SUSTAINABLE TOURISM DEVELOPMENT
Introduction
Sustainable development is the current trend that is followed by most of the organization in an
efficient manner. Sustainable tourism is another concept that involves ecotourism that should
have the minimum amount of ecological footprint so that environmental degradation may be
mitigated in an efficient manner. Moreover, a balance should be done between the environment
and profit making in the tourism industry that should help in the implementation of sustainable
development in an effective manner. In this study, the analysis of the Sicily Island will be
performed in a prominent manner. The Sicily is one of the beautiful islands in the Mediterranean
Sea and is under the Jurisdiction of Italy. It is one of the most eminent tourist destinations in the
world. This study mainly focuses on the analysis of the different methods to achieve sustainable
development in the tourism industry of Sicily in a prominent way. Detail analysis of the planning
and development of sustainable tourism in the Sicily involving the national tourism development
of Italy and the local authority of Sicily will be discussed in detail. Evaluation of the factors that
causes hindrance to sustainable development will be analysed in the study. At last, a
recommendation will be given in an efficient manner.
LO1: Comprehension of the rationale for planning in the travel and tourism industry
1.1 Identification and analysis of the stakeholders benefit by sustainable tourism planning
The stakeholders are vital in planning a sustainable tourism industry in the island of Sicily in an
effective manner. The most important stakeholders are the local’s inhabitants, tourists and the
local authority of the Sicily. At present, it is seen that unemployment is one of the problems in
Sicily and the island's economy is mainly dependant on tourism. If proper planning were done by
the local and the national department of tourism to enhance sustainability, it may help to
strengthen the local economy (Wang, Liu, and Mingers, 2015). Other than the beaches, olive
gardens are the local attraction of Sicily those may be used to construct a museum that may help
to enhance tourism in an efficient manner. It is seen if collaboration between the local and the
national authority is done then it may help to formulate ecotourism that involves optimized
resource use in the hotels of the Sicily. The Tourist should be benefited from this as local
attraction like the olives museum and products of olives may enhance the tourist attraction by 30

%. Another important planning includes the waste reduction and recycling that may help the
local hotels to enhance their revenues and the overall revenue of the local authority of Sicily may
raise by almost 10 % (Missonier, and Loufrani-Fedida, 2014). The brand image of Sicily will
increase in front of the global tourist by following rules of ecotourism like conservation of water
that may enhance productivity and mitigate environmental degradation by almost 10 %.
1.2 Merits and demerits of the public and private sector in tourism planning and
development
The public-private partnership is one of the most important components that help in the holistic
development of tourism in an efficient manner. The PP model mainly includes the sharing of
finance and business objectives between the government and the private organization to set up a
business process that is profitable for both the institutions. It is seen that the Italian government
is one of the top countries to invest in ecotourism development. In the words of Mtapuri, and

The Italian government then the financial advantage might be gained by the local companies

in the words of Angelidou, (2014), there is a disadvantage in PPP model sometimes finance form
the government agencies arrives much later than requirement this delays the development. In the
case of Sicily, it might cause a problem because the government agencies of Italy demands
complex paper works to initiate the project. This might cause confusion among the local travel
agencies to perform such long-term complex paperwork.
Additionally, the Italian government has an object to promote ecotourism a so that sustainability
may be achieved and brand image may be enhanced. The central government of Italy is
collaborating with the local government of Sicily to collaborate with local agencies to improve
waste management in m beaches (Jenkins, 2015). Moreover, the coastline regulation laws may
be implemented by the PPP model that may enhance the sustainability in local tourism by almost
15 %. Furthermore, if the comparison is made with other countries Italy spends a staggering 40
Billion Euro in developing its Ecotourism. The PPP model in Sicily may account 2 % of this
fund to accelerate the sustainable projects (Anna Luebke, 2019).

