Introduction
Clipper Bay is a small town situated on the tip of the peninsula and covered by the sea.
Most of the economy depends on the fishing and business related to this industry in the town.
The stakeholders or parties at clipper bay think that investing in tourism planning and
development creates various opportunities for the economic growth of the town for that
government granted budget of $50m in tourism development of the town or for the revitalization
of the economy. The region has facilities such as highways across the road that gives
accessibility to reach the hills. Further, the region offers unique cuisines, food items, and seafood
to the visitors, the culture and tradition of the place are accompanied by a one week feast and all
these features of the place make it attractive for the tourists. Tourism impact on three areas;
environment, sociocultural and economy, there are both negative as well as the positive impact
of tourism on these areas. Positive impacts include increasing job opportunities for local people,
a higher standard of living and boost in economic activities. Negative effects of tourism are
unsustainable resources or shortage of resources to the local people, economic leakage and
mostly impact the cultural and social areas. Tourism impacts and tourism development can be
better understood with a case study of Clipper Bay.
This essay includes all the aspects of tourism and the approaches that can be used to
revitalize the tourism industry in Clipper Bay. Furthermore, the reason for this essay is to
highlight the sustainable manner for the development of Clipper Bay economy by knowing the
environmental and social-cultural element of the town. At last, the essay includes the
development of a tourism plan for Clipper Bay as per the budget allotted. It also includes a
sustainable approach that can be used for tourism development in the town and stakeholders that
are engaged in tourism development.

Developing Tourism at Clipper Bay
In order to revitalize the economy of Clipper Bay, the tourism industry is taken as the
best option. It is essential to prepare a sustainable plan for saving the economy of Clipper Bay
from resource reduction and to safeguard cultural and natural resources. Economy can be
revitalized by developing industries, highways and commercial areas. The best approach to
renew the economy must be developed with the help of parties and communities who are
responsible for sustainable outcomes. Clipper Bay has a population of 5000 people and their
development and business depend on fishing with that people of the town also deal in
agricultural and farming products for their living. In spite of these industries, other sources of
revenues can promote tourism for renewing economy of Clipper Bay. In this process of
economic revitalization, all the concerned parties should be involved that are government, local
community, and tourism operators. This is considered as the best way to revitalize the economy
of Clipper Bay.
To take the decision about which industry is best to revitalize the economy a technique
can be used that is a cost-benefit analysis. This technique is useful in taking the decisions
regarding huge investment and it is a fast and simple way that can be used to take non-critical
financial decision. CBA has gained more importance in developed economies. This technique
help finding in finding the best alternative for revitalizing the Clipper Bay economy and for that
following factor is considered; access to the town, availability of resources and pool of labor
(Mason, 2015).
Clipper Bay has a pool of resources that includes tourist spots, sea-land natural
attractions, hotels, resorts and forests camping. Looking into the availability of labor in the town,

most of the activities in Clipper bay are based on fishing and that brings problems at the time of
tourism development in the town. There is less labor in the town that can be part of tourism as
most of them focus on their key areas for livelihood so tourism operator needs to aware local
people about the tourism opportunities and give them knowledge then hire those workers for
tourism. Tourist can access to Clipper Bay through road transport and new roads or highways
can be add on advantage to develop the town and it will be beneficial for local people in future.
By analyzing all the above factors it is beneficial to opt tourism industry to revitalize the
economy of Clipper bay as the town has all the available facilities and resources and investment
in this industry can bring more opportunities and sources for the people as well as for
government (Moscardo & Murphy, 2014). With the help of cost-benefit analysis, it is known that
investing in the tourism industry in Clipper Bay is beneficial for the long run for the town and
development of the economy.
For revitalizing the economy of Clipper Bay, the tourism industry is selected, so for
development, a sustainable approach can be adopted that is responsible for tourism. This
approach includes all the stakeholders in the development of Clipper bay. Stakeholders in this
approach can be businesses, local people, government, tour operators and tourists. This approach
is based on the idea that all the stakeholders are important and are responsible for the
development of tourism industry in the town (Antimova, Nawijin, & Peeters, 2012). This
approach benefits the local people because they will get a better life, job opportunities, and high
standard of living. By using a responsible approach for the development of the economy through
focusing on tourism will make this place more attractive for tourists. This sustainable approach
will reduce the negative tourism impact on economic, environment and social-cultural areas and
will benefit the local people and create economic advantages for the town.

