INTRODUCTION
Sustainable built environment refers buildings that have been made in a manner that leads
longevity, assembly, adaptability and consider environmental risks (Wang, Pan and Luo, 2019).
This present study is going to discuss roles of National planning policy framework, London plan
and local level plan of Ealing borough. It consists of some rules and regulations by which Ealing
Broadway centre can increase land area of town centre for adding retail centre and shopping
centre in a sustainable manner. It will further discuss application of relevant sustainable
development policies by which people or building designers can decrease all social, economic
and environmental issues and can promote sustainability development.

2.1 Development Background-
Task 1 has highlighted key issue in the process of sustainable development, this study
was based on Ealing Broadway Centre where government has planned to increase land area of
town centre to add new shopping centre and retail centre to increase employment and change
shopping behaviour of customer. This task has highlighted key issue faced in completion of this
project including issue related to social, economic and environmental. In social issue, this project
has faced challenges like residential and commercial building and their removal, increase in
population density and mentality of shoppers. Whereas economical issue highlight commercial
premises and lack of employability opportunity that impacted completion of this project. On
the other hand, environmental issue may include air and noise pollution and poor quality
building. Ealing Broadway centre is the area where the government is planning to add the area
for making new shopping centre to boosts the employment. They must consider all the
regulations and the legislations for promoting the sustainability in this planning.
2.2 Sustainable Development basis
Green Economic Sustainable Development Theory: This is theory is one of the most effective
framework that allow construction process to follow every sustainability measure for example
dealing in construction project undertaking environment related issue such as climate change or
deforestation (Aldieri and Vinci, 2018). This theory need to be considered by every construction
project to ensure their responsibility towards environment.
National Level (NPPF- National Planning Policy Framework): This framework is crafted by
the UK government to highlight policy required in construction planning process. Under

Planning Act 2008, every construction project whether it is related to house or commercial
construction including centre. This framework highlighted construction projects need permission
even before starting the project because under Green Economic Sustainable Development
Theory they need to ensure that they follow guideline to maintain environment sustainability.
NPPF have highlighted that every material used in the construction project have to have
permitted of National Infrastructure Commission.
It provides framework for producing local plans for housing as well as other development
which in turn provide background against which applications for planning permission are
decided. On the basis of above discussion, it can clearly be said that this framework wants to
improve design quality of new developments. As per this framework, it is important for local
authorities to produce local design codes with the main aim of creating well-designed as well as
safe place (Vargas and et.al., 2019). This framework encourages people to design buildings in a
manner that promote sustainability development and consider needs of that area. For this
purpose, it can be suggested that Ealing Broadway Centre should consider needs of local
people and need to know their views as what they think regarding new building and area. On the
basis of their views, it can develop strategies and can make changes accordingly. Other things
that need to be considered by this centre in regard with this framework is to improve
environmental condition, mitigate climate change and uses of trees in new developments.
This document is intended to explain key issues in implementing policy to protect biodiversity.
Section 7 of this framework focuses on good design of building and as per this, developer need
to:
 Establish a strong sense of place by using streetscapes and buildings so that they can
make an attractive place to work.
 Optimise the potential of site to sustain an appropriate mix of uses.
 Respond to local history and character.
 Section 11 of this framework also suggests that people should conserve and enhance
natural environment for sustainable development.
Regional Level (London): London Plan simply means development of regional area of London
and better infrastructure for better growth in the future, every construction or development plan
need to be permitted under Planning Act 2008. When it comes to regional development,
construction project need to consider Green Economic Sustainable Development Theory to bring