LO2: Analysis of the different Approaches of tourism, planning and development
2.1 Explanation of the key components of the planning and development of tourism
considering the local and national authority
The main components of planning and development among the local council of Sicily and the
national tourism ministry of Italy are meeting and analysis of the existing features and
development of the sustainable plan based on the Lacuna that is present now in Sicily in an
efficient manner (Wilhite, Sivakumar, and Pulwarty, 2014). The current tourism development
plan should focus on the energy efficiency, climate and environmental mitigation urban planning
and promotion of the holistic tourism in Sicily. The key component of planning should include
an action based on the current data tourism in Sicily. Sicily has almost 5 million tourists visiting
the island from all over Asia and Europe. Based on the number of tourists the planning between
the local council and the government should be considered. The plan should consider the social,
environmental and economic component.
A perfect balance between the three must be done to promote practical sustainable tourism in
Sicily. Moreover, the national ministry of Tourism in Italy considers energy efficient techniques
as a prime factor. Renewable energies use and sustainable use of water is included in the

planning of sustainable tourism in Sicily (Muresan et al., 2016). There should be a monitoring
committee as well in the Local council that inspects the implementation procedure. The Private-
public partnership might be considered while formulating the plans energy efficiency and the
minimization of the wastage like plastics and trash in the seaside should be controlled by the
private hotels.

2.2 Analysis and evaluation of the interactive planning system for the tourism of the chosen
destination
Both ways interactive planning is required to formulate and implement a holistic sustainable
tourism plan for Sicily in an efficient manner. At present Sicily has almost 5 million tourists but
the target is to enhance the tourist by almost 20 % within 2020. The ministry of culture of
tourism of Italy should formulate public policy by discussing with the local council of Sicily so
that the plan may be successful (Garcia, and Pargament, 2015). It is seen that public buses are
more prevalent in Sicily than trains so the government should formulate energy efficient
technologies for the buses so that environmental impact may be mitigated by almost 10 %. The
planning should include representative’s form both the private and the public sector so that a
holistic plan should be developed.

The representative from the hotel industry, travel industry, and the food industry should be
present with the representatives of the public sector. There should be detailed discussion
considering the coastal regulation management laws of Italy. The municipal council
representatives of Sicily should be present so that they may give their ideas to enhance the
planning process that may include the waste reduction techniques and recycling techniques to
enhance ecotourism. There is the presence of strict coastal regulation management but the
participative method of developing public policy may help in the enhancement of
implementation of the laws in reality. According to Muresan et al., (2016), boat rides cruise is an
essential attraction for the tourist so sustainable fuel policy must be present that mitigates the
pristine environment. Moreover, one of the most important components in the preparation of
draft public policy is to improve the plan to enhance sustainability.
2.3 Analysis and evaluation of the economic, social and environmental parameters
The most three effects of tourism are the economic environmental and social impact that should
be considered in an efficient and effective method. The economic impact of tourism may be
evaluated by calculating the local economic growth and the overall growth of Italy form the
tourism sector. In Sicily, it is observed that sustainable tourism has increased the brand image by
almost 10%. The local farmers of Sicily use traditional techniques to farm and conserve their
lands and this is being exposed to the tourist as well so that they may get a test of nature in an
efficient manner (Leme et al., 2014). This may help to enhance environmental quotient. On the
hand, increment in tourist may enhance the ecological footprint by almost 5% that may adversely
affect the environment.
Economic impact model- This model helps to analyze the economic impact of tourism in an
efficient manner. On the other hand, if the GDP of Sicily is observed then it is witnessed that
tourism has a great impact on this island. Sicily consists of almost 5.4% of the GDP of Italy and
more 70 % revenue comes from the tourism industry (Mota et al., 2016). If the tourism decrease
then it is observed that inflation rates and unemployment rate becomes almost 3 % and 20 %
respectively(Anna Luebke, 2019). Therefore, form research it must be inferred that sustainable
tourism is required and the social parameters like employment rate and economic parameters like
inflation rate depend on it. By measuring this, data impacts may be found out in an efficient
manner.

