Introduction
Through the assignment on the topic of sustainable tourism developmental plan we could able
to know about the sustainable developmental plan of some places or countries regarding
tourism sector. This assignment is prepared based on Philippines. In this assignment, we could
know about stakeholders, who are associated with this industry, importance of the tourism
developmental plan, presentation of poster, ethical and moral issues related to sustainable
developmental plan, issues related to sustainable development in Thailand and Philippines. For
better development of this tourism sector,the company should form sustainable tourism
developmental plan.
Task 1
1.1 Discussion about how stakeholders can benefit from planning of tourism
developments with reference to the Philippines case study
Those people who are associated with the tourism company are known as stakeholders. This
association can be of two type viz, direct or indirect. There are some stakeholders associated
with the tourism sector according to UNWTO, those are: national government, financial
institutions, association and bodies of tourism, local population, business organization operator,
travelers, and so on (Benur and Bramwell 2015, p.213). Through planning Tourism
Companyset, their purpose and therefore they could do their business for that purpose and also
they can do the work according to the date and time as they fixed. For set a good
developmental plans they have to focus on supply, demand and perception of the travelers.
Philippines through this business is increase their employment and decrease the level of
poverty, basically they try to growing economically for development. Apporximate 10.5% gross
domestic product and income is comes through the business of tourism sector at Philippines.
Travelers are attracted towards island, sea, rainforest, hills, historical place but there are some

deficiencies at Philippines and the government of Philippines is try to decrease those
deficiencies.
The sustainable developmental plan will help the national government for enhancing the
infrastructure for tourism development. It will help the local people of the Philippines because
they could be able to work under the tourism sector and it will made them self-employed,
stakeholders who are associated with the tourism sector can get benefits, through this business
organizations viz, hotels, resorts can get benefits. Financial institutions like bank play a vital role
in this sector.
1.2 Discuss the advantages and disadvantages of public or private sector partnerships in
tourism planningand development of the Philippines
As stated by Benur and Bramwell (2015, p.213), public and private network both are helpful
network for tourism business because it helps by providing various types of knowledge
regarding the business. Many associations are helpful for this business. They have to do plan
through public and private sector regarding technological progress, compete in an international
level and for growth of the business. Philippines started to increase the business level and their
number of employees also, which is a good sign for development. Public and private sector
could help the tourism sector for development in infrastructure. All the stakeholders may helpthe
tourism sector by help in community involvement, risk sharing, rewards, etc.So the partnership
among the tourism company, public sector and private sector for sustainable development of
Philippines. There are some advantages of partnership of public and private sector, those are:
For partnership cost of government for development project related to this can be reduce,
project maintenance can be more effective for this partnerships, for provide new and innovative
service to the customer public and private sector plan may help the tourism company. Similarly
there are some disadvantages of public and private partnership, those are: in any unethical

practices, government may lose their power and control over partnership. This partnership may
cause conflict in the future, which is not good for the business, there are some risk factors also
which can affect the developmental plans, there is also restriction about the delivery of
nationalproducts which affect the developmental plans.

2.1 Analysis of the key steps of tourism development planning process and analyze the
features at different levels such as local authority and national levels
For forming a perfect tourism developmental plans we need to know all the levels of association
of this process and the characteristics of all organizations. Without knowing this Philippines
could not able to form a sustainable developmental plan for tourism sector.Travelers demand
are high for Philippines but the local people are creating problem, which have a negative effect
upon this tourism sector (Coccossis 2016, p.74). That is why knowledge about the
characteristics of different levels is required. Many international organizations are helping
developmental countries including Philippines like Organization for Economic Cooperation and
Development for enhancing the economic conditions of those countriesand also for social
welfare. They work with central government and they also try to increase employment. There
are many national companies which supports the tourism business sector in the country. The
tourism department of Philippines helps the tourism sector by providing many strategies of
development towards them at the national level. National organizations also help the work
procedures regarding international level. The national organization of Philippines tries to
develop the tourism sector through national strategies. There are some regional organizations
whichcontrol and develop the local areas through their strategies. Some regional centre like
municipalities, provinces etc are try to create awareness about tourism business to the local
people and also for sustainable development of the place. Local people’s feedbacks also help
those organizations in their work. There are some sub-regional offices also, which maintain the

