Invitation
On behalf of BHP mining company, under the Department of Coal Processing, BHP
company hereby invites organizations that are qualified according to (American and New
Zealand Standards Classification of Occupation) ANZSCO, Australia Institute of mining and
Metallurgy (AusImm) and Joint Ore reserves committee (JORC) including (VALMIN) to present
their tenders for the supply of Jet Pulverize as it will be discussed below.
Introduction
BHP is a pubic mining and metal company that provides services such as production of
iron ore, coal, petroleum, natural gas, nickel and uranium. This company formerly known as
BHP Biliton was founded in the year 1885 in the city of Broken Hill, with its headquarters in
Melbourne Australia. It has branches globally and provides service to about 65,000 people
worldwide. This company was listed as one of the largest mining organization in the world in
terms of market capitalization.
Some of the areas where it has setup in Australia are in Queensland, Victoria, New South
Wales, Mount Keith, Mount Whaleback and Olympic dams. One of the product that it mines is
coal that is majorly found in Victoria, New South Wales and Queensland.
Coal production is very important in the production of energy not only to Australia but to
other countries where this coal is exported, 33% of coal export to the globe comes from Australia
which in some countries especially in the eastern part of Asia it is used in the production of
electricity.

The coal that BHP produces is either bitumous or brown coal, this coal are mined
underground and then they are exported to the using rails to the station, this coal if it black coal
that is mostly produce by BHP will not require a lot of processing only crushing and screening to
reduce the coal to a size that can be used.
Jet Pulverize are equipment that are used to grind or crush the coal to a sizeable size for
use, Jet Pulverizes produce the mineral deposits in sizes between 0.5 to 44 microns before they
are packaged for use.
Contracting process
The contracting process that will be used is fixed price contract where the suppliers of Jet
Pulverize will deliver it according to the price that we will greet upon. This contract will be
containing details on the quality of the Jet Pulverizer there has been several improvements in the
technology of Jet Pulverizer, it will also contain the timing that is needed for this project to
continue. If there will be any changes that will occur in the project that might require a change of
order the prices will not be raised up, this method id preferred because the scope of work of the
Jet Pulverizer will not be altered and there can be several variations that can be made. We will
pay for the cost of delivery
This contract can accommodate more than one supplier who can both work towards
supplying the Jet Pulverizers that I require, it will also enable me to develop a clear and precise
contract of highly qualified supplies and the all the important aspects of the project will be
covered. This contract if I use in my project will be beneficial because it can cover long periods
of time or a long span of years.
Financing of this project

To obtain this Jet Pulverizer that are used in the mining industry specifically in the coal
mining industry the costs that are going to be considered are:
The cost of transport for the delivery of this machine to the site of mining
The cost of the machine themselves that are going to be used for the grinding
The cost of assembling the parts of the machine so that they can function as a set, there is
also the cost of labor force that is going to operate the machine in the organization
The cost of operation of the machine which will include factors like the provision of
electric power and other maintenance lubricants like oil
There should also be risk management cost where if the machine breaks down the
insurance or the risk policy will cater for, the risk management fee should also include the price
that is paid in case the machine is going to cause harm to anyone in the organization.
The supplier of the machine will only cater for the price of assembling the machine and
insurance of the machine against breakdown within the warrant period will the company will
cater for all other operation, maintenance and risk costs.
Project condition
The first condition that must be considered is that the use of the machine during this
project should comply with the standards of Australia on the code of ethics and professional code
of conduct.
Some of this standard entail complying to the OHSMS (Occupation Health and Safety
management system) in the Australian and New Zealand Standards. This policy requires an
organization to carry out a risk assessment praise in determine the risks that this machine is
causing or that which it might cause and how to deal with this risks that it causes by the

establishment of policies and practices that encourage safety within the organization, it should be
reviewed to ensure it relevancy and it should apply to all the employees equally.
The employees that will be employed at the project will have to meet the requirements of
National Employment Standards and skill assessment standards in Australia (ACS) so that they
can be able to clearly carry out their tasks of operating the machine.
The employees can also be provided with OHS training if they meet all other conditions
apart from the one on OHSMS. They must meet the conditions that are outline in to (American
and New Zealand Standards Classification of Occupation) ANZSCO which concerns how their
profession should unfold.
Other standards that must be considered is Australia Institute of mining and Metallurgy
(AusImm), this standards unlike the others is more important than most of the rest and the
supplier of the machines and the people going to work in the project that is going to grind the
coal must belong to this body because this body dictates the ethics of professionals that work in
the mining industry thus the members in the project are required to have high standards expected
of them.
Estimates for the tenderer
The tenders should understand that the estimates that are produced are subject to change
over time hence they should be open to changes in the estimates. In case of any clarification the

