INTRODUCTION
Safeguarding and protection of vulnerable is a term to protect someone. There are
safeguarding and protection are important to create a safe and secure zone. Organizations which
work for removing negative elements from the society, in which this activity of organizations is
also comes under safeguarding and protection. These both terms mostly help to adults, children
etc. These are necessary in our society to create a happy and healthy environment for people.
Mainly local police of any place is responsible to provide proper safeguarding and protection to
people in that particular place. This report discusses concept of safeguarding and protection.
Impact of policy development on vulnerable adults also has been discussed in this report. There
are various elements which major part of safeguarding and protection also mentioned in this
report.
MAIN BODY
1. Difference between safeguarding and protection
There is no big difference between concept of safeguarding and concept of protection,
because purpose of both is the same to create s safe and secure zone for children and adults
(Date, 2019). But in practice, there are few differences between safeguarding and protection
which has been described below.
Safeguarding is a practice or policy which formulated by schools, colleges and local
government to build a safe zone for children and adults. In the United Kingdom, different social
organization and local governing bodies has created different policies to maintain a safe
environment for adults. These policies are completely works in children and adults welfare. On
the other side, Protection is basically second form of safeguarding which concluded as action
plan towards protect a specific adult. Literally, both safeguarding and protection are too useful
terms in the current time in society. Reason is, currently day by day crimes are increasing in the
society. Many negative elements currently harming and abusing vulnerable adults. In this case,
these both terms are helpful in protecting such adults in the society. These gives' opportunity to
victim adult to raise voice against those people who harm and abuse them.
In the United Kingdom, government has passed SVGA (Safeguarding Vulnerable Groups
Act) 2006 which is too helpful for vulnerable adults in this country. This act mainly provide
support to those children and adults who have been harmed and abused by someone. According
to this act, if a person who harm and abuse an adult or child, then it'll be punished by the

government authorities (Cope, 2018). Many cases raises on daily basis which has based on adult
abusing and harming. In this case, main aim behind this safeguarding act is to protect vulnerable
adults from those people who harm and abuse children for personal benefits. Currently UK
police is the most active government authority which take actions towards stopping harming and
abusing cases in respective society. Police department is too strict for those people in this
country who negatively influence vulnerable adults. Many social organizations are also taking
various steps to protect or safeguard adults in society.
2. Impact of policy development
Policy development is positively impacted safeguarding vulnerable adults in their own
service setting. Currently safety and security is one of the major needs of humans. Reason is,
many of people who have negative mentality are trying to harm and abuse someone. In this case,
many social organizations and governing bodies has taken steps towards stopping those people to
harm or abuse someone. At the same time, they have formulated various policies as well which
completely safeguard and protect adults and children in society. Vulnerable adults are able to
feel well in any place with support these developed policies. Some times adults has been harmed
and abused in schools and colleges by their seniors. In this case, different schools and colleges
also has made various policies and rules and regulations to deal with this type of situations.
Currently adults feel safe in respective society with support of these policies (Lead,
Governor and Whom, 2016). According to UK's safeguarding policies, if any person is abusing
and harming an adult, then that person need to fulfil various legal formalities, like; court hearing,
penalty and fine etc. This is such a great initiative under safeguarding policies, so these policies
are completely favourable to vulnerable adults. Sometimes many vulnerable adults has scared to
travel alone, because they think people harm and abuse them. In this case, these safeguarding and
protection policies are helping to those vulnerable adults by make confident them. Nowadays,
adults can easily go out from home to walk, to play, to entertain etc. with support of these
policies. Those negative people who like to abuse or harm children and adults now has scared for
harming and abusing an adult. This is how these policies are positively impacted vulnerable
adults in societies. On the basis of these policies, everyone should respect rights of vulnerable
adults. If any person not respect these rights of adults, then it'll responsible to face court hearing.
Currently many social organizations are too strict against those people use adults for their person
benefits. According to these social organizations, when a person abuse or harm an adult, then it

