2.1 Discuss the ideological backgrounds that can influence healthcare policy development
Equalitarianism- It is a kind of ideology in which it states that everyone need to be treated
as equal & have rights like other people. Government also ensure that equal opportunity to access to
health care is a civil right, just like other rights. This affects the healthcare policy department as
because decisions take by government regarding health care services directly affects the behaviour
of society and community (Baumgaertne, 2018).
Liberalism- It is also another ideology which has impact on health care policy department
as because these are the people who focus on social contract theory. According to these people they
have perception that government need not have to monopolise the health care system instead it
should be depended on medical insurance. Thus, this way of perception has wider impact on health
care policy department. According to liberal people, they are concerned for society and
Economic ideology- It is another ideology in which it states that how economy is to be
structured & work in health care services. For example- healthcare policy department has to set
budget according to GDP of country which affects the working department of health care.
Moreover, it is seen that it is crucial to be aware about working structure of economy so that policy
are regulated accordingly. Furthermore, is important to focus on this ideology so that it is easy to
regulate the policies in effective manner (Burgess, 2019).
Political ideology- It is also ideology which has great impact in health care policy
development as because it consists of ethical ideas, principles, myth, that reflects how society or
community need to work. In context of healthcare system, it has been seen that policies are affected
by politics as large amount of rules are to be followed according to viewpoint of society &
community.
Therefore, from above discussed matter, it is seen that ideology are required to be adopted so
that it is easy to make decisions about heath care policy department. Furthermore, it is too
determined that following ideologies assist in carrying out policies effectively. So, when regulating
policy related to healthcare, it is essential to have relevant knowledge about these ideologies.
2.2Impact of stakeholders on policy development
Stakeholders are individuals, group, or organisation with an interest in business. They may
affect or affected by decision of an organisation. It includes owners, employees, customers, local
community. Stakeholders have a capability of support or oppose decisions may be influence in the

organisation. Major stakeholders in healthcare system are patients, physicians, employees,
insurance companies, pharmaceutical firm and government.
Currently rising premiums and strict requirements are keeping many people from obtaining health
insurance. Its hard for patents to obtain healthcare services because of financial hardship. The
insurance companies is accountable for managing a balance between their responsibilities towards
both shareholders and patients.
Another stakeholder of healthcare centre is pharmaceutical companies. They also play a important
role in healthcare system because patients trust on their products. The price of medicines are
increasing and there is no law to prevent them from charging extra prices. The most important type
of stakeholder in healthcare industry is patients.
Patients also have an ethical responsibility towards their own health and towards controlling
cost. While it almost impossible to force people to live a healthy lifestyles, it can be assumed that a
healthier living would lead to lower healthcare costs. As technology increases patients with
insurance plan want the most advanced newest and expensive treatments because they want to cover
their insurance plan. But it is not necessary that the most expensive treatments are best. Its the duty
of patents to participate with physician in making reasonable and cost effective choices.
