Introduction
ATA is a not profit organization of Australia which helps to support the sustainable life
style of the people. Previously, ATA has been indulged into various projects those were helpful
in enhancing the standard of living of people. Recently ATA has decided to do a project on the
implementation of the solar project at East Timor (Kumara et al., 2017). The main objective of
this paper is to prepare an execution plan so that the project plan can be described to the
companies (Google) sponsoring for this project.
Discussion
Project Description
East Timor is under developed place where many of the houses are not getting the
benefits from the state electricity board. In order to dissolve this problem ATA has decided to
implement solar project. In order to implement the whole system in a proper way there are
certain rules and regulations are needed to be followed (Nerini et al.,2015). Proper project
management planning along with the resource allocation and stakeholder management is needed
to be done for proper implementation of this large scale project. Funding is the main challenge in
this case (Yenneti, Day & Golubchikov,2016). Earlier, ATA was dependent on the funding
provided by the members for compilation of the project. However, implementation of solar
energy system at East Timor is going to be the first large scale project for ATA. In this case
proper execution plan along with the case study is needed to be made.

Project management plan:
Project execution plan revolves around different stages of the life cycle of the project
management. According to the project manager, initially project needs time to understand the
current situation of East Timor. In that case, some delay may happen. However, this delay have
positive attribute in the compilation of the project as in between this time frame the analysis of
the implementation plan and execution plan can be made. Another important aspect of the
project is involvement of the community with the development of the project. The project
execution plan can be arrange into different modules and sections in this case.
Project planning: The planning of the project may take some time as this project needs to
understand the current infrastructure East Timor is using for the electricity and along with the
maintenance (Bayona, Saboya & Bustamante,2018). Apart from that, the involvement with the
locals is needed to be done in this section. In order to maintain the good communication and
cooperation with the local community the ATA project management team is going to indulge
some local NGO and other teams.
Project design: The designing of the project involves evaluating the current infrastructure
of the households of East Timor regarding the energy supply (Katsaprakakis & Christakis, 2016).
Based on the current infrastructure the modified and improvised solution can be provided by
ATA.
Project execution: The execution of the project is dependent on the design and planning
of the project. During execution of the project it has to be seen that the community is cooperating
with the project management team. The households which are going to get the service from the
solar energy have to pay $10 initially. Those households are needed to pay $2 per month for the

maintenance of the solar energy system. This money has to be collected by the village
community (Lewis, 2016). ATA has a dedicated team for managing the project in efficient way.
The dedicated technical experts are needed for the proper implementation of the solar energy
plant at East Timor.
Monitoring and maintenance: The monitoring and maintenance of the implemented
project is needed to be done properly (Snyder & Dionisio, 2017). In this case, ATA is
collaborating with the local authority and the communities. The local community is needed to be
approached through the NGO based on East Timor. In certain cases, the ATA may find it
difficult to communicate with the people whose native language is not English. In that case, local
help may be needed. The maintenance fee is collected by the community. The maintenance of
the system will be done by the technicians. These technicians will be trained at the institution at
Dili.
The following of the proper project management implementation plan is important as the
implementation of the solar plant is done by ATA for the first time. In this case, proper project
management planning will help to identify the scopes and the challenges of the project.
Risk management
There are certain risks associated with this project. The main risk associated in this
project is regarding the communication between ATA and the locals. It can be assumed that
some of the locals are not familiar with the English language. In that case, it is the responsibility
of ATA to make the local people understand about the significance of the project. Another
challenge for ATA is to provide sufficient numbers of technicians for maintenance.

The significance of the risk management lies in the handling of the uncertain and sudden
changes in the process of project management in an effective way. The project ATA is going to
implement is large in scale. In this case the proper risk management planning is needed to be
done in a proper way.
Involvement of the stakeholders:
The involvement of the stakeholders is another important thing for the delivery of the
project in right way. In this case, the internal stakeholder is ATA, while the external stakeholders
are the local people of East Timor (Neves, Silva & Connors, 2014). Involvement of all the
stakeholders in the project is needed as the co-operation is needed in order to make the project
successful.
The success of the project lies in the good management of the stakeholders. Managing of
the stakeholders in an effective manner will help the stakeholders of the project to engage in he
project.
Conclusion
It can be concluded from the above discussion that there are possibilities for this project
to improve the energy supply situation at East Timor. In order to do this proper project execution
plan has to make. The proper project execution plan will help to make the sponsors interested for
the funding of the project. Apart from that a clear guideline can be followed using this guideline
while development of the project. The project execution plan consists of different phases which
have been described in this prepare along with the risk management and stakeholder analysis.
Apart from that it can be said for the successful implementation of the technical aspects, a

dedicated team of experts are needed. Maintaining all the aspects of this project implementation,
the project can deliver successful outcome.
