II. INTRODUCTION AND THEORY
This experiment demonstrates how the license plate matching technique can be used by
observers to determine the speed of cars. This is significant as it facilitates the design of a
reliable and safe road by the highway traffic performance (Abrishamkar, 2012).
Basically there are two ways of measuring speed: space mean speed and time mean speed. To
understand these methods is to know the basics of traffic flow (Elefteriadou, 2013). Space
mean speed is arrived at by dividing the travel time average by the distance while time mean
speed is arrived at by considering the speed of each car as it passes a specific point in a given
time span.
These can be further expressed as: (M, 2009)
