organisation. The focus will be more on the Government organisations that exist in UAE. The
study will help to identify the elements that exist in strategic management, which can
enhance the loyalty of the employees. At the same time, importance of strategic management
in the development of the Government sectors in UAE will be analysed for the completion of
the research. In this regard, it can be said that the employee performance and the employee
engagement are two important aspects that define the success of organisations using strategic
management.
Rationale of the research
The rationale of the research will be the fact that it will appeal to the development of
the employees working at the Government organisations in the UAE. The interest of the
research will be the fact that employee development need to be made based on the strategic
management element, which can be useful for the growth of the Government organisations in
the UAE. Previous research based on the Government sectors in the UAE will be used to
conduct the research. At the same time, previous experience on employee development will
help to understand the manner in which the research can be conducted.
Aim of the research

(2018) stated that it is necessary to ensure that the strategies used are effective for the
development of competitive advantage by providing an understanding and analysis of the

approach towards a research while the interpretivism philosophy considers small sample sizes
and believes in the general people. The realism philosophy is a combination of the
characteristics of the other two philosophies. The reason behind the choice of the positivism
philosophy for the completion of the data will be the fact that the application can take into
account the responses of the managers of the Government organisations in implementing
strategies for ensuring employee performance.
Research design
The research design that will be considered for the proposal will be the descriptive
design. In the words of Nardi (2018) research design is mainly of three types, which consist
of the descriptive, explanatory and the exploratory designs. The descriptive research design
provides an idea about a research by providing detailed description about a data and a fact.
The exploratory design is based on identifying new data and applying it for the study. As

be based on the interview data collected from the Government organisations. The sample size
of the data will be based on the department managers and at most 3 managers from
departments like marketing, finance and technology will be interviewed to understand the
strategic elements that can be used for employee engagement as well as to improve the
employee performance.
Research tools
The research tools that will be used for the development of the data will be qualitative
data. This is mainly because it will help in conducting the interview in a proper manner and
provide the necessary background for the development of the proposal. The research tools
used can be either qualitative or quantitative research tool. As stated by McNabb (2015) the
qualitative research focuses on the quality of the data information collected while the
quantitative data focuses on the amount of data collected which can be suitable for

The data collection method is usually of two types, which includes the primary and

Limitation
The limitation of the research is the fact that evidence from the secondary research
may be difficult to collect and thus, the research proposal may have to be done conducted in a
difficult manner. At the same time, ethical considerations that need to be made may be
difficult since the validity of the research may be difficult to obtain. At the same time, other
limitation can be the fact that the interview conducted may not have a significant effect since

The assumed outcomes that will be developed from the study will be the manner in

employee performance can be improved at the government organisations. It is necessary that
the strategic elements be implemented successfully so that the government organisations in
Abu Dhabi can promote the employee performance as well as ensure that employee
engagement with the government organisation can be made in a proper manner. It will also
help in the promotion of the government organisations in the country.
