Case study
Amman, the administrative capital of Jordan is the most modernized Arab city have one of the
best sustainability practices towards their social issues. However it has been observed that the
capital city has developed some of the issues of public transportation system. These issues are
related to higher congestion and traffic jams with the increase of the total number of private cars
on the streets (Alnawaiseh et al. 2015). In addition to this there were issues associated with
mobility and safety issues of the city which has escalated the problem of public transportation of
Jordan. However being the most modernized global city of the Arabian region, it has undertaken
number of steps in the recent past in order to target this specific issue (Alnsour 2016). For
example, it has been highlighted that the city has undertaken the construction of new roads at the
initial; years even though it has not been a sustainable practice for long. Hence it is important to
look into other options it has undertaken for the issues of sustainability. It has develop number
of alternative modes of public transportations like the increase in the total number of bus which
can connect the major cities of Jordan within the gap of two to four hours. In case of the
transportation charges, it has been kept low as 1$ USD (Farhan et al. 2019). Another measure it
has undertaken is the higher availability of taxis at a very low cost which is sufficient for the
daily passengers to commute within the city. It has also increased the total number of buses and
taxis within the affordable ranges (Farhan et al. 2019). Even though the strategy of dealing with
inadequate public transport is different from one another, it is important to note that there are
combines action plans developed by the global cities for the purpose of road infrastructure
expansion. It also has undertaken number of initiatives like the development of taxi system
within the feasible limits.

Project proposal
The case of Sydney is one of the unique cities which has the huge population close to 5 million
and it is also one of the diverse cities of the southern hemisphere. It has been observed that
Sydney at p[resent is facing one of the challenges of affordable housing to public transportation.
Resilient Sydney is one of the policy initiatives undertaken in order to enhance connection,
communication and collaboration (Dunford et al. 2017). As part of the analysis of the issues, it
has been observed that the idea of resilience is the ability of the people, communities to survive
in the urban city life. Moreover it has also been observed that the issue of inadequate public
transport is something that is impacting the lives of people on a daily basis. It has been noted
that challenges of overcrowding and congestion is one of the key factors for the rising issues
survival of people in Sydney. In addition to this, it has also been seen that the development of the
transport planning has developed being independent of the urban planning which has led to the
density of train and metro system however not quite in sync with the required design. While the
scrapping of all the terms have been one of the mistakes that has led to the reduction of total
number of public transportation for people in Sydney (Farhan et al. 2019). People in the other
European counter have been able to substantiate the process of parallel transportation along with
the trams and trains. The change in mode of transportation and the over dependence on private
cars in the past has been one of the issues that reduced the dependence of people on public
transport. Some of the challenges that Sydney is facing currently are: large dependence on
private cars and over crowing and congestion of the major parts of the city (Jrew. et al. 2019)

Recommendations
Considering the issues of inadequate public transport in the city of Sydney, it cam ne derived
form the example of Amman , Jordan that there is a need to develop strategic capital investment
for the purpose of network extension and segmentation of the dense conglomeration of the train
and metro system of the city (Kiddle et al. 2017). This policy initiative will be undertaken by the
transport department of Sydney that will have the advantage of consultation with the urban
development and planning department. This policy would be enough to meet the demand of extra
roads and network expansion. However it is not to deny that road construction does not
constitute the feasible option for the city to overcome their issue of transportation. This policy
strategy will also have to develop the right strategy for sustainable development. This policy
will also be undertaking the development of infrastructure prior to any other developments.
Secondly, it is crucial to develop parallel systems of transportation in case of the less
availability of public transport like the development of taxi system that is within the feasible
limit for the daily commuters(Nieberg 2017). It is also important for the city to consider the fact
that there is large congestion and pollution due to the large number o private cars, hence an
initiative is to be undertaken for the purpose of replacing the petrol driven cars. This policy will
be supplemented by the adoption of green measures and “ e-bus” that can be launched within the
low cost and it is also sustainable for the future. This proposal will ensure higher availability of
the public transport at lower cost which will have the benefit of higher availability of options of
target group. This proposal will be helpful for the daily commuter who has the need of
travelling every day. Since it has been observed that poor transportation at the heart of the city
has led to the problem of long wait for the one single mode of transport. The assigned authority
for the effective implementation of the project will be undertaken by department of transport

