INTRODUCTION
Human resource management is a very crucial function of the organization. It ensures the
effective recruitment and retention of employees. To ensure the healthy and positive working
environment for better productivity in the organization, it is imperative to have an efficient
human resource management system (Srivastava and et. al., 2022). The following report will
deal with the issues faced by New Build Plc. in recruitment of suitable staff that is causing lack
of productivity in the project. It is a housing company in London, England ; dealing in building
projects like housing estates, luxury flats, office blocks etc. With its skilled staff, it wants to hire
unskilled employees to work on building sites. The report will cover the contemporary Human
resource management trends and issues that organization faces. It will also cover the theories and
practices to enable the New Build Plc. for human resource planning. Further, the report will also
cover the ethical practices to be used in Recruitment process and recommendations to resolve the
HRM issues to increase the productivity of business and projects.
TASK
Current Trends and Issues in Human Resource Management
The HR department keeps on meeting the changing requirements in the market to cope
with for getting the competitive advantage and increasing the productivity of business by
retaining the talented and skilful employees. New Build Plc. is facing the problem of suitable
staff from 2 years. It has almost 2500 skilled employees and it is initiating external recruitment
of professionals due to the high price of housing in London. It wants to recruit unskilled staff as
well for its building sites. The following are the trends of HRM to be considered by New Build
Plc. To measure their impact on the project and take steps for increased productivity.
Globalization Impact : As New Build Plc. is going to recruit professionals for housing
projects from outside the company i.e. recruiting externally, its human resource manager
needs to consider the suitable engagement of employees with regard to knowledge, skills
and cultural diversities for handling global operations. It needs to train the employees to
face the challenge of globalization (Rezwan, 2022). Its employees should have the
knowledge of language, culture , customs and laws of the various countries. The HRM
needs to develop the mechanisms to ensure that employees of different cultures work
collaboratively to avoid any conflicts in the business.

Diversified Human Resources : The human resources in the organization consist of
different gender, age, behaviour , values, education, religion and marital status etc. They
have different lifestyles, beliefs and backgrounds. The diversity in the organization
impact the strategic matters of its business. Where the diversity is adjustable, it leads to
innovation and creativity and effective decision making in the organization. So , new
build plc. is required to adjust diversified workforce to conduct external recruitment
successfully.
Decentralized working sites : In case of Building projects company like New Build Plc.,
this is of major importance as this company has highly decentralized working sites. It has
to undertake housing projects for which it needs employees like plumbers, carpenter and
electricians to be allocated to various housing projects. So, it is the responsibility of the
HRM team to ensure the safety of its decentralized workforce.
Changing Skill Requirements : New Build Plc. wants to recruit skilful professionals
like engineers, electricians to undertake big housing projects and wants to retain them in
the organization for increasing its productivity and get competitive with high prices of
housing in London. The lack of skills in the workforce leads to poor quality of work,
employee accidents and low productivity. So, HRM should develop education
programmes and strategic planning for developing skills among its employees and for
increasing the productivity for the organization.
Training and development programmes : These programmes ensure the long term
success of the business. By this process, businesses concentrates on quality of the
services to satisfy its customers. HRM is required to conduct training and development
programs for its employees. New Build Plc. should provide training to its Engineers and
electricians and other workers at the housing projects or construction sites.
Increased productivity through Re engineering of work processes : Re engineering
changes the way of conduct of activities by the organization and it has a direct impact on
the performance of the employees. They feel frustrated on the changed way of working.

Human Resource Planning is a process that ensures the attainment of organizational
objectives by having the right quality , quantity and skills of employees at the right time. The
process of Recruitment gets affected by both the internal as well as external factors like
economic factors and internal structure of the organization. There are various theories to make
effective and strategic human resource planning. Some of the theories and practices for human
resource planning that New Build Plc. can also use for recruiting the skilful staff are described
below :
Organizational Life cycle Theory : This theory states that just like the living beings,
organizations also have life cycles. They are established or formed like the human beings
are born. Organizations also develop and reach the stage of maturity like living beings.
This theory is based on the study of growth and development of the organization.
Business organizations are affected by both macro environmental factors as well as
internal factors of the organization (Vargas-Hernández and Ali, 2022). It is a theoretical
model that is based on the changes in the organization while developing and reaching at

business for making the employees skilful and increasing their productivity level.
Strategic Contingency Theory : This theory focuses on the activities or tasks that are
required to be done. It does not consider the personality traits of human resources to

skills and abilities of its engineers, electricians and other employees like plumbers,
Surveyors etc. that promote productivity in the projects undertaken and not their
charisma. A contingency is required in the organization for the different tasks of multiple
departments that the tasks of other departments leave affect on. This contingency
becomes strategic when other departments control more contingencies and have power in
the business organization.

General Systems Theory : This theory states that success of the organization is based on
the synergy interrelationships and interdependence among different systems. New Build
Plc. can adopt this theory for ensuring increased productivity of multiple Building and
housing projects by conglomerating its engineers , electricians and other staff cohesively
to ensure better and effective work. It focuses on open and closed systems and
importance of environment and that the system can arrive at the same objective by
different ways (Livers, 2022). Every system is restricted by its area , time and affected
by its external environment. It is characterised by its internal structure and objectives and
stated through its operations. This theory interrelates all these factors.
Transaction Cost Theory : This theory is a part of corporate governance and agency
theory. It states that the business has to incur extra costs for employing someone else to
get the task done related to any other person (Bandoophanit and Pumprasert, 2022). It
includes the transactional costs relating to cost of researching and information like
looking for the supplier; cost bargaining and decision making such as purchasing the
building materials ; cost of enforcement such as measuring the quality of work of its staff.
So, New Build Plc. also needs to consider these costs to ensure better human resource
planning considering the monitoring of its workforce.

organization that is a major issue for the HRM of company. So it needs to ensure
collaboration in the teamwork by creating employee wellbeing and positive workplace

Consolidation of systems : New Build Plc. should consolidate the systems as the general
