TASK 2
2.1 Different Levels of Tourism Development Planning
The different levels of tourism development planning in Qatar are local level, regional
level, national level and international level. Tourism development starts from local level and then
after this consecutively regional and national level are considered. The international level
planning is also a important for tourism development (Hall and Gössling, 2016). On each level
the development is performed by Qatar Tourism Authority to develop tourism for particular
level.
Local Level
This is first level of tourism development. In this level the Qatar Tourism Development is
more focused on the development of the spots which can be developed as tourism attraction.
Local culture is also part of tourism. The reflection of local culture can attract national and
international tourists. Cleanliness, social cultural of local people and attractive places can attract
the tourists. By performing development of these things local level tourism development can be
achieved.
Regional Level
1
Document Page
The regional level planning consists of regional policy development for tourism, improve
access by improving transportation, promote spots of tourism attraction, mapping tourist sites,
improvement in the accommodation facilities, and by conducting development after performing
research of local area. These methods can be used by Qatar Tourism Authority to manage
regional level tourism development.
National Level
On the local and regional level the development is performed by picking up the particular
qualities and statistics of respected area but for the national level the development is focused on
the transportation facility, accommodation facility with safety and security. Using promotions,
poster, advertisement can improver the tourism for the Qatar. Improved transportation and
hospitality industry Qatar Tourism Authority can improve tourism (Henderson, 2015). By
implementing different policies of national government for tourism development can help to
promote tourism with in the nation.
International Level
For international level tourism development the vision of QTA is clear to focus on the
different international events to highlight the tourism of country. With the help of national
government Qatar Tourism Authority is promoting the tourism by organizing different
international events like Football world cup, international swimming Championship and different
other international events. This is how the QTA is promoting the tourism on the international. In
these events QTA promotes the culture and history of Qatar to attract the international tourism.
The other way to develop the tourism is by providing convenient transportation system to the
international tourists.
2.2 Interactive Planning For Tourism
The interactive planning of tourism development is a effective way to develop future
possibility for tourism in Qatar. The country Like Qatar don't have enough scope and resources
for tourism. It is difficult to develop tourism without enough source of tourism (Liang and Hui,
2016). For the development of tourism it is basic need to design a efficient plan and procedure to
get better result in the future. By evaluation of possible tourist spots can help to develop a
successful plan for development. It is also considered as the planning which is based on needs
because it does not start and does not stop. It is a continuous practice that is condition based. In
this process the main target is to improve the tourism and scope of tourism by understanding the

need and expectation of tourists. This is how by using focused development of tourism through
Interactive planning tourism in a country can gradually increased. The process used in Interactive
planning short term goals are made in order to achieve long term goals. This is best efficient
process to improve the tourism in Qatar.
2.3 Measures to Evaluate Tourist Impact
The tourism have impact on three major factors of the country that are Economic, Social
& Cultural and Environmental.
Economic
The purpose of the tourism development is to support the economy of Qatar to make it stable.
The income from tourism can help government to grow financially. The local peoples are
benefited by the tourism. It generates the opportunity of employment in the local place. The
Cambridge, Steam model =can be used to measure the impact of tourism.
Social
It is difficult to measure the impact of tourism on the social and culture. The way to
evaluate the impact on social and cultural values the QTA need to perform survey to know the
individual's opinion which is difficult to obtain (Mowforth and Munt, 2015). The information of
impact can be collected by different sources like personal interview and survey, newspaper,
government record and social record data.
Environmental
The purpose of this kind of measurement is to evaluate the impact of tourism on the
environmental costs. Governance uses this data to forecast or predict the future environmental
results. This prediction is important to reduce the bad impact of tourism on environment. The
methods are used for impact evaluation are different environmental audits (Musinguzi, 2016).
This kind of measure can help the QTA to design effective planning for tourism development.

the procedures and methods
followed by the QTA are
completely environment
friendly and does not affect the
culture and tradition of local
people. This type of
development is good for the
economy and environment of
the country.
The methods used for
the development are ethical
and sustainable for different
factors like people, eco system
and different businesses which
are considered as stakeholders
of tourism industry. For
example the development of
the transportation is innovative
and ethically sustainable. In
transportation QTA is
promoting the use of electrical
This factors are economic,

Economic Factors
The economic priority of
the nation are always more
important than the environmental
or social concerns. The decision
of the Qatar governance are based
on the economic stability and this

The different stages of

takes different actions
which can affect this
development procedure.
The first step is to assess
the local resources to
prepare a development plan
with the future goals.
Next thing is to train and
develop the labour to obtain
good performance. Then the
transfer of technology is
performed to improve the
possibility of tourism. By
using digital marketing
tourism in Qatar can be
promoted.
The last step is to invest and
reinvest to build tourism
sector more stable.
TASK 4
4.1 Method to Resolve
Conflict
The different ways to resolve
conflict are Avoiding,
Competing, Accommodating,
Collaborating and
Compromising. By using
these strategies the conflicts
can be resolved.
Avoiding
In the condition of conflict
by ignoring the issues the
problem can be resolved. If
the particular problem is
creating misunderstanding
between people or
organization, to resolve this
conflict the problem should
be avoided. This can remove
the conflict issue.
Competing
The people who are in