The tourism stakeholder model that fit the sustainable approach of tourism is stated
below. Stakeholder model is based on the responsible tourism approach that includes various
stakeholders; government, tourists, local people, tourism committees and tour operators. They
have the responsibility to develop the tourism industry in Clipper Bay and to implement the
tourism plan (Edgell, 2016). Figure 1 shows the people who are responsible for the interest of
tourists in the town and to create awareness amongst local people.

Tourism development in Clipper bay includes challenges related to different aspects first
is infrastructure. To revitalize the clipper bay economy first step is to develop the infrastructure
of the town that includes roads, hotels, highways, towers, hospitals, parks, and other structures
which can attract tourism or support tourism. Infrastructure plan will benefit the Clipper Bay in
medical equipment, accommodation, transportation, and other essential utilities. All this will
improve the Clipper Bay and attract more tourists to the destination. Development of these
infrastructures will be in a manner so that local people and other basic activities of Clipper Bay
are not affected. All these areas of development require huge investment by the government and
the sustainability of this plan is possible with the involvement of all the stakeholders. Looking
into the superstructure of Clipper Bay, the superstructure includes development or maintenance
of all the tourist spots, proper facilities and amenities at the town attraction points, and
development of beach spots that includes proper rooms, showers, towers, rescue centers, food
centers and security to attract more tourism to the natural beauty of Clipper Bay.
Development of tourism industry impacts on economic of Clipper Bay. Economic factors
are considered to be an important element in the tourism industry. Tourism development in
Clipper Bay has many advantages and disadvantages related to the economic aspect. In the
economic aspect, advantages of tourism are; employment opportunities to local people, foreign
exchange reserve, development of local economies, and investment in infrastructure (Alonso &
Ogle, 2010). Development of tourism industry brings more job opportunities to the local people
of Clipper Bay as more hotels and resorts will be built it will directly increase the employment
for the people and they have multiple options except fishing for their livelihood. There will be an
increase in foreign reserve of Clipper Bay due to heavy spending of tourist and government
support to the tourism industry will boost up the foreign direct investment for Clipper Bay, that

will also benefit the people of the town as infrastructural condition of the town will be developed
that will increase the standard of living of people as they will earn more income because of more
footfall I the town and because of increasing number of tourists in a year. Government of Clipper
Bay efforts to spread the awareness of tourism in the town will resultant in the involvement of all
the stakeholders in revitalizing the economy that will benefit the whole economy in respect to
increasing income of per person (Webster & Ianovv, 2014).
Further negative impacts of tourism on the economic element are inflation, seasonal jobs,
and dependency of local people on tourism or tourists. With the development of Clipper Bay
economy, inflation will also increase due to heavy investment of government in infrastructure
development of the town and because of increasing income and standard of living of local people
that will resultant in inflation in the economy (Junaid & Hauteserre, 2017). Due to inflation,
people living in the town will face a high cost of living. Another disadvantage of tourism
development is that the people of clipper bay will depend more on the tourism sector and young
generation interest will be a shift to the tourism industry that will decrease the importance of
their local business that is fishing.
Tourism development in clipper bay also impact on the socio-cultural element, it has many
advantages and disadvantages on the social aspect and cultural aspect of the town. Developing
tourism industry prove to be advantageous for the local people in the following ways as tourism
development helps in safeguarding the heritage sites of the town, ensure cross-cultural obligation
and exposure of local art to the tourists. In order to revitalize the economy, the government will
implement strict rules to protect the environment and natural beauty of the town so that all this
will be the most attractive destination for the tourists and this will secure the heritage of the town
(Korstanje, 2014). Increase in the number of tourist visitors in Clipper Bay will encourage local

