INTRODUCTION
The essay will analyze the English planning system which has changed and modified during
the early 20th century which has embraced the concept of sustainable development within current
housing policy or transport policy which has been also further explained by examples. The report
also successfully will explain the housing policy and transport policy which has made the scale
through which all aspects of growth and development are known significantly. The sustainability
factor is also explained the major basis through which all aspects of how the town and country
planning system will be analyzed and evaluated at large scale by helping in knowing the
economic and social aspects of the country. Further implications for adopting sustainable
development within both the policies will be explained at large scale. This will also help in
knowing the basis through which all aspects of growth and development assembling to
sustainable factors will be identified effectively.

The roots of UK town and country planning has emerged in the immediate post – war
years and this lays concern for the developed areas where the main concern was known that how
the people were living in the early 20th century. The part of UK for English planning system
concerned the English land law which concerned land use for planning for the town and country
at large scale. The main aim of the English planning system ensures sustainable economic
development and a better environment which is the major part of consideration for the country.
The country has its own planning system which helped in knowing the basis through which
sustainable economic environment is being concerned for (Jonathan and et.al., 2017). The
English planning system is concerned with the town and country planning system and this has
helped in knowing how the town and country were being planned in the early 20th century. There
were major concern of how the country was being planned and how the country and town
planning was done. This engaged in major framework through which all possible aspects of
growth and development of the town were analyzed at large scale.

The particular concerns were ribbon development, urban sprawl and pollution. There
were housing and town planning act were framed which helped in knowing the major changes
and modifications which were to be done within the framework of how the town and country is
being planned effectively and at large scale. The concept of sustainable development was being
framed which helped in knowing during the break of Second World War (Fossheim and et.al.,
2017). There arouse many problems which were being signified at large scale and these were for
the urban planning and development which has created problems and these were then controlled
which included –
The Barlow Commission (1940) in the distribution of industrial population, The Reith
Report into new towns (1942). There were many acts and policies which were framed for the
planning of town at large scale.
Sustainable Development is the process which helps in enhancing the environment and
social relationships with less capital loss and this helps in measuring the scale through which all
aspects are being considered at large scale which enables the town planning that enables the
route of development in an area to be taken place in the future. During the early 20th century the
emphasis is mainly done on how the town and country planning within English planning system
can be done at large scale. There are various objectives that are to be achieved and the needs of
people are identified. During the modern planning, the 1947 act nationalized the right which
created effects on how the town planning was being done (Cowley and et.al., 2019). The 1954,
Town and Country Planning Act was being abolished and passed under substitutive conservative
government. Further, the 1947 act of modern planning introduced the requirement of policy
documents such as Unitary Development Plans and Local Plans to analyze what kind of
development was needed by the country by making it sustainable development and through this
the main characteristics of the English planning system were identified at large scale and this
enabled how effectively and in appropriate manner the country planning during the early 20th
century was being done.
Today the sustainable economic development is taking the major concern through which
the English planning system is measured through some major changes and modifications which
are done for town and house planning. Also sustainable development has been increased which
has made the scale through which individuals are more concerned about how the town and house
planning are being framed so that the country can take initiatives for effective planning and

development of the country at large scale. The structure of English planning system has
improved in the past years and this has made the scale of how the things are concerned at large
scale helping the economy to develop and grow by taking the environment a and social structures
alongside within the English planning system (Albrechts and et.al., 2017). The sustainability has
been increased since the past few years and this has made the framework of how the
implementation of the sustainable development can be done through the policies and rules to be
framed so that the main aim of how the housing and transport policies are being framed at large
scale helping the individuals to exponentially grow and develop according to the framework
which has been done for the town planning and this helps in initiating the environmental and
social factors such as community members framing the scale of how the things are taken
concerned for developing the scale of policies which have enabled the sources which are
mentioned at large scale.
Apart from this, there were various implications of adopting sustainable development
within current Housing Policy or Transport Policy are very important points of consideration and
this helps in knowing the major aspects through which English planning system helps in defining
the housing policy which enables sustainability. The sustainable housing policy defines
sustainability through environmental terms but there is some social dimension which is being
present. There has been focus which is placed on 100% zero carbon by 2016 (Jay, 2017). This is
the major objective which has been designed to achieve it. The development of the policy has
been explained in terms of energy industries, building materials, international commitments and
by pioneering the local commitments. The house building industry and local government
planning policy tool is being discussed which infers to the sustainable development in new
houses influence the local government and this policy has made the scale of how the main aim is
discussed at large scale.
Transport policy is also considered important for sustainable development at large scale
and there are implications which are important to be considered for knowing the perspectives of
people living in the country and town. This is the main aim through which the sustainability is
measured at large scale and this helps in analyzing and knowing the basis which helps in town
planning and increasing the positive measures through which the social and economic balance is
being measured. Transport policy helps in defining the aspects through which all the measures
through which environments not affected are concerned by making and framing the policy in

such manner that the individuals are taking concern of knowing that the environment is not
harmed and affected (Nerini and et.al., 2018). Examples of how the housing policy and transport
policy are mentioned in the above explanation is done through – The Housing and apartments in
UK are highly expensive and this helps in knowing that the measures through which the houses
are taken in London and any other area within UK, denotes that the high prices of the houses and
apartments affects the costs and the economy which makes the sustainability factor unstable.
This impacts the income of individuals which has been the major aspect and through this the
main aim is being identified at large scale which helps in measuring the policy guidelines which
are to be followed by the individuals living in UK.
Thus, the English planning system in the early 20th century helped in knowing the
sustainability development along with housing policy and transport policy so that the main aim
of the sustainability development is known at large scale significantly.
