This project charter outlines the development of an online stud farm management system (OSFMS). It begins by defining the Measurable Organizational Value (MOV), ranking strategic, customer, financial, operational, and social impacts, and identifying 'better' and 'faster' as key value types for the project. The charter details the project's scope, including requirements gathering, design, development, testing, and support, while also specifying out-of-scope elements, assumptions, and constraints related to budget and timeline. A scope management plan is presented, covering initiation, planning, definition, verification, and change control. The resource plan identifies personnel, technology (hardware, software, network), and facilities required. Finally, a high-level Work Breakdown Structure (WBS) is developed using MS Project, including milestones and activities with associated durations, resources, and costs.
