INTRODUCTION
Tourism industry is full of competition in this modern world and is facing various
challenges in achieving their desired business goals and success. The concept of sustainable
tourism states that when tourists visit any place for their knowledge, entertainment, shopping and
other purposes then it positively impact the environment and economy of that place. Tourism
development is necessary for preserving the natural resources, culture and nature of a country.
The chosen organisation for this report is Travelmatters which is a travel firm based in London,
UK. This report will discuss about importance of stakeholders in planning for tourism
development and advantages and disadvantages of tourism planning in public and private sector.
Various approaches to planning and development will also be discussed. Further, importance of
tourism planning and problems of tourism development in Qatar will be demonstrated. In the
end, various impact of socio cultural, economic and environmental factors on the developing
countries will be explained in this report.
TASK 1
1.1 Discuss how stakeholders can benefit from planning of tourism developments
Stakeholders are the people or individuals who are involved in a business. These play a
very essential part in the successful implementation of sustainable development plan of tourism.
Tourism development planning is the process or plan for increasing the attractiveness of a
location for increasing the number of tourists in order to obtain sustainability. These stakeholders
mainly include tourists, operators, management, workers, investors, host community etc. These
stakeholders also play a major role in achieving the objectives of Qatar in sustainable
development of tourism (Benur and Bramwell, 2015). Through the Tourism planning, the
involved stakeholders also gets the benefits to improve their profit and living standard. The
government will get increased revenue and profit for the economy when more number of tourists
visits the country of Qatar. Also the sustainable planning of tourism enhances the economic,
social and environmental returns for every stakeholder. Sustainable tourism planning is focused
on quality of life which is provided to the tourists. Through this, the experience of visitors can
be enhanced which will improve the quality of life of local people. Planning of sustainable
tourism is also helpful for the employees of hospitality organisations as it will increase the job
opportunities in Qatar.

For example: The upcoming sport event World Athletics Championships 2019, FIFA
World Cup 2022 are beneficial for the various stakeholders involved. BY organising these
games and events, the employment for local occupants and the number of tourists in Qatar will
increase. These will surely increase the revenue of the country, host organisation, investors etc.
1.2 Discuss the advantages and disadvantages of public/private sector tourism planning
partnerships
Public and private tourism planning refers to coordination between private and public
sector for achieving the long terms goals and sustainability. Basically it is focused on
development of regional areas. So, this planning perform a major role in the development of
tourism sector in this developing country i.e. Qatar. There are various advantages and
disadvantages of such type of partnership planning as discussed below:

opportunities, resources preservation etc. Some levels of tourism planning are given below:
Local: The aim of local tourism development is to develop local tourism industry and
achieve its sustainability of local economy, social culture and ecology for the benefit of local
people.
International: The aim of Qatar government to develop the tourism at international level
is to identify the current issues and forecast future trends in travel and tourism industry across the
globe. Also this development is necessary to regulate the industry through international
conventions and regulations set out by the concerning international travel and tourism
authorities, such as WTO, IATA and WTC etc.
National: The aim for this development is to achieve sustainability in tourism planning
concerning the tourism resources of the whole country. The tourism planning in Qatar in this
level is focused on tourism policies and infrastructure of country. The plans are developed for the
tourism development of country in this level. Several stages of planning in this level includes
new tourism laws, investment policies etc.
Regional: It has the same objective as local tourism development but on the regional
level, the planning process is more concerned with the sustainable development of the whole
region, In this, the government is mainly focused on tourism development of regional
destinations. The major focus is on regional policies, internal transport network, various
marketing strategies etc. for the development of sustainable tourism in destination (Dabphet,
Scott and Ruhanen, 2012).
2.2 Evaluation of significance of interactive planning systems and processes in tourism
developments
Interactive planning refers to the process of promoting the participation in development
of a country for future planning. This planning states that the organisations need to take part in
the decision making process. Through this planning, stakeholders get knowledge regarding the
working environment of the business firms and ongoing changes in the business of tourism
sector.
Significance of interactive planning process
Interactive planning processes is very important for Qatar in development of its tourism.
The main advantage is that it provides benefits and advantages to various stakeholders involved

due to the partnerships and collaboration with the public and private sector. This planning

