Task 1(LO, AC1.1, 1.2, M1, M2, M3, D1, D2, D3)
P1.1 Discuss how stakeholders can benefit from planning of tourism developments with
reference to Qatar.
Effective development and implementation of sustainable development planning is entirely
depends on the stakeholders’ involved in the hospitality sector. Sustainable tourism
development effects on the core business processes as well as stakeholders’ involvement to
the business activities also very much dependable on the actions taken for retaining
preferences of them. Main stakeholders of Qatar include travellers, developers, employees,
management, suppliers, investors, private and public industries like government and host
community and others (Brondoni, 2016). Stakeholders also get benefits from the overall
management related decisions for the tourism development. Given are the benefits from the
planning of tourism developments with reference to Qatar,
Travellers: Sustainable tourism not only determined to develop entire business processes and
functions involved in travel and tourism industry in Qatar but also determined to provide
facilities to their travellers. As per the case study, in the previous year, almost 1.235 million
tourists crossed international borders in single year. Among them a major portion came to
Qatar for various purposes including business, leisure and adventure purposes. Predictions
are depicting the fact that by 2030, this 1.2 ratio will be reached 1.8 billion (Visitqatar.qa,
2018). Therefore, travel and tourism industry in Qatar should be careful in developing their
services so that travellers could get full benefits and comfort by visiting to this place.
Developers: According to the case study, UNWTO and QTA have arranged current year’s
World Tourism Day, which is held on 27 September and concerned about Sustainable Tourism
development. This agenda is celebrated in the line with 2017 Global Year of Sustainable Tourism
for Development as well as devoted for unfolding contribution of travel and tourism to the SDGs
(‘Sustainable Development Goals’) (Visitqatar.qa, 2018). As per this agenda, it could be said
that travel and tourism organizations should be careful in developing effective relationship with
developers related to sustainable tourism for building a good future.
Workers: As guided in the case study, Qatar is becoming one of the largest and enriched
travel and tourism attractions in terms of providence of work related environment, sports as
well as for their better infrastructure in hotels. Development in the travel and tourism services
5

also required an effective and productive workforce to control challenges and various
functions involved in the development process (Visitqatar.qa, 2018). Therefore, Qatar also
requires a good workforce to channelize their sustainable functions. For this reason, existing
travel and tourism businesses should take care of providing requirements and preferences of
employees. A proper planning process is needed to manage all the expectations of their
employees.
Suppliers: Suppliers of travel and tourism industry in Qatar is really important for
developing strength of functions. Suppliers help organizations in the hospitality industry to
provide customers various facilities as per their demands and trends. Maintaining proper
communications and taking care about needs of suppliers could be helpful in achieving a
customer friendly environment (Visitqatar.qa, 2018).
Investors: Investors are helpful in delivering supports and resources to the travel and tourism
industry as per their current requirements. According to the current scenario presented about
Qatar, the travel and tourism industry in this country has received around 6% growth rate in
tourist arrivals in 2012-2016 (Visitqatar.qa, 2018). This development also connected to
effective relationship with their investors. Developing and retaining this effectiveness would
help hospitality industry of Qatar in future.
Government: Government of Qatar is really responsible for taking care of the current and
future requirement of travel and tourism industry in this country. By doing this, Government
of Qatar is the capable of developing their country’s income as well as GDP. If the travel and
tourism industry works systematically by understanding governmental efforts and projects to
develop their infrastructure and functions, government of Qatar along with travel and tourism
businesses will able to attract more customers in future (Visitqatar.qa, 2018).

P1.2 Discuss the advantages and disadvantages of public/private sector tourism
planning partnerships drawing examples Qatar.
The public and private partnerships could be defined as a process of collaboration between
private and public industry to achieve long lusting sustainability goals. The advantages and
disadvantages of this kind of partnership is listed below,
Advantages
One of the core advantage of keeping an effective relationship or partnership with the
private and public sector tourism planning partnerships for Qatar is increasing a
specific area of Region. In terms of this country, private and public planning
partnerships would be helpful in attaining socially desirable objectives like increasing
employment opportunities, climb up in labour income, decreases crime and offer a
high protection to the environmental and natural resources (Visitqatar.qa, 2018).
On the other hand, private and public partnerships would help Qatar in keeping
balance between life of travellers and local community of Qatar. Effectiveness of
culture, natural resources and others involved in the local community would be
developed with this kind of partnerships.
This kind of partnerships would be useful in different sustainable policies and
projects. Investments would be better. Development in the current financial resources
and arrival of new financial resources for the sustainable tourism could be achieved
through private and public partnership planning in Qatar (Visitqatar.qa, 2018).
Disadvantages
This kind of partnership planning could increase chances of sensitivity of investors as
well as shareholders to political risks and challenges.
Managing and maintaining cooperation between various public and private enterprises
could be a bit challenging for the travel and tourism sector in Qatar (Visitqatar.qa,
2018).
Increasing risk related to the monetary outcomes of hospitality industry of this
country could enhance due to the private and public planning partnerships.

