Introduction:
In the field of project development stakeholder management is one of the most essential
element as stakeholders of a project holds a major influence to the project outcome. Thus, in the
project development process every stakeholder present in a project holds some interest towards
the success of the project (Oyeyipo et al., 2019). Since, all of the stakeholders present in a
project has different interests thus, it influences the decision making capabilities of a project.
The nominated project is to develop a road from western Sydney to south western Sydney
in order to connect these areas with port botany and Kingsford Smith Airport. This project is also
related to railway project. In this project it is identified that there are several factor which
influence the success of the nominated project.
Considering these aspect this paper will discuss about the government systems and
stakeholder related to this project. In order to elaborate this it will consist a detail discussion on
stakeholder management.
Project Description:
The nominated project has aimed to construct a road between western Sydney and south
western Sydney in order to connect both the areas with port botany and Kingsford Smith Airport.
The primary objective behind this project is to construct a motorway with the length of 33km
which needs to be delivered within 2023. The total project cost is around $16.8 billion along with
the contribution of $1.5 billion by the Australian Government. Along with these concern one of
the most essential factor in this project is around 14km of this road will be above the ground and
there will be a tunnel to which will cover approximately 19km of the road.

Project Issue:
As it is discussed earlier that the nominated project is one a road construction project one
of the most related factors in the project like government factors as well as the political factors.
While analyzing this concern it with the nominated project it has been noticed that in this project
there is a lack of stakeholder management as the stakeholders present in this project is not
effectively identified along with this the roles and responsibilities of its stakeholders are not
identified, which can cause a huge blunder to the project (Jones, Wicks and Freeman 2017). As it
is already mentioned that the project needs to be delivered within 2023 it is very essential to
focus on this area. As per the above discussion in every project development plan it is very
essential to effectively manage the stakeholder and their interest however, in case of construction
project it is important to manage the project stakeholder.
During the investigation on the issues of this project it is identified that environment
issues and the government issues are one of the major conflict that is disrupting the success of
this project. While analyzing this concern it is identified that lack of government compliance and
regulation has caused a major conflict (Bosse et al., 2019). Thus, from this discussion it is
identified that in this project development process there is a huge necessity to manage the
government stakeholders. Along with this aspect it is identified that in this project political issues
and the social issues are very significant. Those includes miss-communication with communities
and less collaboration with the public as well.
Project Stakeholder Management Plan:
Thus, from the above discussion it is identified that the nominated project is mainly
facing the problem related to the stakeholder management due to which it is also facing several
conflicts especially with the government related factors (Harrison, Felps and Jones 2019).

Considering this aspect in the below section will consist a stakeholder management plan that will
help to enhance the stakeholder management process of the nominated project.
Stakeholders Identification-
As it is discussed earlier that stakeholders are the most important participants for a
project which can lead the project to success or may reflect in a negative that will increase the
chances of project failure (Bourne 2016). Hence, it is very essential to first identify that
stakeholders present in a project. Followed by this concern in the below section a list of
identified stakeholders are mentioned:-

Employ.
Laborers.
Along with these stakeholders it also includes few other stakeholder too who has their own

Stakeholder Engagement-
Followed by the analysis of the stakeholder it is very essential the stakeholder into the
nominated project thus, a detail elaboration of the key elements are mentioned below:
All of the stakeholder who has been classified into the high priority needs to be analyzed
very well. And based on that analysis it will then focus on the taking action that will help to
mitigate the identified issues. Followed by this step the implementation will be done. And then
survey will be conducted to get the idea about the effectiveness of the implemented strategies.
Along with this in the feedbacks of the low priority stakeholders will also be gathered which will
help to improve the effectiveness of the project (Ekambaram and Petersen 2017).
Stakeholder Monitor-
Followed by the above discussion in this section a discussion on the stakeholder
monitoring process is mentioned. As per the PMBOK guide the monitoring process of
stakeholders can be classified into three basic parts. Those includes the tool, technique and
output. While elaborating this aspect it is observed that effective communication will improve
the monitoring as due to this it can keep track on the stakeholder which will deliver best quality
work (Guide 2001). Along with this it also requires to gather feedback from the stakeholder to
analyze the project concern.
Conclusion:
After completion of this discussion it can be concluded that in the nominated project
development process a significant limitation has been observed due to lack of stakeholder
management. During the analysis on this area it is observed that government regulation and the
social factors are the most harmful elements present in this development. Hence, a necessity of