is the worst attempt by that person. Many times adults mentally get unstable when someone
harms and abuse them. In these conditions, these policies can help to an adult for properly facing
those people who harm them.
2.1: There is a specific service provision available for an individual who is suffering from health
issue which has based on mental capacity. Currently NHS (national health service) has passed a
specific treatment provision which support to that type of people.
2.2: Many times colleagues of such vulnerable adults make fun on them, on the basis of those
adults’ weaknesses. This is completely unethical behaviour which existing society has presented
in the front of those vulnerable adults. In this situation, different social healthcare orgniastion
should create a productive policy for dealing such negative acts as well.
2.3: For protecting vulnerable adults from unethical behaviour and abuse, there are local defence
department should be active in its job role. Existing defence department is responsible to punish
and penalise those people who abuses such vulnerable adults.
2.4: There are all defence authorities, social healthcare organisations and adult care NGOs need
to be come together for developing some specific policies to systematically safeguard and protect
various vulnerable adults within the United Kingdom. These all are responsible to create a safe
and secure zone for such vulnerable adults.
3. Legislative framework for safeguarding vulnerable adults
There are various legal and statutory regulation has amended by the UK's parliament
which very helpful for vulnerable adults (Policy, 2018). According to these regulations, all
people of this country are need to create that culture for children and adults, where they easily
grow and develop. If any person tries to positively impact adults in this country, then it'll need to
give huge amount in return. Governing authorities takes quick action on those people who
violate these legal and statutory regulations. There are some major legal regulations which
helpful in safeguarding vulnerable adults has been discussed below;
Safeguarding Vulnerable Adults Group Act (SVGA) 2006: This act is specially formulated
for safeguarding vulnerable adults in the United Kingdom. The main reason behind formulation
of this act is, before 2006 UK's government has listened many cases of harming and abusing
adults. Then members of parliament have decided to take the fast action towards protect
vulnerable adults in the country. At the end, government has passed this act in adults’ welfare.
Currently this act is giving great contribution in creation of happy and healthy environment for

adults. This act includes very strict policies against those people who harm and abuse these
adults (Brammer, 2018). Currently vulnerable adults are able to raise their voice against such
negative people who harming and abusing them.
Care Standards Act 2000: According to care standards act, everyone in the country should
maintain a positive environment in society. This act says, all people are responsible to come
together for fight against those negative elements which can put bad impact of our society. In
this case, care standards act is helpful for vulnerable adults as well, because this act give facility
them for take care of own from people who abuse and harm adults. When a person negatively
impact another's health, then it'll get punished by local court and police etc. The main aim of this
act is to provide an effective health & care to all people in the United Kingdom including
vulnerable adults.
Mental Capacity Act: This is another legal regulation for safeguarding vulnerable adults in the
United Kingdom. According to this act, people need to avoid those attempts which negatively
impact mental capacity of someone. In the vulnerable adults case, when any person harm and
abuse an adult, then many times that adult become mentally unstable (Woodman, Rafi and de
Lusignan, 2019). In this type of situations, this act can support to victim vulnerable adult to fight
against that person who harm and abuse them. This act protects adults to from those situations
which can make them mentally unstable.
4. Influences of serious case reviews or inquiries
There are quality assurance, inspection and regulation are completely get influenced by
serious case inquiries and reviews. Suppose when a person abuse and harm a vulnerable adult, I
this situation it is really very serious case, because many times an adult face great depression
through that harming and abusing. It is such as very serious concern under assurance, inspection
and regulation. Many people who have poor mentality, in which many times they sexually harass
adults. This another serious case where governing authorities are necessarily needed to review
and inquiry this type of cases. To deal with these serious cases, local police department is
responsible to assure, inspect and regulate various these case properly. In this case, there are
reviews and inquiry are the best keys for governing authorities to systematically inspect these
cases. Many times governing bodies need to develop various protection plans to protect
vulnerable people or adults in society. There is a protection plan is basically an action plan
towards completing various formalities under serious cases (Protection, 2017). On the other side,