specialty of the town and that will boost up the sales of local craft items in the town. This local
craft and arts will increase the interest of tourist for the place and that will serve as the
motivation factor for the tourist to visit the place. When tourism will develop in the town that
will bring cross-cultural connection and communication as local people can show their culture
and lifestyle to tourists. This will allow travelers to know the domestic people and to understand
their living. All those things and interaction will enhance the lifestyle of local people in Clipper
Bay.
There will be some disadvantages of tourism development in the socio-cultural aspect of
Clipper Bay. As the tourists are from different backgrounds and culture there might be chances
that this will influence their own culture and tradition and will impact the younger generation of
the town. The culture of Clipper Bay will vanish because of more focus on the hospitality
industry to find new opportunities and that will lose the interest of locals in fishing and weaving.
All this affect the traditional and social part adversely (Fletcher, Fyall, Glibert, & Wanhill,
2017). There will be chances of defamation of the town due to tourist activities that include the
utilization of alcohol and smoking in Clipper Bay. Some other disadvantages could be a shortage
of assets or resources to local people because of overcrowding in the town and make local people
angry due to overutilization of resources of the town by visitors.
In tourism planning or tourism development in Clipper Bay, the environmental aspect is also
considered and the advantages and disadvantages of tourism on the environment are discussed
below in detail. Some of the positive effects on the environment are the development of natural
sites for tourist attraction and the preservation of the environment. The government of Clipper
Bay will take some steps to safeguard and protect the rare species and animals of the town to
attract the tourist towards natural beauty that will enhance the lives of animals and plants in

control measures will be implemented by the government and concept of eco-tourism will
enhance the green environment, and utilization of biodegradable things and improving ways to
conserve natural resources will benefit the overall environment of Clipper Bay in the longer run.
Thus, all these areas will enhance the beauty of Clipper Bay to attract tourism.
There are some negative aspects also of developing tourism in the environment of Clipper
Bay that includes problem-related to water pollution, air pollution, soil pollution, and noise
pollution. Increased use of transportation such as the number of flights, buses, and fuel in the
town will increase the problem of air pollution that will impact on the living of local people or
harm the people of Clipper Bay. Because of tourism development, natural resources in the town
will be exploited such as overuse of water and land. So tourism development will resultant in
many problems in the town and will impact the environment and lead to environmental hazards
like dirtiness, pollution, exploitation of natural resources, overconsumption of the resources and
increased use of cigars, drugs, alcohol and the plastic bag will impact negatively on the natural
beauty of Clipper Bay.
Conclusion
It can be concluded from the above analysis that to revitalize the economy of Clipper Bay,
tourism development will be the best option and major factor that can contribute to revitalization.
To understand the advantages and disadvantages of other factors in tourism planning Cost-
benefit analysis technique is used. Through that comparative advantage of the place is identified
considering some factors that are the availability of labor, access to natural resources and access
to the place through different modes of transportation. It is noted that there is a number of

comparative advantages that the place has for tourism purpose. Furthermore, to attract more
visitors in Clipper bay the infrastructure and superstructure of the place need to be developed. To
revitalize the economy of Clipper bay a responsible tourism approach should be adopted that is
explained with the help of the stakeholder model. Stakeholders in tourism are government, tour
operators, local people, and tourists. The essay clearly states the negative and positive impact of
tourism in the Clipper Bay considering all the aspects that are economic, socio-cultural and
environment. It is concluded that after the revitalization of the economy of Clipper Bay the place
becomes the attraction for tourists and encourage the visitors to come and experience the beauty
of Clipper Bay with full facilities and security.