betterment in environment while considering regional development process. Every regional
construction project has to ensure they follow sustainability process.
This plan suggests estimated and standard height of buildings for good design and
promoting sustainability (Życzkowska, 2018). The minimum floor to ceiling height should be as
per the standard height so that ventilation can be maintained. In summer season, design of
building of Ealing Broadway Centre can make life pleasant as people will not require using
fans to the great extent and it will decrease uses of electricity. Along with this, people also need
to use documents under the planning and compulsory purchase act 2004. There is a strategy that
have been mentioned in London plan act such as: spatial development strategy. It includes all
plan that have been prepared by combines authorities. They have given plan making functions
under economic development and construction act 2009. On the basis of this, it can be said that
Ealing Broadway Centre can add new shopping centre and retail centre in its land area and with
effectiveness. Some things that need to be considered as per this framework include:
Climate change adaption: It needs to prioritize adaption to climate change. Along with this, it
also needs to tackle flood risk and decreasing using electricity to the great extent.
Safe design: As per this factor and principle, people or designers need to focus on improving
security as well as safety with effective design. It needs to protect people from fire, crime and
terrorism and for that it needs to implement resources at its area (Dunnning, Hickman and While,
2020).
Resource efficiency: As per this principle, developers of Ealing Broadway Centre need to
promote innovation to improve resource management. Along with this, they need to encourage
co-ordination between infrastructure providers.
So, on the basis of this, it can be said that this centre can promote sustainable
development if it follows rules and regulations of these frameworks.
Local level (Local Plans, Borough of Ealing Borough: Local plans are development plan
undertaken by local authority for local development, even if it at local level, every construction
project need to follow Planning Act 2008 where they need to get approval from local as well as
regional authority before starting a construction project. When considering Borough of Ealing
Borough, construction project authority can follow Green Economic Sustainable Development
Theory where they can develop sustainable construction to ensure betterment in environment,

every construction done on local level need to meet sustainable criteria to ensure they follow
sustainability process (Rydin, 2019).
As per the green economic sustainable theory, companies of construction sector need to
focus on decreasing environmental risks as well as ecological scarcities. Overall aim of this
theory is to develop buildings sustainably or without degrading environment. (Rydin, 2019). As
per this theory, construction companies are required to focus on designing buildings in a manner
that does not hurt needs of the future generation. This local plan includes: area action plan, waste
plan and neighbourhood plan. So, on the basis of these plans, it can be said that as per the waste
plan, this centre needs to implement resources at new area development that decreases water and
other wastage. By making an effective action as well as neighbourhood plans, this centre can
satisfy needs of local people. As it is known from part 1 that this centre is facing social related
problems as denying by local people to add area due to fear of increasing population. So, for this
reason, it needs to make an effective neighbourhood plan so that it can make people aware about
it and can develop area by satisfying needs of people.

3.1 National level
The legislation and regulations related to the sustainability which has the impact on the
UK design of the building. There are several rules and laws which are made by the government
for the protection of the environment and for promoting the sustainability development in the
country (Moussa, Kotb and Helfaya, 2021). Having the strong rules and legislations allows the
government to achieve the goals and objectives of the country which has been set for the
conserving the planet from the harmful activities. Some legislations which the Ealing Broadway
Centre must use while the construction of the buildings for the development of sustainability.
These are such as
Control of Pollution Act, 1974- As the pollution is increasing day y day and it is very important
to control the pollution in the country. The government of UK has made the control of Pollution
Act, 1974 for covering the environmental issues related to the air, noise, water and the overall
atmospheric pollution. This act has promoted to the sustainability development as this helps in
reducing the pollution in the country which is the major source to be controlled for producing the
green economy in the country (Kemp, Froese and Pauly, 2020). Preventing the environment from
the pollution will directly lead in achieving the sustainable goals of the government of UK. This

