Introduction:
Tourism is a significant sector which contributes to the economy of a country. It is also a good
way for the travellers to spend their free time. Travelling also enriches people and expands the
horizons of the tourists. In the Philippines, the tourism industry is very important because it
provides job opportunities to the common people. Therefore, the country understood that new
techniques and approaches should be taken to make the tourism industry stronger. The main aim
of the study is to get an idea about various approaches, which are taken to develop tourism
planning, issues related to the tourism sector, sustainable tourism and the effects of tourism on
the society and economy of a country.
Task 1:
1. Understanding the techniques of planning in the tourism industry:
Proper planning of the tourism industry is important because it develops the standard, efficiency
and effectiveness of the marketing process.
1.1 Benefits of stakeholders from the tourism development planning:
Philippines is a South-east Asian country which is known for its beautiful mountains, beaches,
islands and rainforest. Tourism is one of the most significant sectors of the country because it
helps develop the economy of the country. It consists of 7,641 islands which are known for their
rich cultural and historical heritage (Chen, 2015, p.230). The tourism sector of Philippines
provides employment opportunities to the public. Therefore, in the year of 2015, 4.99 million
people from the country were employed in the tourism industry. In the same year, President
Gloria Macapagal-Arroyo tried to make the image of the tourism industry better by visiting some
specific tourist attractions of Philippines. At the time of her visit to the Tubbataha Reef of
Philippines, some of her photographs were taken. She was smiling in her diving desk when she
touched a few coral branches. Some people praised the President because she took the effort to
boost the tourism industry of the country. However, in Philippines, the tourism sector is rapidly
flourishing and it is strengthening the economy of the country. Different types of approaches
have an impact on the local people, the costs and benefits of the stakeholders. Stakeholders refer
to a group of people which have the power to affect or to be affected by a tourism industry.

There are mainly four types of stakeholders such as government, managers, employees and the
tourists.
Government:
The government of Philippines recently understood the importance of tourism industry in the
country. The government tries to promote the tourism sector because tourism helps develop the
economy of the country. In 2015, a total number of 5,360,682 tourists visited the country and the
government of Philippines received approx. P228 billion pesos from the travellers (Imran et al.
2014, p.291).
Managers:
Managers of the tourism organisations try to introduce innovative ideas, some useful services,
and facilities to attract the foreign tourists. This technique helps them create a good reputation of
the organisations and make them popular.
Employees:
The growth of tourism sector in a country ensures job opportunities. It is very important for
Philippines because many people live in rural areas. The employees of the organisations also get
to know about the significance of tourism sector. As they frequently interact with the tourists, it
develops their communication and social skills, listening skills and decision-making skills.
Tourists:
Foreign tourists from various countries come to Philippines and enjoy the views of beautiful
sceneries, islands, mountains and beaches. The experience of travelling provides them with an
opportunity to know about the culture and history of the country. They also get a chance to
communicate with the citizens of Philippines. Thus, they get an idea about the traditions,
customs, ethics, rituals, mentality and behaviour of common people. Open minded and accepting
travellers understand the value of cross-cultural communication and they learn a lot from the
cultural exchange.
Tourism organisations are also part of the stakeholders in tourism.
1.2 Several advantages and disadvantages of private-public partnership:
Private and public partnerships are unions of the private and public sectors. It includes the
invention of various areas, which are traditionally parts of the private sector. But the process
does not embrace the techniques of complete privatisation. The role of private and public

