AI Summary
This annotated bibliography explores the strategic asset management of highway infrastructure, drawing upon several key articles and reports. The bibliography begins with a discussion on culvert infrastructure and the importance of its maintenance, referencing Najafi and Bhattachar's (2011) work on developing an inventory and inspection framework. It then delves into the broader context of asset management strategies, highlighting the Wigan Council (2015) and East Sussex (2015) reports on highway asset management. These sources emphasize the need for effective asset management to ensure optimal service levels and address challenges like climate change. The bibliography also includes the Manchester City Council (2015) and Leeds City Council (2015) reports, which detail the practical implementation of asset management frameworks and the importance of data-driven decision-making. Finally, Sodikov's (2015) work on road asset management systems in developing countries provides a contrasting perspective, highlighting the challenges and obstacles in adopting complex asset management tools. The document provides a comprehensive overview of asset management practices, including the use of sophisticated tools for assessment, and the impact of stakeholder engagement.

Najafi, M. and Bhattachar, D.V., 2011. Development of a culvert inventory and
inspection framework for asset management of road structures. Journal of King Saud
University-Science, 23(3), pp.243-254.
In this article the author explains about the bad condition of the culvert infrastructure
of the highway. The research of this article has been taken place in Michigan where six
culverts of the highway were taken in to consideration in order to carry out the research
process. It has been mentioned in the article that in the 21st century more importance is being
given to the maintenance of embankments of highway and various pavements but the culvert
maintenance is being totally neglected by the various government authorities. The structure
of drainage which crosses roads, railroads as well as highways is termed as Culvert. The
transport department who are overseeing the conditions of Culvert should develop a model
which will help the improvement of the culvert and also help in forecasting the services of
highways. The main objective of this research paper is to develop an asset management
framework which will improve the condition of the inventory of the culvert. It has been
mentioned in the report improper asset management strategy deteriorated the culvert
infrastructure in the United States. The entire research aimed to find out that it is very
important to develop an asset management strategy because it helps in addressing all kinds of
problem which is related to the highway and roads and thus help in improvement of the
services for the customers or those who are availing the road. The author in this article
developed a model which inspects the degraded condition of the culvert as well is efficient to
take measures to improve the condition.

Sodikov, Jamshid. (2015). ROAD ASSET MANAGEMENT SYSTEMS IN
DEVELOPING COUNTRIES: CASE STUDY UZBEKISTAN. Science Journal of
Transportation. IV. 48.
In this article the asset management of road has been discussed. In developed
countries the asset management of road is a new concept. The road asset management system
which is being followed by the various developed countries is very complex in nature and

implemented by the developed countries in the field of asset management in order to
maximize the budget. There are being various systems of Asset management which is being
utilized by various countries. The systems include “Highway Design and Maintenance
Standard Model”. The world bank has developed this system. World Road Association has
also developed a model known as the “World Road Association”. Though this system has
been utilized by the various developed countries but implementation of asset management has
been difficult and they had to face many obstacles and hurdles while implementing the
system. One of the sophisticated approach which has been mentioned in this article for the