Another challenging factor is that government in this country could loss control over
on different activities involved in the partnership as well as possibility of unethical
occurrences could increase.
Lack of good quality standards, reduction of the value of public travel and tourism
industry, difference in decision-making procedures between business partners could
enhance ineffective business relations (Visitqatar.qa, 2018).

Task 2(LO2, AC2.1, 2.2, 2.3, M1, M2, M3, D1, D2, D3)
P 2.1 Analyse features of tourism development planning at different levels with
reference to the Qatar.
Tourism developmental planning could be defined according to Broman, G.I. and Robèrt
(2017) as a phrase of preparation associated to organizing the future to achieve specific
sustainable objectives of particular areas. Additionally, for Qatar Travel and Tourism
planning would help in satisfying different sustainable tourism goals. Core goals of this
tourism planning are increasing the travellers’ satisfaction, financial, environmental, social
development of Qatar, sustainable application of resources, incorporation of community in
different jobs of this country and others. Features of development in various levels are listed
below,
Environmental: Sustainable Travel and tourism planning in Qatar would influence on the
environmental resources. Undetected tourism may cause serious problems in the
environmental resources as well as environmental balance in this country could face
challenge due to the undetected tourism (Wood, 2017). Travel and tourism planning in Qatar
should be formatted and implemented effectively as climactic change is already noticed in
this country.
Global level: Travel and tourism planning of Qatar as mentioned at the global level reflects
on the transportation services of the country. Additionally, this also focuses on the current
tour programmes as well as numbers of travellers visiting form overseas (González et al.,
2017). On the other hand, contemporary development is also another important component in
this planning.
Regional level: Core focus of the planning in this area involves regional policies, transport
network of this country, different types of location and their development, development of
regional educational level and others (Kiggundu and DeGhetto, 2015).
Sub-regional level: In this part, the travel planning of Qatar is focused on connecting
national and regional developmental policies. Another focus is to protect natural resources of
diverse tourist locations. This level of planning is more compact compared to the regional
level.
9
Document Page
National level: Physical structure along with tourism policy of the country is the main
focused area in this part. Planning should be done to develop connectivity and
communication between main routes of Qatar (Kiggundu and DeGhetto, 2015). Elevation
tourism organizational structure, investments and regulations for Qatar is also included in the
national level planning.
P 2.2 Evaluate the significance of interactive planning systems and processes in tourism
development with reference to Qatar.
Interactive planning of Qatar associates government, World Tourism Organization
(UNWTO) and QTA as well as different hospitality industry of this country. The interactive
planning of this country reflects planning related to sustainable long-term growth and
financial diversification within 2030. QTA (‘Qatar Tourism Authority’) has announced about a
plan involving QNTSS (‘Qatar National Tourism Sector Strategy”) 2030, which is a catalyst for
sustainable hospitality development through 2030 (Scharfenort, 2017). This planning unfolds
processing related to promoting engagement in both the design of a desirable development of
overall infrastructure of this sector in future. This process will help their current stakeholders’
communication in a more effective way.
The interactive tourism planning highlighted in the above section of this report underlines the
fact that current tourism related planning are incapable of capturing many short and long-
term objectives for developing sustainability and profitability in future (Mason, 2015). This
planning would be helpful in fulfilling sustainable application or use of recent environmental
and natural resources of this country. Moreover, travel and tourism safety is also underlines
through this planning. Safety is unfolded in terms of financial development and better
communication with the stakeholders. With the help of the interactive planning discussed
above Qatar could maintain an effective planning between the stakeholders as well as
government, which would in turn is helpful in achieving some deficiency of meeting the
environmental benchmark of the country. Additionally, this interactive planning will also be
productive in ensuring proper sustainable plan for the future that would help in gaining more
attention of tourists coming to their land from different parts of the globe.