link between regional and national organizations. These sub-regional plans often protect the
destination from any problem.
2.2 Explanation of interactive planning and evaluation of the significance of interactive
planning systems and process in tourism development
As per Duarte Alonso and Nyanjom (2017, p.496), there are many issues related to tourism
business which may arise if the development of tourism is possible in Philippines such problems
are, overcrowding, congestion of traffic, problems and damage of environment, etc. If the
developmental plans are not correct then these above mentioned may arise so the
developmental plans of tourism sectors has to be correct and well organized, so that they
reduce the problems and issues. The conventional plan of tourism is not applicable for this
because it may create conflict among the participants or organizers. The tourism sector must
use the interactive planning systems which will be helpful for this sector and it will also help to
achieve all the goals of business. Government of Philippines is helping their tourism companies
by providing good infrastructure, appointing manpower to these companies therefore the
manpower is also increase and revenue of business is increases. There are some advantages
of interactive planning system those are: Government is involving all the people from all areas
for taking good decision and people’s feedbacks also could help the government. This plan
involves all stakeholders actively and which will be helpful for remove the negative effects of
community from this business. All deficiencies can be removed through this plan (Amerta 2017,
p.97). There are some disadvantages of interactive planning system, those are: If government
considers all local peoples and stakeholder’s opinion then it may create complex situation
regarding this development.
2.3 Explanation of tourism impacts and evaluation of a range of methods to measure
those impacts

For analyzing the effect of tourism there some methods which have been analyzed here,
through tourism planning the country set the objective for tourism. The methods, which are
measures the effect and impact those are: (a) Economic measure: The growth and development
related to economy of Philippines can be measure through tourism sector. The rate of visitors,
attendance of the events, etc are providing the economical information and which can be
measured through the method like Scarborough Tourism Economic Activity Monitor. (b)
Environmental measure: Through Environment Impact Assessment method Philippines could
measure the cost to the environment at the time of development. This method also measure the
amount of damages of environment, but this measure is partial because this thing cannot
measure properly. (c) Social measure: The tourism business may hamper sometimes by social
and cultural factors, which need to know because it has a negative impact upon the tourism
business, but it cannot measure properly for its qualitative nature (Park and Kim 2016).

3.1 Justification of the concept of sustainability in tourism development
As stated by Hartman (2016, p.299), all economic, environmental, social impacts upon tourism
sector at present and future that are identifying by the needs of the visitors of Philippines, needs
of communities and needs of the industries, is known as sustainable tourism development.
There is economic growth at Philippines that is measurable through their rate of economic
growth, rate of employment per year, rate of revenue, and so on. So there is an opportunity for
sustainable development in terms of economic factor in Philippines. By using minimum amount
of natural resources like water, energy, etc could save the environment from problems, for that
reason there is a possibility for sustainable development regarding environment. This
sustainable development of environment can reduce the negative impact of socio- cultural
factors of communities from tourism sector and could save the natural resources for future
uses.But local people of Philippines are opposed to this sustainable development of tourism,

that is why development needs to be natural and not by creating some environmental problems.
For tourism business this destination is started to flourish but overcrowding, congestion of
traffic, any type of crime will provide negative effect to the business.So basically for sustainable
development of tourism in Philippines they should reduce the negative effects and use positive
vibes.
3.2 Discussion about why sustainability is an issue through the analysis factors that may
prevent or hinder sustainable tourism development
The environmental, social, economic factor’s negative impact can be controlled by sustainable
tourism development, which help the stakeholders and as well as organizations by saving the
cost of development. There is a problem about stakeholders, because if the tourism company
has failed to satisfy all interests of the stakeholders then they won’t help and it will create a
problem.Conflict among all the employees of the organization for sustainable tourism
development may hamper the tourism company.
According to Dodds, et al. (2018, p. 1568), knowledge deficiency of the managers could create
problem for sustainable development. At Philippines it may possible that environmental, social,
economic factor will hamper the tourism sector. Another problem is that new invention needs
lots of money and if the organization is unable to provide that big amount of money then it will
be impossible sustainable tourism development. At Philippines most of the problem arose
because of environmental effect that is why sustainable tourism development is give trouble
(Jordan 2015, p.316).
3.3 Identifying and analyzing the various stage of sustainable tourism development
planning
For good development sustainable tourism development creates a relationship between
environment, economical factors and socio-cultural factors. The various stages of sustainable

