Saudi’s vision 2030 is an extensive economic transformation initiative that intends to
reposition the country’s economy away from its reliance on government spending as well as oil
export revenues. The vision has strategic goals, objectives, results-based indicators and
obligations that are to be attained by the private, public, and non-governmental sectors. In order
to create organizational ability and capacities required for the attainment the Saudi’s 2030 vision,
the government launched the National Transformation Program, running from 2016 to 2020.
Therefore, this paper examines Saudi’s 2030 from the perspective of the national transformation
program.
Foremost, Saudi’s vision 2030 aims at creating a vibrant society. These theme centers on
social aspects of the citizens such as good life in a secure environment, caring families, and
fulfilling social and health care system (The Kingdom of Saudi Arabia, 2018). This theme of
vibrant society is covered by the national transformation program under “Enhancing the
Standards of Living.” By improving the standards of living, this program intends to provide the
society with enhanced schemes of healthcare, safety, and social services. These aspects
contribute to the establishment of a vibrant society.
The second objective that the Saudi’s vision 2030 plans to accomplish is a thriving
economy. The government has outlined several approaches it will utilize to attain this goal. For
instance, the state will establish investment tools, establish an education system that is consistent
with the needs of the market, enhance the business environment, and transfer the ownership of
some government services to private sectors. The national transformation program takes care of
the theme of the thriving economy under “Improving Economic Enablers.” This objective
supports by the attainment of Saudi’s vision 2030 in various ways like facilitating the expansion

of private sectors and guaranteeing the sustainability of essential resources (The Kingdom of
Saudi Arabia, 2018).
Moreover, Saudi’s vision 2030 plans to attain an ambitious nation. Under this objective,
Saudi is determined to create an efficient, responsible, transparent, empowering and high-
performing government. This theme is articulated by the national transformation program under
“Achieving Governmental Operational Excellence.” The purpose of this initiative is to enhance
the quality of services provided by the government.
Finally, I would suggest political reform as an additional goal to the kingdom’s initiative.
The political system of this country is extremely restrictive and frequently detrimental to the
basic rights of citizens. Moreover, a crackdown on rights activists is common. Such a political
system is not conducive for economic development as it impedes accountability and
transparency.
