INTRODUCTION
Strategic planning is the concept through which needs of the business can be analysed
through assessing the external and internal auditing and this is also effective in terms of
ascertaining the factors that impacts the business prospects (Altinay, Paraskevas and Jang,
2015). Strategic planning is essential for travel and tourism entity and hospitality industry as well
as through that new aspects can be established for improving the success and growth aspects of
the business. Thus, the present research study has been made on hotel Hilton which has its
operations in different parts of the world. Strategic management is a process used to determine
mission, vision, goals and responsibilities of an organization as it deals with all the strategic
aspects.
Thus, in the present study discussion has been included regarding concept of BID and
how it underpins strategic planning of tourism and leisure within London and its surrounding
areas. Moreover, in this context researcher has also stated positive and negative influences of
BIDs. Along with this, researcher has included how historic building for tourism, leisure, events
and other activities benefit its local areas from social and economic dimensions. Lastly,

PART 1
A. Describe the concept of a BID
A business improvement district is regarded as a defined area within which businesses
are required to pay and additional tax for the purpose of funding the projects within the
boundaries of the district (Buhalis and Jun, 2011). On the basis of generalised term, BID is often
funded primarily through the levy; however it can also draw on other public and private funding
streams. From many sources, it is being identified that Business Improvements Districts are
becoming a worldwide success story with an estimated of around 1400 developments. This is
regarded as a business strategy that is being developed for the purpose of enhancing the business
environment and at the same time it also improves the economic growth in the development
areas. This has been a prime development in the area of UK especially in Scotland.

Thus, from historical view point, it is evident that a Business Improvement District is a
business-led initiative within a defined geographical area of a town, city, district and rural area. It
is not restricted by statutory boundaries, wherein businesses work together and invest
collectively in local improvements to change their business environment. This usually happens in
London because most of the hotel entities need transformations (Croy, 2010). Most often BID
includes partnership arrangement through which local business community and statutory
authorities can take the projects forward that can improve or benefit the economy. Hence, it is
not a substitute for central or local government arrangement services; however it is a way to
generate additional funding which is being raised by businesses through different modes. At the
same time, the concept is also useful for the purpose of underpinning the local economy.
Thus, in London, several hotel entities can get assistance from the same because this can
improve the economic aspects of the country. Thus, it is being ascertained that most of the hotel
entities emphasizes on the concept of BID generally for expanding the projects. Therefore, this
concept is significant typically for the purpose of enhancing the success aspects of the business
in different countries. Hilton hotel is also required to emphasize on the concept of Business
Improvement District so that it can aid the economy to grow and prosper more.
Business improvement district is mainly define the area in which each and every business
required to pay additional tax in order to plan new business set up (Dansero and Puttilli, 2010).
Business improvement district is the basic concept of managing the funds and tax in the travel
and tourism sector of the London. In order to developing the business at international level,
business improvement district plays an effective role to manage their tax and funds.
In UK, BID is mainly introduced to apply the legislation and rules on the several
businesses like travel and tourism sector or small and large enterprises or more. In travel and
tourism sector London there is direct effect on the economy and fund by the rules and regulations
of the Business improvement district. In addition to this, the direct effect of the business
improvement district on the travel and tourism of London is that they has to pay extra tax and
fund if they want to establish their business at worldwide basis.
These type of districts are typically fund services and regulate by the government rules
and regulations. It consist the revenues, net profit, provided security making further