tourism developmental planning are as follows: Stage 1- The aim of the tourism sector should
be decide in this stage, all kinds of aim like short term and long term should be taken in this
stage by the tourism sector for sustainable development. Basically depending on the rate of
visitors the company should fixed their budget level for further innovation or infrastructure. Stage
2- In this stage Philippines need to identify the stakeholders for sustainable development. As
stated by Malek and Costa (2015, 281), they should execute their plan with the help of
government, local communities, business organizations, some authorities of there, visitors, etc
for sustainable tourism development.Stage 3- Philippines should develop those areas which are
interesting according to the visitors in this stage. So they should infrastructure those places
which are preferable by the customers, which places attract the visitors most. Stage 4- In this
stage they have to remove all the issues related to socio-cultural, environmental, economical
condition for the sustainable development with taking help from the stakeholders by
consultation. Stage 5- In this stage they should find the proper reason behind those issues,
because conflict and all problems needs to be clear. Otherwise sustainable tourism
development plan won’t be successful. Stage 6- After solving all the problems related to
conflicts and other issues, in this stage they have to finalize their working plan and ideas for
sustainable tourism development.

4.1 Examination of the issues of conflict of interests and evaluation of the methods of
resolving a conflict of interests to ensure the future wellbeing
Conflict among the stakeholders will create when there are various type of stakeholders and
their objectives are different from others. Before promoting the sustainable tourism development
among the people conflict should be reduce (Quaranta et al. 2016, p.668).Otherwise tourism
business is not possible in Philippines. Objective of president of the Philippines is to promote
tourism around the area but factors related to ecological environment are the main problems for

this. So for sustainable development they need to clear all issues and conflict related to
environmental factors.There are some conflicts in between the stakeholders of local
communities.So in this connection there are some methods which can be useful for resolving
the conflicts for sustainable tourism development, those are: (a) Negotiation- this is a basic
method for resolving the conflict. Through this method conflict resolve is possible if they can
communicate or interact in clear cut conversation Nocca (2017, p.1882).
Komppula (2016, p.67), is of the opinion that all stakeholders are come for deal which is fare for
all of them through this method and the Philippines tourism company can be able to reduce the
conflict. For example it can be said that local government of Philippines and their local
community if has any problems or conflicts then they should conduct a meeting and come to a
conclusion which will be beneficial for both of them. (b) Mediation- This a resolving process
through which both group can come to an acceptable agreement. In this method both parties
are participated actively for resolving the conflict. For example, if the local authority of
Philippines give job opportunities to the local people they could resolve the misunderstanding
and could resolve the conflict also.
4.2 Analysis of the implications of sustainable tourism development for balancing supply
and demand
The Philippines tourism company should balance their supply and demand amount. They need
to available their supply products and service according to the visitors needs (Pan et al. 2018,
p.452). They need to reduce conflicts, innovate infrastructures, do welfare for community, they
have to arrange Cambubhat River cruise, Pamilakan island Dolphin watching show, scuba
diving, and so on. , which will be the good implication of sustainable tourism developmental
plans.

4.3 Evaluation of the moral and ethical issues of developing and prompting enclave
tourism
Enclave tourism is an activity taken by the small geographical areas, like Philippines for satisfies
the visitor’s needs.This plane is taken by the government of Philippines for their visitors.
Philippines government is taking this enclave tourism for the coastal areas of their location.
Related to these places the competition among the stakeholders is very high. Good travel
facilities are available for these places (Saner et al. 2019, p.94).However, there is restriction
related to accessibility and business organizations, so the local communities can’t be able to get
benefit. The local authority sometimes use unethical license for expansion of the buildings.
Cultural factors may hamper the tourism of Philippines.
According to Qiu et al. (2017, p.61), the illegal and unethical issues such as, child labour,
prostitution may hamper the tourism of Philippines. Damages regarding environment may also
create problem for sustainable tourism development.

5.1 Comparison of current issues related to tourism development at a developing country
and an emerging destination of your choice where the impacts of tourism are different
As stated by Saner et al. (2019, p.94), Thailand is a developing country, which is providing 9%
of economical support from tourism sector, it is also an attractive place for visit but it has some
problem regarding ecological environmental sustainability. That is why Thailand can’t able to
develop the overall sustainability of tourism. On the other hand, Philippines is already raised as
a tourist place or destination in the world. Its economic growth is much higher than Thailand’s
economic growth in terms of tourism sector. Philippines provide job for their local people, which
is helpful for reducing the poverty level of the place.