and communication with the urban development and planning in joint venture with one of the
private investor in order to fuel the growth of the public transport system (Trencher 2017). The
timeframe of the project will be for a period of six months since it is important to review and
understand the process of growth at a regular break. After the completion of the first term of
project, the second phase of development will be including the step by step approach of
developing the e-bus in order to reduce the unavailability of public transport.
For the overall completion of the read extension, it has been observed that the total cost of the
project will be near to amount of $130 billion sine it has been previously criticized that below
the chosen amount cannot bear the cost of the completion of road extension (Farhan et al.
2019). One of the crucial aspects of the problem of public transport in the context of Sydney has
been the density and lower availability of roads hence it is important to develop the required
amount of roads at the initial term. For the development of greener option of transportation and
taxi services like all other global cities, it is important to initiative joint venture with the private
actors who can invest and develop the transportation at the second phase of development.
In case of the resources required for the purpose of completing this project, it is important to
consider the divers for the timely completion of the project at all levels. In terms of the materials,
it is important to become well equipped in terms of labour, capital and investment. It is important
to develop human capital management in order to generate higher productivity. This plan should
include the process of better understanding of the underlying factors responsible for creating any
sort of hindrance in development.
In order to complete the plan within the timeframe, it has been argued that prioritization o
plans and actions are the two pillars of any successful plan. This is to be noted that the plan has

been divided into number of segments each of which comprises different actions like at the
initiation phase will be having an enhanced focus on the network extension in order to reduce
the issue of congestion of the fewer available roads. In case of the second phase of development,
it is important to initiative the investment in alternative modes of transportation like the e-bus or
the taxi system since it is important to develop the required infrastructure before the installation
of the new vehicles could be initiated. In case of the barriers, it is to be argued that one of the
problems of road extension will the challenge of the environment issue that is likely to impact
the nature in a negative way (Farhan et al. 2019). The expected outcomes of this policy are:
reduced traffic for the mainland of the city with bifurcation of the crowd to the extended areas.
This policy is also expected to bring the following outcomes: lowering of the private vehicles on
the road and reduction of the issue of overcrowding.
It is important to consider the fact that this policy plan is in align with the resilience challenges
of Sydney. What is crucial to note here is that some of the resilience challenges of Sydney are
associated with the less availability of the public transportation system and the overcrowding
dependence in the available means of transportation. In addition to this, there are number of
issues of environmental concerns for the excessive pressure on the private means of
transportation which is creating the negative impact in the environmental factor of Sydney in
particular (Trencher 2017). Hence it is to be argued that there is a need to develop the policy
strategy that can align with the resilience challenges of Sydney in order to cater the reduction of
the issue and make it a sustainable place for living.

Political, environmental, social, technological, legal and economic risks associated
with your proposal
Irrespective of being one of the strategic policies aimed at creating Sydney, a sustainable and
resilient place of sustenance, it has been observed that this policy proposal have certain
challenges associated with the process of effective implementation. For example, it is important
to note that this proposal will have the environmental challenge of creating pollution due the
exploitation of the natural resources and the extension of roads (Farhan et al. 2019). It case of
creating the extra miles for segregating the traffic and creating new avenues of transportation,
this process will include damage to the environment to some extent while in case of the
economic factor, it is important to consider that such prospectus proposal requires the
availability of the large capital and investment at place. Hence it is important to consider that
there is prior availability of the large capital for the policy implementation since it is difficult to
gather investment (Trencher 2017). Social risk attached to the implementation of the new policy
is the reduction of people’s perspective in using the alternative public transportation method.
There is certain amount of risk attached to the outright rejection of the alternative mode of
transportation and lastly, in case of the technological challenges, it has been observed that there
is a need to develop the required infrastructure for the implementation of the public
transportation system and this might include the chances of technological failure.
