He also shared an incident in which

when he contacted Ellie and shared his experience where all of his friends made fun of
him, she simply shrugged it despite of knowing his medical history of paranoid
schizophrenia that was diagnosed 3 years ago. Contacting Ellie’s manager was one of the
safest step as her manager can look into this matter and take required and appropriate
action against Ellie due to various reasons. First she was the one who introduced
Mackenzie to Karen, despite of being his support workers she did not support him or
look into this matter where Karen used to borrow money from him earlier and when he
contacted her she did not take it seriously. It was her carelessness due to which he was
feeling depressed and lonely.

In this case two agencies were involved in providing support to Mackenzie. First agency
was social service who provide a support worker to him and another was community
service agency who provided him with a Community Psychiatric Nurse who monitor’s

Three years ago, Mackenzie Jones was diagnosed with paranoid schizophrenia due to
which he was admitted to hospital on four occasions. But now he is stable and lives his
own independent life. But due to current incident he is feeling lonely, cannot trust any
one and as a result it can increase risk of developing paranoid schizophrenia again.
Support required by Mackenzie in his safeguarding process are:
 Mackenzie requires income support service so that he can focus upon enhancing his
financial support. He can allotted with Attorneys who can take financial decision on
his basis.

 He can be provided with education or training in a specific field so that he can work
on his current capabilities and strengthen himself financially.
 Collaborative efforts oh social and community care can be provided to him. This will
help in motivating him and take a step forward towards his recovery and will further
strengthen him mentally.

Mackenzie wants things to work out with Karen but wants that everything should go on