P 2.3 Evaluate different methods available to measure tourist impact with reference to
Qatar
Evaluating various methods accessible to measure travel and tourism influence with reference
to Qatar is discussed below,
Environmental impact studies
Burt et al. (2017) have studied that current and future plans related to tourism in Qatar has
different layers of impact on the country’s environment. These studies show exquisite impact
of travellers on environment of the country. Planning discussed above helps in determining
information regarding available natural resources for sustainable travel and tourism growth
for Qatar. Although environmental impact is a vast area and despite this fact the government
of Qatar must implement policies that would ensure reduction of effects on the climate,
culture, lifestyle due to tourism development.
Preservation, conservation, new builds
According to the current sustainable tourism plan of Qatar, it could be said that this plan has
three key components namely preservation, conservation and new buildings. This plan is
effective in preserving indigenous culture, environment by protecting people, their lifestyle,
culture, habits and practices that are points of attractiveness to travellers. Conservation of the
growth of travel and tourism infrastructure could be achieved with this plan and on the other
hand, new sustainable long-term growth and financial diversification within 2030 to be
attained by the hospitality industry of Qatar through this plan.
Cambridge Economic Impact Model
This model is an industry respect technique that is helpful in calculating the tourist influences
on Qatar. Key focus of this model according to Pratt (2015) is concerned with the financial
impacts of hospitality business in increasing GDP as well as annual income of the country.
This spreadsheet model is helpful in producing estimation from existing local and national
documents of level of tourism in this country. In a nutshell, this model is helpful in measuring
the power of total tourism spend in Qatar along with income generations to develop country’s
profitability. Moreover, this plan is effective in developing stability of travel and tourism in
Qatar within 2030.
11
Document Page
Social impact studies
Like the environmental effects, this model is helpful in developing awareness of people as
well as travellers regarding preservation of culture, habits, lifestyle of inhabitants of this
country along with education them how to reduce harmful effects on the society by various
environment friendly processes (Pratt, S., 2015).

Task 3(LO3, 3.1, 3.2, 3.3, M1, M2, M3, D1, D2, D3)
P 3.1 Justify the introduction of the concept of sustainability in tourism development
with reference Qatar
According to Crane and Matten, (2016), sustainability in tourism is a concept reflects
development procedure that exhibits on the social, environmental, economic development of
a company, sector or particular country. On the other hand, Mowforth and Munt(2015) have
stated that core concern of sustainability is to increase use and application of different
resources in tourism development. In this study, the sustainability issue if focused in relation
to Qatar and their tourism development. Justifications are given below,
The Triple Bottom line theory: According to this theory, there are three different
dimensions involved in the tourism planning of Qatar namely, environmental, financial and
social. Gonda et al. (2015) has considered that social performance level could be developed
through this sustainable planning in Qatar. The performance level could be evaluated through
increasing level of education, access to social resources, quality of lifestyle, equality in
society, health and safety of Qatar. On the other hand, environmental dimension is another
bottom line as per this theory focuses optimal utilization of natural resources. Through this
planning energy consumption, quality of air and water could be balanced. More or less, this
planning could be helpful in reducing overall environmental pollution of this country. As per
observation of Mowforth and Munt(2015), financial development is targeted to increase
financial diversification within 2030 including reduction of interest rate, income, employment
factors and others.
Brundtland report: Formerly renowned as WCED (‘World Commission on Environment
and Development’) is concerned in uniting countries to ensure sustainable development
together (Lukman, et al., 2016). Through this report, this planning of Qatar for sustainable
development of tourism industry is effective to make an example of how sustainability in
their tourism business could be adopted by different countries to maintain and pursue an
effective as well as green policy for travel and tourism business growth.

P 3.2 Analyse factors that may prevent/hinder sustainable tourism development with
reference to Qatar
Factors that may hinder or prevent sustainable tourism development in Qatar are discussed
below,
Highlighted environmental issues are entirely detached from corporate values for that
successful implication of sustainable policies is at the mercy of faiths and values of
the natives. Challenges could be developed due to biased and unsupportive nature of
the management that limits possibility sustainability. In an off chance where people
refuse to identify necessity of changes, they neglect important practises (Visitqatar.qa,
2018).
On the other hand, sustainable tourism plans, implementation cost and maintenance
costs are sometimes inexpensive. Organizations calculate effectiveness of sustainable
growth of travel and tourism business by computing the profit generated per consumer
that totally disregard the development of their customers, mainly travellers visiting to
their countries (Visitqatar.qa, 2018).
Lack of education and awareness of people of Qatar could be a serious difficulty in
this regard. Suppose, if the education level of people in this country is low, it could
impose harm on the social development of tourism in Qatar. On the other hand,
unavoidable climactic changes such as environmental pollution, wastage of
environmental and natural resources are serious challenges of environmental
sustainability with respect to environmental factors involved in Qatar (Visitqatar.qa,
2018).
Therefore, from the above analysis, it could be said that awareness and predictions associated
to possible challenges should be measured by the organizational management and proper
training should be provided to their employees to prevent challenges as well as unnecessary
circumstances in implementing the sustainable travel planning in Qatar.
14