relationship involves the benefits of all the parties. The area of public sector covers all types of
public organisations such as government business associations, government ministries and
departments. The involvement of government organisations is very important to the development
of the tourism industry. The government of Philippines takes the responsibility to provide
planning framework and policies for the protection of the environment and heritage. It also
makes certain techniques or strategies to motivate the private sector because of which the private
organisations will understand the importance of sustainable development. The aim of the public
sector is to give infrastructure, services, innovative ideas, training, destination marketing and
identify the strength of collaborations. The private sector provides some facilities, services and
products to the tourists. The essential services include restaurants, accommodation, retail,
transport, experiences and different attractions (Cole, S., 2014, p.90). The sector consists of
tourism organisations, hotel chains, airlines and family business. The partnership makes sure of
consistency which the framework of the tourism industry and it plays the role of an agent for
management, tourism planning, changes and problem-solving. The collaboration increases the
competitive advantage of the industry.
Advantages:
The process of public-private partnership collaborates private sector service and
innovation of the public sector which improves the operational efficiency of the tourism
industry.
The public sector provides incentives to the private sector to motivate them to deliver the
projects on specific time.
The collaboration of public and private relationship is a process of developing the
abilities of the private companies. Therefore, the government organisations sometimes
merge local companies with large, reputed international organisations.
It is a method of supplementing the abilities of the government organisations to meet the
requirements of the infrastructure development.
Disadvantages:
The two different types of organisations may not always agree on various issues. If one
sector thinks it is losing control of the operations, it may introduce some new rules and
regulations.
5

At the time of doing work together, the public sector and the private sector do not always
have the same focus.
The timeline of the government organisation depends on the timelines of the elections
which change frequently. On the other hand, private organisations have different types of
timelines. Non-profit organisations do have long term timelines and profit oriented
organisations do have short term timelines.
Lack of communication cans also a major reason because of which the collaboration may
not work effectively. When a group of people from different cultures and ethnic groups
work together, sometimes they face the problem of different languages. Therefore, the
employees of the sectors can not always understand certain aspects of government
regulations, the measurements of performance and the nature of the funding.
Task 2:
2. Analyse various approaches of tourism development planning:
To ensure the growth of tourism sector, some approaches or methods should be taken.
2.1 Understanding the features and levels of tourism planning:
Philippines are a beautiful country where foreigners from various countries visit frequently.
However, it is very important to implement proper tourism plans to make the destination even
more popular among the travellers. As the government of Philippines understood the fact that the
industry could affect the economy of the country, the President started promoting the tourism
sector by visiting some selected places. The whole process of tourism development planning
involves certain steps such as evaluation of the demand and supply of the tourists, setting goals
or objectives, infrastructure, territorial planning, financial or economic planning, administration
planning, the HR management planning, making promotion, making strategies, time factor, and
checking progress frequently.
The assessment or evaluation of the demand and supply of the tourists should be based on certain
principles. The tourist attractions need to be developed all over the country so that the industry of
tourism will be spread widely (Benur and Bramwell, 2015, p.217). The government have to
know whether the travellers are searching something new or not. A tourist may want to know

experience new kind of thrills and different types of environment. The government should give
importance to the tourist destinations, which can be developed in an easy way. The second step
of setting objectives should include increasing employment opportunities and improving the
standard of lives. Another important step is that the government should plan the development of
tourism in some specific zones. To develop tourism properly, it is important to give support to
the sector with the help of some infrastructure services and facilities. It is also necessary to
estimate the cost of the tourism development project before its implementation. Skilful and
talented human resource professionals play an important role in tourism development. A proper
administrative structure needs to be developed which will look after several important aspects of
tourism development. Promotional activities should be performed to attract different types of
tourists from all over the world. Television, newspapers, social networking sites can be used to
inform the people to about the tourism sector of Philippines. To get the most amazing result,
checking the planning process frequently is essential. The final step is to set the time of the
tourism development planning.
2.2 Analysing the importance of interactive planning processes:
Tourism sector sometimes does face some problems such as crowded destinations,
superstructure, pollution and traffic congestion. All these problems generally happen because of
insufficient tourism development planning. Many countries recently developed tourism plans
certain strategies. However, only a few strategies and plans can be executed properly because of
the lack of interactive planning process or system. This type of planning system will help in
taking better decisions and the whole process needs a lot of attention and hard work from the
investors. The motive of the interactive planning system is to ensure that tourists, communities
and organisations get the opportunity to be involved in the planning. It is an effective way to
avoid the over budget problems, decreasing the possibilities of the negative effect on the
common people and decreasing the attraction of the destination. Moreover, host community,
local people and developers along with the government initiative help in developing a particular
sector. The lack of discussion and the instructiveness aggravates the problems related to the
suffering of the local people and unskilled employees (Jordan et al. p. 275). Environmental
problems can create issues for the government and it is related to the government lack of
initiative in poor sanitation.