LO3: Evaluation of the requirement of sustainable tourism
3.1 Justification of the concept of sustainable tourism in the chosen destination
The concept of sustainable tourism includes the formulation of policies that may balance
between the economic profit and the environmental degradation of Sicily. The concept of
sustainable development was proposed in the Brutland commission and the present trend is to
develop eco-tourism to preserve the pristine environment in an efficient manner. Sicily has some
problems regarding environmental parameter like the one breach in the coastal regulation
protocol and improper waste management are done by the hotels (Tajbakhsh, and Hassini, 2015).
Moreover, the hotels are building resorts near to the mangroves and coral reefs those are
affecting the ecosystem. On the other hand, coral reefs and mangroves are the most beautiful
attraction of Sicily. Sustainable development concepts include the balancing of economic and
environmental parameters that should help to increase the productivity of the tourism industry in
Sicily for the long run in a prominent manner. The principle of sustainability includes sustainable
development goals that ensure the preservation of the pristine environment.
Moreover, waste management and coastal regulation laws should be monitored to maintain
sustainable development. In the word of Torres-Delgado and Palomeque, (2014), one if the coral
reefs and mangroves are destroyed then it might cause soil erosion that may have fatal
consequences for the island. In case of natural disaster, the economic loss may enhance by 20 %.

3.2 Analysis of factors that may have adversely affect on sustainable tourism
The factors that might hinder the sustainable tourism are the cost that is included to develop eco-
friendly tourism in an effective manner. The cost of renewable energies like biodiesel and solar
energy may be used by the hotels and transport organization but it may increase the cost by
almost 10 %. On the other hand, for sustainable tourism capacity building of staffs in hotels is
required so that they can implement the policies that might take more time to serve tourist that
affects the service quality (Aall, 2014). Moreover, due to the lack of monitoring of the local
municipalities, the hotels sometimes does nominating costal regulation laws and dumps waste
near to beaches and make construction near mangroves that have a hugely adverse effect on eth
sustainable tourism.
3.3 Analyze different stages of planning
The concept of sustainable tourism should be imposed on Sicily so the local economy is
strengthened and the tourist attraction may be enhanced by applying the concept of sustainability
in Sicily in an efficient manner. The different stages of successful tourism planning are as below
Formulation of effective objectives to perform a plan and extensive analysis of the economic
environmental and sustainable factors should be considered during the formulation of objectives.
After the formulation of objectives, the resource those are needed like the financial resources
technological resources and human resources should be planned in an efficient manner. The site
analysis should be done (George et al., 2016). Since Sicily is an island so the requirement to
implement ecotourism increases as it has more danger of natural calamities than other island
tourist spot in Italy. The total process of the objective formulation should be done in presence of
the local community since they are the inhabitants they know the should have the best ideas to
sustain their environment and make a profit as well in a prominent manner. The success rate is
dependant on community participation by almost 30%. After the eco-tourism plan is developed it
should include the marketing promotion of the plan so that it may create a brand image for the
location from a global perspective. This may enhance the business by 10%.

4.1 Evaluation of the different methods of conflict resolution to implement sustainable
tourism
It can be seen that like other industries, the tourism industry is also facing some issues related to
sustainability, which is increasing the conflicting nature (Rebocho et al., 2017). Hence, for this, it
is very much essential to resolve the conflict of the interest that the stakeholders might have in
order to generate the future well-being of the tourism sector. Resolving the conflict would ensure
that the customers receive good service and interest of the associated stakeholders are kept in a
good note. Below are some of the methods that SICILY tourism might implement for resolving
the conflict in an effective manner:
Increasing the interpersonal among the stakeholders
It can be observed that there may be conflict among the stakeholders in the tourism industry in
terms of objectives, profit and decision-making (Väyrynen, 2018). It may lead to not allocating
resources properly, lack of planning, politics and other things. Thus, to reduce this, it is very
much essential to build interpersonal communication, bring in transparency in various
approaches for reducing the conflicts, and lead to better accommodation at various destinations
in SICILY. Through this, the generalization process of communication and management for
resolving the conflict in an effective manner.