P 3.3 Analyse different stages in planning for sustainability with reference Qatar
Different stages in planning for sustainability with reference to Qatar is listed below,
Introducing regulations in the planning process for sustainability
As stated above the government of Qatar must think about regulating rules and various laws
that would be fruitful for developing sustainability in this sector. The government should
think about impacts of the regulations on the local market growth and on the national
economy. For instance, the hospitality industry in Qatar is mostly dominated by the foreign
groups and franchisees. Rules and regulations related to the foreign groups need to be more
strict in order to give more power to the local groups related to hospitality business in Qatar
(Visitqatar.qa, 2018).
Enhancing participation
Local government as well as the national government of Qatar need to enhance participation
of organizations involved in the travel and tourism sector through implementing new
projects. New projects should be connected to components such as Innovation, Destination,
Community, Environment, and People management in travel and tourism. All these
components are related to the Green projects that reflects sustainable needs in the hospitality
sector (Visitqatar.qa, 2018).
Travel and tourism management planning
This process carries the determination of current as well as future possibilities of
development in the Hospitality industry of Qatar. Again the government in this country
should come up with efficient strategies and planning that could be helpful for local market in
the tourism industrial growth.
Programs and events for development
As stated previously in this study, Qatar government should launched different training and
development programs to educate people about developing awareness in sustainability
(Visitqatar.qa, 2018). In this project both the citizens and employees in hospitality industry
should be included.
15

Task 4(LO4, 4.1, 4.2 and 4.3, M1, M2, M3, D1, D2, D3)
P 4.1 Evaluate methods of resolving a
conflict of interests to ensure the future
wellbeing of a developing tourism
destination such as Qatar
In travel and tourism industry conflict of
interests among stakeholders poses a
serious threat to the overall development in
this industry. As cited in the case study,
Qatar government is targeting to
implement policies as well as strategies to
develop sustainability in their existing
travel and tourism business structure
(Telfer and Sharpley, 2015). These
strategies and policies are eventually prone
to developing conflict of interests among
stakeholders and other parties involved in
the hospitality industry of Qatar. The
government should evaluate methods for
resolving these conflicts in an effective
way. All these methods are listed below,
Developing guest-host relationship
Relationship between Host and Guest
communities or countries forms the basis
of tourism. While a more revised version
provides more space to the critical
international as well as local political
economies of travel and tourism within
that socio-cultural communications are
embedded (Musinguzi, 2016).
Administration of Qatar should strengthen
the local sector and encourage traditional
art and craft. This policy should develop
socio-cultural lifestyle and interests of
both host and guests.
Engagement of stakeholders
Engagement of stakeholders in travel and
tourism business of Qatar could be
established through involving them in
decision-making process of the industry.
All the decisions including implementation
of new plans should be of an agreement
basis (Musinguzi, 2016).
Reducing environmental impacts
Qatar government should identify off
seasons in which different organizations
could make and environment
replenishment can take place. During this
time waste management should be done
effectively for reducing negative impacts
on environment.

Global awareness and sustainable
development initiatives
Qatar government should try to produce
strategies relate to global awareness and
sustainable developments initiatives to
implement sustainable long-term
development and economic diversification in
their country (Musinguzi, 2016).
17