The concept of sustainable tourism states that when tourists visit any place for their
knowledge, entertainment, shopping or other purposes then it will positively impact the
environment and economy of that place as the employment opportunities increases in that area.
Sustainability in tourism can be stated as the activities of development which are focused on
social, environment and economic development of Qatar. The main objective of tourism
sustainability is to focus on the proper utilisation of natural resources (Edgell Sr, 2016).
Sustainability in tourism is important for enhancing the growth and success of the
tourism sector in the country. When sustainability is obtained, then the tourism business and
industry can perform better in terms of revenue and profit as well as these both can provide their
services to the visitors in an effective manner. For example: the Capital of Qatar i.e. Doha has
gain sustainability in the tourism sector due to having skyscrapers and other heritage sites. Qatar
needs to do such type of changes in their whole country. The government needs to take measures
for improving the infrastructure of the famous destinations, so that they can attract more number
of visitors. The government also needs to modify their existing policies and strategies for
supporting the visitors from the heavy expenses. Also the wastage and sewage management
needs to be done properly for making the country beautiful and pollution free.

There are various issues and factors which can hinder the sustainable tourism

discussed below:

policies are implemented by the government and their impact can be long term or short term on
the development of tourism business. For example: Changes in laws and policies associated with
tax, environmental, legal etc. needs to be determined by the tourism authorities so that the

Financial targets: When the financial targets are not met then also the tourism

the analysis of components which provides the finest facilities and services to the delegates
during these events. Sustainability planning provides the course of actions which must be
followed for maintaining the effectiveness of using economical, environmental and social
resources in future time. There are several stages of planning which are discussed below:ï‚· Legal requirements: In this stage, analysis of legal requirements is done. These legal
requirements include law to be followed, documents, licences etc. When these
requirements are analysed then the project goes to next stage. Qatar Tourism Authority
needs to implement analyse these requirements for achieving their desired goals required
for sustainable improvement of tourism industry.ï‚· Financial targets: In this stage, the financial growth is analysed which needs to be
achieved after the execution of project. Communication takes place among the
stakeholders for analysing the long and short term goals which needs to be achieved by
the business and Qatar. There are several measures and objectives which must be
considered during this stage.ï‚· Operational requirements: In this phase, The required resources such as funds, time,
technology, equipments etc. are determined which are helpful for the development of

There are various types of conflicts of interests which can negatively impact the future well
being of sustainable tourism in Qatar. The main conflicts which arise are between the tourists,
tour operators, planner, government, local community, etc. These conflicts occur mainly due to
the variation in the culture of local people and tourist.
There’s a conflict of interests between key stakeholders of travel and tourism
development i.e. conflict among local Community and Employers. For eliminating this conflict
of interest, government of Qatar needs to take suitable steps. This issue arises because the
employers or business owners started their own guide service for the visitors. Due to this, the
local people are not happy because they works as guides for the tourists which also helps them
in earning some money. This issue can be resolved by properly understanding the views and
perception of both parties. There needs to be a formal process for resolving such conflicts which
can be done by involving a third party who can communicate with both of the conflicted parties
and can provide proper and favourable solution for the conflicts (Ruhanen and et. al., 2015). The
government of Qatar needs to take proper corrective measures for resolving these issues through
step by step process which are identified by the local court. Legal authorities are helpful in
resolving these conflict while considering the rules and regulations.
P 4.2 Analyse the implications of balancing supply and demand
It is very important to supply the services according to the demand for attaining
improved and better results in an organisation. The coordination among the supply and demand
is very necessary in order to get favourable results. The supply or services must be provided by

to develop strategies and policies for getting the better results in future. Some implications are
discussed below:ï‚· Profitability: When supply and demand are balanced, firms or businesses can improve
their profitability as their wastage becomes less and the supply is going according to
demand.ï‚· Better customer satisfaction: When supply is based on the demand, customer do not
face any problems and issues from the brand and its products. They feel satisfied when
the are provided with demanded products and also it will enhances their loyalty towards