 An overall price of about $957, 000 AUD in one month of the project
 The price of five Jet Pulverizers can be approximately @20, 000 * 5 =100,000
 Equipment’s that are required to assemble it such as screw drivers and hammers
can be approximately 5,000

 The prices that are required to pay the labor if they are about 20 people in a span
of a month 20 * 25, 000 = 500, 000
 The overall prices that is used in running the plant 50, 000
 Other material that are going to be used in the project which might include
transportation cost of materials the prices of water, oil and other lubricant 100,

 The prices of contractors and other sub-contractors who will be required to assist
in the operation of the project if they are five contractor 5 * 30, 000=150, 000 and
two sub-contractors 2 * 26, 000=52,000
The payment method that will be used is the use of banks
Project changes
Changes that might occur during the project could be accident and other uncontrollable
factors and there are factors that must be considered such as the analysis of the problem, possible
solutions the problem, the most appropriate saluting from the pool of solutions, before change we
should also consider financial aspects such as money availability to support the change a to
enable the project to continue even after the change. The company must consider the extent of
the issue that is prompting for the change is it on small issue then it can be dealt with easily.
Other requirements that this company will consider is the capital productivity where there will be
a look at the change whether it will in loom run benefit the organization in any way.
Another requirement that is considered in case of change is the industry response to the
change, some changes might lead to complete failure of the company in the manner the labor
respond to it and in the manner the company will continue handling its operations. Lastly the

other requirement is analysis of the change to the operation of the whole project the question
which areas will it affect and how will it affect this areas is asked, it is sure that changes will
affect the whole organization.
Requirements for quality assurance and quality control
The quality of all equipment that are going to be used during this project must be high
and must meet certain regulations, some of this requirement are: analysis of the construction
materials for durability and quality, operation scrutiny in terms of following the required
standards example being the standards of health and manufacture of the facilities that are used in
the project. There should also be periodic review of specifications that are used in the project the
procedure and the standards that are used in the site of the project. There should be monitoring of
the materials used in avoiding the reduction of their quality, another requirement is the
monitoring the structures where the storing o the equipment’s are done to ensure that they do not
undergo chemical changes that affect their quality. There should also be continuous audit of the
equipment and the audit of the labor in determining their relevance. The floor that the materials
are placed in should be strong to support the object.
Requirements for document management and reporting
The documents that are stored by the organization are very key in that they help in the
decision-making process; the document should provide ease of information that can be read by
all people from the contractors to the normal workers. The document should also be of high
quality with collective information of the project t in that it will contain all the information that
are required. The document should have ease of updating information and the ease of managing
the documents should be encouraged.

The documents should be arranged in manner that they can easily be searched and that
they can easily undergo audit trial. They should also include regulation document, health and
safety document and other structures. The report should this area reporting risk assessment,
system failures and risk identification.
Requirements for disputes, arbitration and meditations
Mining organization must come up with ways of dealing with the disputes amongst the
company as BHP and the people who will take part in the project.
The requirements for the solving od disputes is that the two parties should be willing to
comply to the standards that are provided on the meditation. Arbitration procedures must be
applied where necessary y and the parties must comply to the verdict that are provided by the
legislation, the company should indicate in some cases in contract about the arbitrator that will
take part in solving the dispute.
Requirement for safety
In dealing with safety the organization is required to form policies that: measure the scale
of the risk that a company undergoes, the organization should continue to implement measures
and policies that promote safety, the policies should comply with the standards of the OHS and
AS 4120-1994 requirements, it should be documented, implemented, maintained and
communicated to all the employees, the policy should be reviewed periodically to ensure that
they stay relevant.
