focusing on recommending that integrated working become the new normal for healthcare
providers in the United Kingdom. That's why they are suggested that the service user
outcomes can be achieved when all the providers are able to collaborate with a common view
in which they need to enhance the quality and efficiency of support and care services
(Tender, 2022). So that's why there is an invitation for tender to commissioning service in the
borough of Lambeth. This report will include a draft of the tender document which focuses
on developing of preparing a document that includes all the information related to this policy.
It will also include all the necessary information which is required in the tender document
such as assumptions of the demand for services, service needs of the client group, average
cost and budget, etc.

There is a recommendation suggested by NHS in the United Kingdom for healthcare
providers that they are required to focus on integrated working because it is the need of the
current environment. Integrated working is the policy in which the NHS is focusing on the
provider should collaborate with each other so that they are able to enhance the quality and
efficiency of healthcare and support services (YEAR, 2022). For that purpose, it is necessary
to have an invitation for tender in the borough of Lambeth. For approval, they are required to
make a draft of the tender document so that they are able to submit it for approval to the local
authority. For the standard, the grand value is decided to £500000 per year and the amount
can be available for the next 3-year period. It is necessary to conduct or carry out a yearly
inspection by the commissioning body and it should be unannounced so that they are able to

The selected City for this project is the London borough of Lambeth. It is found to be
part of inner London and the name was recorded as Lambehitha in 1062 and in 1255 it is now
recorded as Lambeth. This city is selected for the purpose of promoting integrated working
among healthcare providers so that they are able to meet individual needs (Wu, 2021). It is
identified that the everyday need of people for healthcare services is continuously increasing

and they faced many problems during the pandemic situation and that's why this suggestion is
found to be very good for the common people. They are able to get supportive care services
at a time in which they will not face any problems regarding health care services. It is
actually needed in the current environment because every day the diseases a continuously
increasing and the demand for healthcare services is also get increases. So that's why this
policy is found to be very important for every people. But currently, this policy assumed that
day will plan to deliver the services to 200 young people in the community because the
demand for services of these people is continuously increasing. It is analysed from the survey
of the pandemic situation in which it becomes very clear that young people require these
services. But this is a draft of a tender document that's why a small number of people is
selected to implement the policy so that local authorities are able to analyse the result of this
policy.
Preparation of Tender document for submission to local authority
A tender is found to be a written offer which is presented before an owner showing
interest and performing the specified work within the specified time under agreed conditions.
It is important to understand that a tender is very important for this policy because it is
applicable to all general people and it becomes necessary to take permission from the local
authority (Hosny, Ibrahim and Elmalt, 2019). A tender document is very essential to each and
every person because it includes all the data related to the particular project. In the tender
form, all conditions are related to the contract and other related obligations are published. For
the preparation of the tender, it is necessary to follow the important steps shown in the figure.
The first step is found to be the tender process which is determined. That means the others are
required to decide how the tender will be processed maybe with e tendering process or an
offline process. After that, it is necessary to request for tender that should be prepared and
then invite tenders. It is necessary to understand that before inviting tenders, there are some
important steps which are necessary to be completed. Some steps some mentioned below:

Project formulation
It is found to be the first step in which the project necessity is identified which means
the NHS is required to identify the demand for services. They are required to understand the
client group and their needs (Tayeh, Alaloul and Al-Ghazalli, 2019). The client is the general
public because every person is required in healthcare services and should be efficient and
that's why NHS is focusing on making a project in which they promote integrated working
that helps an individual to enjoy the services. With the help of integrated working, it is very
definite that the providers of healthcare services are able to increase the efficiency as well as
the quality of support and care services. In the project, formulation step the NHS is required
to identify the necessity why this policy is required to implement in the country. It is
identified by the NHS that integrity works as one of the important tools for improved
efficiency and quality of support and care services. After that, they are required to do a cost-
benefit analysis which helps them to identify how much cost is required for this project.
Without a cost-benefit analysis, they are not able to decide whether this project is feasible for
them or not. In addition to this, they also require to carry out a detailed feasibility study. It is
found to be the most critical phase as after this stage the project comes into the scene.
Detail Design cost estimation
The next step is found to be for detail designing cost estimation. The next step is also
found to be very important as in this stage the project detailed design is done which is not an
easy task for the project manager because they are required to analyse each and every aspect
related to the project. They also require to design the project on the basis of cost estimation
and only the project is able to get prepared (Mehdipoor and et.al., 2022). Cost estimation is

an important step which requires the analysis of expenditure related to the project and then
identifying how much cost is required in order to implement this project.
Approval of cost estimate
It is important to understand that estimation of cost is not the last step because it is
required the NHS to take permission and approval from the local authority. Currently, they
are an estimated expenditure of £500000 per year but the approval from the local authority of
Lambeth is very important because then only they will be able to start the project. For other
projects, it is suggested that the organisation is required to get approval from the concerned
authority related to the approval of estimated cost and also for allocation of the budget.
Currently, the budget is decided on the basis of a particular cost estimation.
Tender document preparation
Now it is important to fulfil the requirements of the tender document before inviting
tender so that they are able to notify publicly. But for notifying the tender document publicly
then required to take the approval of the tender document by the concerned authority
(Mohammed, Ibrahim and El-Malt, 2019). The concerned authority for this project is the
local authority of the city.