2.3 Evaluating various techniques to understand the impact of tourists:
Economic: The main aim of the tourism development is to strengthen the economic growth of
the country, Philippines. If the tourism sector becomes stronger, it will provide various job
opportunities to the Filipinos. It is necessary to develop the tourism sector because many
Filipinos live rural areas. If the income of the common people gets increased, the economic
potential of the tourism industry in a particular country will be understood. STEAM model is an
economic impact method, which analyses the tourism industry throughout.
Social:
Socio-cultural impact in the tourism is hard to explain as it is related to the travellers’ extreme
personal measures. It is also related to the qualitative methods to count. In this context, it can be
separated with two methods to gather the information that is related to the taking the information
from the primary methods that are related to the interviews and surveys. These surveys and
interviews are related to questionnaire. The second option of secondary research is related to the
taking the data from government records, newspapers, websites and public documents. Travel
Intensity Index shows the public’s interest in a particular place (Mason, 2015, p.40). In addition
to this, this is also related to the Human Development Index and United Nations and
Development Programme. These help in organising Responsible Tourism.
Environmental:
One important aspect of sustainable tourism development is the environment. The tourism
development campaigns should focus on the areas of the maintenance of wildlife, culture,
heritage, monuments properly. The systemic planning includes recognising environmental
problems, conflicts related to environmental factors and taking decisions to solve them. This
types of campaigns try to enhance the natural beauty of a particular country so that foreign
visitors will be attracted to the destination.

The low cost of living and doing business in the Philippines has also turned the area into
a hotbed of environmental disputes. Tourists that are accustomed to western
environmental laws may find the comparably sparse regulations present in the Philippines
to be surprising. However, there have been a few legal steps toward preservation and
conservation initiatives around the country that are of some note.

Make out the importance for planning of sustainable tourism
Task 4 Available issues in promotion and development of tourism
Philippines is enriched with its natural beauty and cultural value. Beauty of Philippines attracts
tourists but their poor infrastructure of tourism department failed to impress the tourists. The
Philippines government should take initiative to develop the tourism department because it can
bring a high revenue to government and a stable source of income for development. They need to
analyze demands of tourists and research the ways through which they could meet the demands
of tourists. Government should understand the value of tourism and utilize it to develop the
island and cultural value. In the current scenario travel and tourism is a vast area for business. It
promotes other related business with it. The transportation business of Philippines will be
enriched along with the travel and tourism business.
4.1 Evaluation of tourism development
In order to develop tourism department, government should have a proper infrastructure to
provide the maximum services to tourists. The hotel industry plays a crucial role in the tourism
business. In the current scenario, increasing at the hotel industry makes owners more aggressive
to enrich the business and expand it (Stylidis et al. 2014, p.262). Therefore, they are intended to
destroy wildlife and acquire the land forcefully to build hotels and make profit from it. Hence,
the government should be aware of this fact and should not permit them to destroy wildlife.
Wildlife and natural beauty of Philippines is the most amazing aspects of Philippines tourism, if
wildlife would be destroyed, beauty will be destroyed and there will be no reason to build hotels.
So, the government should pay attention to protect natural beauty and wildlife to maintain
tourism business in Philippines.
There are other issues that can create problem in tourism business of Philippines. Globalization
of marketplace is a major issue that is faced by tourism business. The specialized products of
Philippines are almost available in every developed country, it affected local businesses of
tourists spots and the value of the product or facilities are decreased day by day. In this factor
shopping mall plays a major role to destroy local markets of tourist spots.
The government should take care of tourist spots and renovate that place in a certain period of
time. So that when tourists came to visit those places they could extract maximum pleasure from
