INTRODUCTION
Third sector includes the voluntary as well as the community organisation covers the
range of different organisation by having the different structure and purpose. Third sector
includes the charities, voluntary and community organisations, social enterprises and
cooperatives. This report elaborates the types of services delivered by the third sector and
explains the examples of third sector organisations and their services. This report elaborates the
ways through doing the partnership of public services with third sector organisation are
innovation, partner in designing services, delivering services and this report also illustrate the
benefits and barriers that are associated with the partnership.
P3. Types of public services delivered by the third sector
Third sector organisation are of any size and shape are now experiencing the rapid change in the
context of their operation. As social services is being developed by the local authority and they
were directly running the public services rather to give the services through funding the
provision of independent suppliers (Aimers and Walker, 2016). The new government of labour
also promoted the society in that third sector plays a greater role in the delivery of public
services. Various types of public services delivered by the third sector are :
Educational :
Use of the land and the building that is being served for the purpose of eduction in the
community. These facilities are being often having the secondary function to provide the location
for the social as well as recreational activity.
Healthcare :
It is the home from the discharge of hospital scheme that helps the patients in leaving the
hospital at the tome when their medical as well as nursing needs is being meet. It is for the
duration of up to six weeks that is immediately after the discharge, in this the charity gives them
the support in terms of emotional and practical and they ease transition from hospital to home. In
fact in UK they make the innovative integrated model to decrease the number of older age people
(Bell and et.al., 2015).
Government Assets :
Building and facilities that is being related to the department of government and the

organisation are :
St John Ambulance : It is the name of a number of affiliated organizations in many countries
that gives the first aid as well as emergency medical services and there staffed is primarily
having the volunteers. It is one of the nations leading first aid charity. Here the volunteers
provides the first aid to the community and keep the people safe in the events and working with
the NHS. It is the non-profit charitable organization that offers the first aid services and training
for the urgent care and gives the other medical services (Clayton, Donovan and Merchant,
2016).
NACRO : It is termed as the Transforming rehabilitation and it is primarily a process that
mainly alters the responsibility to deliver about the previously and that is known as the probation
services. It reforms to involve the previously 36 individual probation trusts by having the single
National Probation Services that are responsible for the management that are in the high risk
offenders (Han, 2017). As 22 Community Rehabilitation Companies (CRC's) they are ultimate

contract package (Kallio and Lappalainen, 2015). They are also having the new responsibilities,
and they are the existing provider of community and for the prison accommodation or the justice
services. They work closely and collaboratively with the number of local authority, prisons,
police and the PPO units to meet the resettlement and also support the need of the offenders at
the same they work to reduce in re-offending forums. They offer the multi agency approach in

these services are being provided through the combination of paid and volunteer staff, and they
are funded through the government, lottery grants and from the donations instead of these
NACRO provides the services of education, housing and specially the prevention of re
offending. As they give the pre- vocational and the vocational programme, courses for the
problem solving and employment preparation programmes all these are for the people who have
been stuck and can not see the forward way.

There are many ways through which the third sector organization are working in the
partnership with public services are :
In innovation : Third sector organization that is pioneer sector has done the partnership with the
public services and make the innovative ways to prevent the youth offending as they made the
Boys Development Programme in this they work with the men and it is one of the award-

winning charity that supports to the positive activity in schools and the communities by boys as
well as to the young men (Laville, Young and Eynaud, 2015). This programme diverts the
pathways of the boys into the offending by teaching them different non-violent approaches to
resolve conflict (Aimers and Walker, 2016).
Partner in designing services : Royal national institute of the Deaf is being worked very closely
with the department of Health so that they make the better audiological services. In this the
transformation is being achieved and sustained through the local health system that applies on
the design as well in the delivery of audiology services to reform the health mechanism in better
commissioning (Selander, 2015).
In delivering services : As the St.John Ambulance is giving the services of ambulance for the
first aid and to the emergency medical services and they are staffed by the volunteers. They are
leading the nations first aid charity. Our volunteers also provides the first aid in their community
and keep the people safe in events and working with NHS to response the 999 calls.

betterment. As they uplift the society by giving the facility education so the literacy rate will not
get down, at the same they also provide the health care service so the people can live better life.
Innovative problem solving : They give the new idea to the public service by providing the
innovative ideas in solving the issues that are being facing by the people in the society.
Barriers in using the third party organisation for the delivery of public service are
Monitoring and evaluation : Every coin is having the two sides this is the same apply in giving
the services also by working together they also face the problem it is the major issue faced while
working together that is to monitor the administration that are involved in receiving the funding
managing it in the proper way (Clayton, Donovan and Merchant, 2016). At the same they also
have to monitor the contracts which is being made by both the parties and make the contract
success. Many of the times this is failed and not be managed by the organization in doing the
monitoring and evaluation.
Statutory body : It is also one of the barrier in this the company as it is the ability to recover the
overheads as well as to the direct costs by the timely payment through the statutory bodies. This
sector gets the money from the two sources that is individual and the statutory bodies. As the
contracts and the grants received from the statutory bodies that generate as much as of the sector
income but that may become the barrier if the comp-any did not get the fund on time that impact
the functioning of the services offered by the organisation (Walker and Hayton, 2017).

While working in the partnership there is having the benefit and the barriers as these
aspects are always associated with every task and that can not be separated. As the benefits of
this collaboration lead to empowerment in the society as well as in the minds of individuals by
gaining it from the building up of trust and the respect from the clients (Clayton, Donovan and
Merchant, 2016). The another advantage of this combination is the innovative problem that
solves the issues that take place in the company will going to get the innovative idea for
resolving the problem by the better process of designing.
There is having the another example of ST john ambulance is that they are having the partnership
from the NHS that the NHS use the ambulance of St John and understand the need and demand

the innovative idea. As the good delivery of the service helps in building the trust and
confidence among the society. At the same there are many barriers also there on doing the
partnership specially in the private sector organization and in the service of third party. As today
is the world of full technology still there is having the difference in between the public sector
services and the third sector services and the partnership will effect their effectiveness and
efficiency of their offered services. Funds may become the reason of barrier and can not make
the partnership successful.
D2. justify the third sector organisation in support delivery of public services
There is always having the difference in between the public services and to the third party
sector. It is being known that the public services is having the wider area as compared to the
third party organizations (Clayton, Donovan and Merchant, 2016). Public services is being
given by doing the partnership with the third-party organization and can do the mutual
collaboration while achieving the target in the society. In the process of innovation the
pioneering sector has being collaborated from the public sector company do protect the public
from getting offended. As in the sector of decisioning they hold the mutual understanding with
the third party sector and thus the efficiency of the product and the services delivered by the
company to its customers effects. Many times the related work from that comes due in the
dependency and it reduces the effectiveness and efficiency of the services that is being provided
by the company after doing the partnership (Laville, Young and Eynaud, 2015).
CONCLUSION
From the above study it is being concluded that this report explains the different types of
services given by the third party organizations that are education, health care, government assets,
community transport and search and rescue (Byers, Anagnostopoulos and Brooke-Holmes,
2015). This report also contains the two examples of third party organization they are St John

having the volunteers that keep the people safe in any uncertain events. NACRO manages the
offenders who done the offences of high risk. This report also elaborates the benefits and barriers
associated while doing the partnership and their benefits are Engaging users, Empowering
communities, Innovative problem solving and the barriers are statutory body, monitoring and
evaluation.