act will help in protecting and preventing the natural resources by increasing the growth of the
economy. It is very important to conserve the natural resources as this helps in meeting the
necessities of the consumers and for the future use as well. This legislation will help in the Green
economic Sustainable Development theory.
3.2 Regional level
Environment protection Act- The waste and emission in the environment has become very
important to be controlled as this has lead to the harm to the planet. The government of the UK
country has come up with the many rules and regulations for the conservation of the planet and
the natural resources for the present as well as for the future generation. It is the environmental
law of the UK which was designed to protect the environment from the harmful emissions from
the industries as well as the vehicles and management of the waste. This will help the country to
achieve the goals of the sustainability development effectively in the country and the resources
can be preserved. Ealing Broadway Centre must follow these rules and regulations for supporting
the sustainable development of the country.
Climate Change Act 2008- This is the law related to the changing climate of the country and
this law was established with the major focus of reducing the emissions of carbon and the
excessive use of the energy across the country. This law was established in the year 2008 for
supporting the targets which were set by the government for achieving the net zero carbon
emissions by the year 2050 (Popp, 2019). This law has the direct impact on the sustainability
development as this law has the major focus on the reduction of the carbon emissions which will
support the sustainability in the country by reserving the resources of the country for the future
generation as well as for promoting the businesses for manufacturing the electric vehicles which
help in reducing this in the environment. Ealing Broadway must follow this rule as this is
supporting both the regional level and to the local level development.
3.3 Local level
Planning and Energy Act 2008- Initially, the main aim of this law was to have the grater
control over the local plans of the authorities. This act was made by the main motive for the
construction industry. This act has both negative and the positive impact as it has helped in
delivering the more energy efficient that is the low carbon homes for meeting the environmental
targets. This law has helped effectively in the sustainability development in the country. This
legislation supports all the above documents of the UK and these are to be followed by the

Ealing Broadway Centre. The Planning and Energy act has highly impacted the environment and
helped the government to achieve the goals and objectives of achieving the sustainability in the
country.

The legislations of the environment helps the company to directly support the

emissions by the year 2050. Implementing the above legislations will help in protecting the
health of the human as well as the environment of the country. It is very important to consider
the environment while constructing the building or in any businesses because this has the direct
impact on the environment as well as on the health of the human beings and to the wildlife.
Therefore, the environmental laws plays the vital role in conservation and prevention of the
environment from the harmful activities of the industries (Haque and Ntim, 2018). UK's
government has committed for achieving the 80% of reducing the carbon emissions by the year
2050, so it is very necessary for the businesses as well as the industries of the country to follow
the environmental laws of the country so that there will be enough help and support to the
government in protecting the humans, environment and the overall natural habitat for the future
generation. This all lead to the direct support and contribution to the sustainable development of
the country.
4.2 economic impact
Control of Pollution Act- This act has been established with the main purpose of eliminating
the pollution in the country for preventing the environment from these harmful gases.
Implementation of this act by the businesses in the country will help them to easily and quickly
free the environment from the harmful activities and the gases. The natural resources will be
prevented from this act and this can be reserved for the future generation as well because the
natural resources are much important for meeting the basic needs of the people (Stern and et.al.,
2020). This law will ensure that nothing is harming the environment and its ecosystem.

Protecting the environment is much important for the sustainable development because it will
help to improve the negative effects on the environment with increasing the economic growth of
the country.
4.3 Environmental impact-
Environment Protection Act- This act has been established to reduce the carbon emission by
the vehicles and the industries because these are the main cause which are providing harm to the
environment. It is important to follow this legislation by the businesses as this will help the
country to achieve the goals of the government for the net zero carbon emissions by the year
2050. Protecting the environment is much necessary as this will help the country in the
promotion of the sustainable development of the country. The businesses must follow this
legislation as it is the responsibility of the business of taking care of the environment as it should
not be harmed by their activities while running the business.

environment as well as to the humans and the wildlife. As, the major focus of this act is to reduce

country as this development is involved in protection the natural resources by the aim of
preserving them for the future generation. Sustainability is the key part which must be followed

sustainability in the country and by achieving the goals and objectives for saving the
environment of the country as implementation of these by all the companies of the UK will help
them to maintain the green economy in the country.

It has been summarized from the above study that sustainability plays a vital role in construction
sector as it enables designers in improving economic, social and environmental condition. This
study has discussed some economic, social and environmental factors or issues that construction
companies and people who want to design a building face. They must follow the above
legislations and policies so that the sustainability will be maintained and it will become easy for
the government to achieve the commitments of the net zero carbon emissions by the year 2050. It
has further discussed some relevant key legislations and acts that people of construction
companies need to consider for sustainable development. National Planning Policy Framework,
regional Level Local Plans and Local Borough of Ealing have been discussed in this study for
knowing all about sustainable development in designing of buildings.