inspection, assurance and regulation very necessary task to social worker, because these are
some major approaches to systematically remove issue like harm and abuse from the society.
5. Protocols and referral procedures when harm and abuse is alleged or suspected
Explantation of the protocols and referral procedures when harm and abuse is alleged or
suspected.;
Alert: Alter is the first step under protocols and referral procedures. When the any case found
which has based on abuse or neglect, then respective existing authority need to reporting on that
particular issue. It is necessary for taking immediate action to safeguard anyone at that
immediate risk. Quick actions are necessary to deal with this type of issues like abuse and
neglect.
Referral: When anyone is highly abused and harmed by someone, in this situation there is high
need to refer that victim in the nearest health care station or hospital. Referral process should be
complete on same working day, because a highly harmed victim always need to quick treatment.
Decision: Effective decision-making is highly needed to protect an adult from harm and abuse.
That authority which currently protecting the adult need to take fast decision for safeguarding
(Gallagher and Sutton-Tsang, 2017). That authority is responsible to refer vulnerable victim to
hospital on that same working.
Safeguarding assessment strategy: In the safeguarding assessment strategy, formulation of
multi-agency plan is highly required to address major risks. With the support of this assessment
strategy, a social worker is able provide immediate protection to the victim vulnerable adult.
Safeguarding assessment: Four weeks of protecting and safeguarding referral is enough time to
provide the best health care support to that vulnerable adult who has faced abuse and neglect
issue. In safeguarding assessment, a social authority is able provide safe and secure zone to
vulnerable adult by safeguarding techniques.
Safeguarding plan: A safeguarding plan is necessary to build that healthy environment for
vulnerable adult who can face issues like abuse and harm. The authority which is providing help
to adults is need make quick action safeguarding plan.
Review: The review is a stage where authority which has made safeguarding plan is need to
properly review its plan. It is really necessary task, because review is only step which will show,
created plan is effective or not (Montgomery, Hanlon and Armstrong, 2017). At the end,
vulnerable adults will capable to take advantages from safeguarding plan.

6. Be able to lead service provision that protects vulnerable adults
According to this statement, everyone who want to do something in social welfare is
currently able to lead service provision that protects vulnerable adults. Currently many
organizations are doing same thing, it means they provide all necessary information to the people
to aware them about how to protect vulnerable adults in the society. In this same case, each
person need to aware about service provision that gives a safe and secure zone to adults and
children. Development of new policies in the favour of adults is the best way to protect them
from those people who harm and abuse them. When a person harm and abuse any adult, then that
person is completely violating legal and statutory regulations which local government has passed
in social welfare. Currently, those social organizations which specially work for safeguarding
and protecting vulnerable adults are still needed to improve develop policies which they are
running in this time (Policy, 2018). These steps of social organizations will help to adults to
properly face this type of negative elements in the society.
In UK, many times kids, children and adults face issues related to raging also in their
respective schools and colleges, in this situation top-level authorities in their school and college
need to create that type of happy r healthy environment for these children and adults. According
tom science, a person is always been sensitive in its time period of adultness. In this time period,
if they harmed and abuse by someone, they will face issue of depression, and which is not good
for its health. That's why various steps towards protecting and safeguarding to vulnerable adults
is too necessary thing in the society. On the other side, it is also necessary for presenting
company's effective image at the international level, because people from other countries are not
like such countries where local people mostly harm and abuse adults (Lindon and Webb, 2016).
Many social ventures currently runs their operations in this country, in which they necessarily
need to plan, develop, monitor and manage such policies which effectively safeguard and protect
vulnerable adults in the United Kingdom.
7. Be able to evaluate and monitor the processes, practice and system that protects and
safeguards vulnerable adults
Mainly governing authorities, social organizations and groups, people who work in social
welfare are some bodies which able to monitor and evaluate the process, practice and system that
protect and safeguard vulnerable adults. On the other side, other people who aware about issues
of vulnerable adults are also able to take various steps to protect and safeguard them. Currently

many private organization are also taking various steps to create a safe and secure zone for these
adults. When these organizations take this type of steps, on that time they indirectly fulfil their
corporate social responsibility as well. People know to understand the basic thing that, if any
person harm and abuse to an adult, then this attempt of that person is completely comes under
crime (Green, 2019). In this case, each person need to aware about issue of adults, because then
they will able develop and monitor system of safeguarding vulnerable adults.
CONCLUSION
It can be concluded that safeguarding and protection are something different from each
other. Policies which has developed for safeguarding and protecting vulnerable adults are really
too effective. Various legal and statutory regulations are currently exiting in the society which
really support to adults, because no one can abuse and harm vulnerable adults because of these
regulations. The government of the United Kingdom is still needed to develop some effective
legislation to protect and safeguard adults in the own country.
