To be successful and sustainable, any efforts directed to improve health delivery by
the government must reflect the values and needs of the key stakeholders. To that end, it is
important to engage stakeholders to determine the most appropriate reform efforts for the
government .This would provide a systemic procedure to identify relevant initiatives and
developing a comprehensive framework, based on the guiding principles for managing the
dynamics of health care among other concepts drawn upon change management (Concannon,
et al., 2012).
The first step towards engaging the stakeholders in the assessment of the key area of
reforms, medical malpractices among others and then determine the fitting role of each
stakeholder in the engagement process. As part of the engagement process, the government
should identify the competing interest and the best support that can be provided for the
initiative to succeed. Further, individual personalities and relationships need to be considered.
Alternative representations of the stakeholders might be appropriate, such as board Chair,
COO or policy director on behalf of the CEO. However, such kind of representation can only
be allowed if it is determined that they can contribute equally to the reform process and the
final outcome (Noland, & Phillips, 2010).
Throughout the engagement, it is important to review the legal barriers for every
initiative in order to fully understand all the options and address them accordingly. For
instance, as the government considers plans for improving patient access to preventive
services, they can ask providers to collaborate and develop a new model
(antitrust).Addressing such kind of concerns may require meetings and further interactions
will legal professionals (Voinov, & Bousquet, 2010). This would be beneficial for the process
as it would be much easier to review stakeholder engagements and their proposals in order to
ensure they don’t create legal problems.

State governments have a better understanding of the stakeholder community. Key
stakeholders might be left out in the process, however, if a proper procedures are not
implemented. The engagement process will include a wide range of stakeholders that will be
representing a diverse perspective of society .They will also include not just the proponents
of the initiative, buts also the opposers. The key stakeholders will include Medicaid agency,
the state Attorney general, Department of rehabilitation, County jails, and the department of
housing and development (Unerman, 2010).
The stakeholders have been selected to reflect the demographics and diversity of the
community .If the initiative intends to be Health management associates, the stakeholders
will represent the whole state rather than just a single region. In addition, if the stakeholders
plan to pilot the proposed programs within a limited geographic area, they will ensure that
there is representation from every region of the state. Efforts of reforming health systems can
be faced with significant political obstacles .Politicians in federal, states and local levels can
be champions of reform or act as barriers to change. To ensure they become champions, it is
important to inform them as early as possible and keep them updated with accurate data.