These services mainly provided by the business improvement district and manage the fund rate
and taxes in the travel and tourism of London. This is the main concept of the Business
Improvement District in travel and tourism sectors (Degen and García, 2012). For setting up
business entity in travel and tourism sector, it is required for owner of the entity to pay tax and
following rules and regulations of government policy. In accordance to this, several formalities
and legal obligations are to be followed for effectiveness of enterprise.
However, improvement in this sector can be achieved effectively preparing strategies and
obliged all tax rules. As per evaluation, it will be appropriate for tourism sector in enhancing its
efficiency. In accordance to this, it can be foretasted that establishing new organization of
London will increase other sectors' effectiveness such as employment, financial and production
of goods and so on. Therefore, innovative ideas for commencement increases job opportunities
as well financial position of organization can be enhanced at high level. Including this,
effectiveness of tourism sector influences production of resources because of exchanging goods
and services from one place to another. Moreover, accommodation services and protection
towards natural resources can be achieved effectively.
Thus, operating business organization in tourism sector remains positive aspect for
economic and other sector's growth for nation's effectiveness. However, development of country
as well positive environment can be created at high level (González, 2011). Along with this, new
relations are created with other countries worldwide. Hence, travel and tourism sector get
improved by setting up entity in London. It is positive and useful for country's implementation
that affects other nations' efficiency. Hence, business improvement district is effective
component for country's growth as well valuable to create developing atmosphere of nation.

Hilton hotels in term of business .For local services, business improvement districts are more
helpful than the local government.
The annually prepared budget of BIDs for Hilton hotels is required to be analysed by the

many way. First contribution of reusing of historical buildings is that they create employment.
The reusing of historical buildings requires man power for construction, maintaining of building
that provides the job to people.
Reusing of historical building increase the investment as business by developing the
sensitive historical building so that there will be financial investment will be enough for market.
Because of the improved business market there will be the lifestyle of the people of that
particular place will be upgraded (Moscardo, 2011).

hall. Historical building of sensitive condition require development which invigorates the area
and motivates the entrepreneurship in the place in which the historical building is to be

want to know and see. Because of the historical buildings,it encourages more development of
the city in which most of the historical buildings are located.

Reusing of historical building plays a vital role in the revitalization of the place in which
Royal Albert hall is located. As old historical buildings have their own special value in the sight
of the people, it makes them more important things to be preserved very carefully. So to take
care of them government authorities of that historical building a number of staff is required

The improving the environment reuse the historic building make the contribution to the
urban regeneration (Hayllar, Griffin and Edwards, 2010). Here are some schemes in regeneration
which can be target in appropriate manner:
To boost the local people which can create job opportunity for them.
Acts as a catalyst to regeneration of neighboured or districts.
To target the better use of resources which help the government to reuse the building in
appropriate manner.
The reuse of historic building should be done in such a manner which can satisfy the
needs and expectation of the visitors. A years ago, the historic building of London, have positive
catalyst which has change the structure of the economic conditions, increase the value of
investments and create the job opportunities for local people (Teo and Chang, 2012). The historic
building give the positive impact and increase the value of country in making the new place in
best manner. There are some value and benefits of reuse of Royal Albert Hall such as high
quality improvement in environment which maximise in the economic development. It also
provides the accommodation to visitors according to their own choice and create opportunities
for them to improve there life style. The government has to make proper plans for the tourism
development so that it can improve the economic conditions and so many visitors can be
attracted towards it. The plans should be made in appropriate manner which can be applied
properly for the reuse of the building. The development of strategic planning includes the
following points which helps the government to make a strong plan.
It should properly define the purpose, mission of the key stakeholders who are investing
the funds in large amount for the reuse of building (Uysal, Perdue and Sirgy, 2012).
What is the main purpose for reuse the building in different ways.
The owner of the building should have to know that what they have to achieve after two
to five years.
For the reuse of building Royal Albert hall the government has to take the advice from
the specialist so that building can be reconstruct properly. The building can be reuse for the
cooperate use so that large business organisation can grow their business. As there are many
investors who invest the large amount of funds in reconstruction of building (Veal, 2010).

Through this these investors want to earn the large amount of funds. It will also easy for the
government as well as company to make proper strategic planning for the development of
tourism and leisure. The materials which are providing by the suppliers should be of high quality
which must protect the people from the environmental wastage.
CONCLUSION

the development of tourism and leisure. The historic building can be reuse as for the benefits of
economically or socially. Business improvement district is that place where there are no job
opportunities are their and Hilton hotel is providing them a job and it will also improve their life
styles. There are some positive and negative influence which have to be considered by Hilton
hotel to make the business improvement districts. Historic building are characterised by the
