Social inclusion is the commitment that every individual and the groups can participate in
the society and get benefit from the social, political activity and economic condition of society as
a whole (Taylor, Cheers, & Wilkinson, 2007). The government encourages social interaction and
grows interested in social inclusion among society. This study focuses on the ethical values, the
historical events regarding social inclusion. This discussion will be involving the literature
review on social inclusion, the legislation and reflections on social inclusion.
According to Dad (2017), the four important developments causes raise the importance of
social inclusion on the global policy. The four important developments are the agenda for
sustainable development goals, which is an exhortation of the social inclusion, the tremendous
advances have been made in meeting the millennium development goals, the heightened concern
about the inequality for which some groups are lacking behind and the growing concern
regarding the distribution of the benefits of globalisation. There has been shown the growing
interest in developing the cultural competences among the service providers, and it is taking
place in health care and social work. The interest is also growing in the education sectors.
Evaluation of the cultural competencies through training can improve the services provided by
the healthcare service providers, and there will be patient satisfaction. The change towards the
social inclusion involves the addressing the political-economic condition and the power relation
in the local and the national levels. The excluded group often lacks the power to raise voice and
influence the decisions.
According to Bulger (2018), Social Inclusion is the emerging term, which has been used
to encompass the ideas of civic participation, equality and social, and the protection of human
rights. The social inclusion is increasingly understood as the process rather than only the
outcome. The development of mixed-income communities is considered one of the potential

vehicles for social inclusion. In response to the increasing awareness of the impacts of the social
exclusion, the researcher and the policymakers have begun to explore the ideas of the social
inclusion and the interest in the social inclusion is emerging in countries across the world. Rather
than addressing the challenges of the social exclusion as the discrete problems, social inclusions
lens calls the practitioners to think positively and anticipatorily. The concepts of the constructs of
social inclusion and exclusion are closely related, and it is difficult to explore the idea of social
inclusion without discussing the awareness of social exclusion. The process of encouraging the
interaction between various relevant attributes and people and the impersonal mechanism of
opening up the participation of everybody in all the areas of life. The opportunities and the
resources are important to ensure the participation of the people, who have been excluded from
the economic, social, political and the cultural life. This provides the standard of living and
comfort, which is considered normal in society.
The individual can be socially included only if the individual has resources, capability
and opportunities; they require to acquire this by participating in the educational training, work,
and other. There remains a connection between the resources, opportunities and capabilities. The
skills and assets of the people are considered as the resources and this can be viewed concerning
mostly to the individuals, families and groups (Taylor, 2015). The individual’s capability refers
to using of the resources and the opportunities for achieving the desired outcomes. Opportunities
can be referred as the environment, which allows person to utilise their capabilities and the
resources for achieving the desired outcomes. The capabilities and opportunities are supported
by the resources through allowing people to make selections and the opportunities as per their
wish to participate in the society (Gao, & Mattila, 2016). The participation in any training, work
and connecting with friends can help to build resources like the work experience, support

network and qualifications. All these three levels help the individual to be socially included. The
gaps in the resources, capabilities and the opportunities will not allow individuals to participate
fully in the society. Low resources means less participation that further decreases the resources
and participation (O’Connor et al., 2008).
The Australian government has implemented the values and principles to guide the
business, individuals and the community organization regarding the ways to take a socially
inclusive approach towards their actions. The aspirations involve increasing participation in the
social, civil and economic activities that is by helping everyone in getting skills and support for
their workings and for connecting with the community during the hard times (Wesselmann,
Wirth, & Bernstein, 2017). This also involves mitigating the disadvantages that are by making
the need sure for the people for access to good health, education and other. The government give
peoples a say in what service they might need, and how they will be working. The approaches
involve developing and strengthening the community strengths, developing the partnership with
the stakeholders, rising the tailored services, giving high importance to the early invention and
prevention, using the combined data to update policy, proper planning for sustainability and
using the locational approaches (Floyd et al., 2017).
Therefore, from the above discussion, it can be concluded that social inclusion allows
individuals to take part in most of the economic, social, political and cultural activities. The
individual can only be socially involved if they have the resources, capabilities and opportunities
that they will be required for participating in the education learning process. The government
inspires the ideas of social inclusion and also grows interested among the society, and also
encourages the social interaction between the individuals and the relevant social attributes.