to win. Their behaviour is
assertive not cooperative.
The competition is the mid
way to start competition
between them. The positive
competition can help to
resolve the issue and helps
both of them to perform
better.
Accommodating
This kind of strategy can be
also considered as
cooperation. In this the
people who are involved in
the conflict have certain
demands or issues. By
cooperation this situation can
be resolved. If one of party
give up on another can help
to resolve the issue.
Collaborating
In team working the equal
contribution is most
important. If all the team
members are equally
contributing for the team
goal can help to reduce the
issues in the mind of team
members this can help the
Qatar Tourism Association
To resolve team conflicts.
Compromising
This method can be used
while the team members are
partly assertive and
cooperative. In this strategy
every person who are
involved in the conflict partly
compromise to solve conflict.
It is only possible because of
cooperative nature of team
members of Qatar Tourism
Association.
4.2 Implications of Balancing
Supply and Demand
In a country like
Qatar where the resources are
limited, the continuous
development with full filling
demands and supply is
difficult to maintain. The
most important thing for
Qatar is to use the limited
resources smartly to maintain
demand and supply to the
local people and the people
who travel the country using
travel and tourism industry.
The balance between the
demand and supply is
important for the country like
Qatar cause in condition of
high demand they need to
consume the resources per
the need or demand. The
imbalance can cause a lot
problem to country (Rivera,
Croes and Lee, 2016).
There are two
possibilities of imbalance in
demand and supply. First one
is the demand is higher than
supply and the other one is
supply is higher than
demand. In the first condition
the demand is high and
supply of the resources to the
tourist and local people is
low it can cause shortage of
resources in the market and
force the government to
increase the supply of
products. This can create the
conditions of run out of
resources. In the other
condition the demand is low
but the supply of the product
is high, it can cause damage
to the economy of nation.
Also, the resource will be
consumed to early before the
estimate time. This make the
Qatar to maintain balance

between supply and demand
of resources (Roberts, Hall
and Morag, 2017).
4.3 Enclave tourism, Moral
and Ethical Issues of
Enclave Tourism
The Enclave tourism
is the type of tourism where
different kind of facilities
and activities are provided to
the tourists in a small area.
This area are known as
tourist hub or fun parks. In
Qatar most of the area is
desert and there are only few
areas which are good for
tourism. Cause of this there
is less scope in tourism. This
condition can be resolved by
develop particular areas as
tourism hub in the Qatar.
This is very helpful for the
company to attract tourist to
visit Qatar. The different
possible issues in the enclave
tourism are moral and ethical
issues. The economic
problem in enclave tourism is
it requires high amount of
funds to build this tourism
hub. The risk factor is also
high in this kind of tourism.
For this the QTA need to get
moral support of government
and local people. It can cause
failure as well. The social
issues like average income of
the people and poverty is the
major issue for enclave
tourism and consider as
ethical issues. Qatar Tourism
Authority needs to think
ethical to develop enclave
tourism. The purpose of the
enclave tourism is to attract
the tourist, if enclave tourism
is not affordable for other
people it can cause damage
to the Qatar. The culture of
Qatar is different from other
nations cause the most of the
people living in Qatar are
belongs to particular religion
and it is duty of QTA to
develop enclave tourism as
the local culture. Otherwise,
it can cause conflict between
people and authority.
TASK 5
5.1 Comparison of Socio-culture, environmental and economic impact of tourism on developing
country and emerging country
The developing countries selected for the comparison is Bhutan and the emerging country
is Qatar. The tourism can have different impact or influence on both countries. Cause the
differences between the developing and emerging tourism the impact is respectively different.
Socio-culture Impact
In Bhutan is famous for its natural tourist destination and the Qatar is the place where the
tourism natural destinations are limited. The impact of tourism on the cultural is quite different
cause the both countries are following different tradition. Tourism promotes the social culture of
country on the international level. Cause of this different tradition and culture the impact of
7

tourism is different and it is depended on the adaptation level of people (Samimi, Sadeghi and
Sadeghi, 2017).
Economic
The economy of Bhutan is completely based on the export of tea and other product along with
tourism and the economy of Qatar is mostly based on oil and export of dates. Because the source
of country income are different so the impact of tourism will also be different. Tourism is
supporting economy of Bhutan a lot and in Qatar it is side income for country.
Environmental
The environmental condition of both country are different. Bhutan is full of natural resources
like rivers, greenery and Qatar is quite opposite to this. This make the environment impact
different. In Bhutan the tourism help to sustain the environment for better economical result. In
Qatar the tourism cost extra money to government in buying resources for tourists and cause of
tourism development government takes action to improve environment of country (Selin, 2017).
This is how the tourism have impact on environment of both countries.
5.2 Recommendations
The development of sustainable tourism can be improved by different methods. Qatar
Tourism Association can take different action which are inspired from different countries like
Dubai. Different type of technology such as Artificial intelligence and automation can improve
the sustainable development of Qatar (Sharpley and Telfer, 2015). By improving accommodation
and transportation in country can help the country to improve the number of tourist vists.
1. Use of artificial intelligence in the analysis of peoples behaviour government can develop
better tourist hub that can attract more tourists.
2. Tourism also can be increased by launching different sports and cultural event for global
audience.
3. By smartly using the available resources' government can keep this process economic and
well effective.
That's how the interactive tourism development process can help the Qatar to improve tourism in
country.
