Introduction
St. Dismas Medical Centre is a metropolitan not-for-profit organization that is planning
to advance to an assisted living facility to help the old aged people get the necessary medical
help as well as assistance in leading their life. The initial approximation of the probable return on
investment on the proposed living facility indicates that the idea of setting up of such a facility
will be beneficial for St. Dismas as the inpatient population was declining slowly and steadily.
Furthermore, the facility project that is proposed is expected to meet the premeditated
inventiveness of growing a business by improving the count of referrals to different outpatient
therapy processes. The strategic objective of this program is to reinforce the focus on the
reimbursable precautionary wellness processes for a better geriatric populace. In the following
paragraphs, the goals and the objectives of undertaking the St. Dismas Facility project is
discussed. The scope statement of the facility project is discussed. A realistic schedule for
implementation of the St. Dismas Facility project is prepared. All the works are set to be
completed within April 2022 so that the facility can be opened by June 2020.
1. Project Goals and Objectives
The St. Dismas Facility project is proposed in relation to identifying future opportunities
for the St. Dismas. The need for identifying the future opportunities arose mainly because there
have been a steady decline in the admission to the inpatient and the outpatient admission.
Therefore, bringing in a steady yet a meaningful change in the working process of St. Dismas
have become a necessity. The ROI of the proposed project is calculated and is found to be
positive. Apart from that a competitive analysis of the proposed business idea is completed
which indicate that the proposed project has the capability of yielding high profit. The facility is

proposed to be set up as a for-profit secondary of a health center that has the capability of
generating profit. The goals and the intentions of the proposed St. Dismas Facility project are
indicated in the subsequent section.
1.1. Project Goals
The goal of the proposed St. Dismas Facility project is to set up an assisted living project
with 100 units. Out of the proposed 100 units, 15 to 30 units will be categorized as intense
assisted units while the rest are units that need light assistance. The objective of the proposed
project is to improve the patients’ referrals mainly for the outpatient services. The proposed
facility Project will help St. Dismas in strengthening the attention on designing programs that
can be a great help to old people in the geriatric populace.
The long term goal of the St. Dismas Facility project is to improve the overall census of
the inpatient unit of the hospital (which is currently declining at a steady rate). This could be
achieved by developing a place where people could peacefully age till they are in requirement of
hospitalization. With the help of the proposed project, the aged people could easily get the
needed help with the hospitalization and the facility is connected to the main hospital.
1.2. Project Objectives
The main objectives of the proposed St. Dismas Facility project are indicated as follows-
 To estimate the cost of completion of the project and the time necessary for
project completion
 To identify the ROI and the payback time of the proposed facility project

population

The fulfilment of the above defined objectives will ensure effective accomplishment of
the facility project. The success of the project however also depends on development of an
effective and realistic plan for ensuring all the key purposes and the objectives of the facility
project are fulfilled.
2. Project Scope Statement
The project scope statement outlines the project’s scope along with major project
deliverables assumption and the acceptance criteria of the facility project. The statement further
helps in outlining the key constraints that can disturb the normal accomplishment process of the
facility project.
2.1. Purpose and Project Justification
The St. Dismas Assisted Living Facility project is proposed to improve the business
opportunity for Dismas along with providing a helping hand to the aged people by providing
them an option of aided living. The purpose of the St. Dismas Assisted project is to design a self-
supporting apartment like unit having a protected connection for easier access to the main

hospital. The proposed facility will include 100 units in total, out of which 15 to 30 units being
categorized as highly assisted and other as light assisted. There are separate criteria for the heavy
and the light aided units.
The proposed project is justified since there is a very less competition for this project or
idea as although there are several assisted living facility across the country, only few of them
provides medical assistance. None of the existing facility has the capability of offering the
facilities that St Dismas could offer and therefore, the proposed project has a high chance of
being a success. Furthermore, the board is quite confident that the facility will be able to meet
the tactical initiative of improving the existing business as the plan that is developed for the
project has assured an instantaneous improvement outpatient programs referrals. The project is
feasible and the projected budget of the project is $11,000,000 maximum. The cash flow is
projected to be $1,500,000 per year and therefore, the project is justified.
2.2. Scope Description
The in scope needs that will be fulfilled in this facility project are specified as follows-
 To deliver a business case and a feasible project plan
 To deliver an effective marketing plan for promoting the assisted living facility
 To deliver a communication platform for the community and the staffs of the
hospital
 To deliver an aided living facility having 100 units at St. Dismas
 To launch the aided living Unit by June 2022
The success of the St. Dismas project depends on the successful fulfillment of the above
mentioned scope of the Dismas project.

The key necessities of the facility project are indicated as follows-

2. Development of a realistic and feasible schedule plan to ascertain that the entire project
is accomplished within the set budget

5. To thoroughly research about the medical needs upon which the assisted facility will
be designed
6. To obtain government approval prior to the start of the project