P 4.2 Analyse the implications of
balancing supply and demand with
reference to Qatar.
There are some basic rules of supply and
demand. These are increased of demand
and unchanged nature of supply leads to
increase in price of products and services
provided by the organizations. On the
other hand, decrease in demand and
unchanged supply will result in surplus
and eventually leads to lower price level.
These factors are directly related to the
hospitality industry as well as the case
study of Qatar (Telfer and Sharpley, 2015).
Development at a tourism destination such
as Qatar is shaped by the demand for
tourism in that country. In this way,
demand for tourism in any country is
produced by the tourism opportunities. It is
evident from the case study that Qatar
government is targeting to bring change
trough implementing sustainability in their
current tourism practices. For a tourism
destination to succeed, it is significant to
deliver a quality product based on
sustainable policies required for tourism
development.
The same would be offered for all costs so
that employee of each socio-economic
status could opt for the services. The
organizations should not provide delayed
service, which imparts less pleasure to the
travellers. Enclave tourism should be
avoided for valid reasons in Qatar that are
high level of leakages, limited benefits for
communities on the local level as well as
limited communications between host and
guests. In order to keep a more effective
balance between the sustainability demand
and supply of tourism, Qatar government
should ensure development in
infrastructure, attractions management,
promotional events, both online and
offline, superstructure, balance between
demand and supply, pressure on finite
resources related to tourism business in
Qatar (Telfer and Sharpley, 2015).
18
Document Page
On the other hand, tourism, like all other
service sector supply chains, operates
through business to business relationships
and supply chain management could be
implied in order to deliver sustainability
performance developments alongside
economic performance, by processing to
develop the business tourism functions of
each supplier in the supply chain. The
government of Qatar should implement
imposition on tourist arrivals as well as
foreign investments.

P 4.3 Evaluate the moral and ethical
issues of enclave tourism in Qatar
The tourism in Qatar has not highlighted
any such policies separately for ‘enclave
tourism’ yet. However, there are some
specific companies in this industry that
have come up with various policies related
to facilities and development, which would
help travellers attain effective and enriched
experiences. The local authorities
evidently lack and in fact have lesser
opportunities to participate as well as help
travellers to experience ‘enclave tourism’
according to their new sustainability
tourism plan (Sharpley and Harrison,
2017).
As per the current plan, local
government’s fund allowance is not
properly done for this purpose. On the
other hand, moral and ethical issues related
to the enclave tourism in Qatar would shed
impact on the local community as enclave
tourism usually provides benefits for the
local community outside the all-inclusive
places as travellers barely leave the
premises that prevents an informal tourism
industry to develop. Enclave tourism is
helpful in developing employment
opportunities that would increase income
of local communities. On the other hand,
enclave tourism is destructive for the
culture and environment involved in local
community as stated above.

Task 5 (LO5, AC5.1, 5.2, M1, M2, M3, D1, D2, D3)
P 5.1 - Compare current issues associated with tourism development in a developing
country and an emerging destination where the impacts of tourism are different.
Elements Emerging country (Qatar) Developed country (Bhutan)
Economic Backed by the coordinated government strategy in
sustainability and string investments in the core
financial enablers like infrastructure, Qatar’s tourism
sector continues to develop at a steady clip
(Visitqatar.qa, 2018). Since 2010, this country has
seen arrival numbers of travellers develop more than
above 72% to meet 2.93m within 2018. Current
financial contribution of this sector hits QR39.5bn
($10.8bn) in 2014 (Visitqatar.qa, 2018). This
economic growth indicates to the fact that Qatar has
an effective prospect in the tourism business.
Economic conditions in this country is
stable as well as tourism is a major
contributing factor in the country’s
GDP delivering countless opportunity
for employment and generating extra
revenue for the government
(Tourism.gov.bt, 2018).
Socio-
cultural
On 2 December 2010, this emerging country
surprisingly won the bid for 2022 FIFA World Cup;
therefore, becoming first Middle Eastern country
selected to host in the international festival of this
‘royal football league’. This incident highlights
Qatar's National Vision 2030, a project for
environmental, social as well as human development
in future (tandfonline.com, 2018). This incident is
directly projecting the fact that, this emerging
country has enough opportunities to develop their
tourism through sports events.
The sustainable tourism policies in
this country reflect the fact that there
is an effort of creating balance
between the economic, cultural and
society (Tourism.gov.bt, 2018).
Environm
ental
As per the current scenario in tourism business in
Qatar, it is noticed that hotels are deliberately
implementing various green policies to reduce carbon
footprint effects on environment, a more which not
only helps preserves the environment along helpful in
enhancing business operations. These efforts of
government and hospitality organizations in Qatar are
projecting effective conditions of their tourism
On the other hand, government of
Bhutan is always been careful about
the unrestricted flow to travellers
could have negative influences on
their pristine environment. For that
Bhutan government has taken
initiatives for protecting more than
50% of their land’s natural conditions

business (Gulf-Times, 2018) and these are designated as protected
in national parks, biological corridors
and nature reserves (Tourism.gov.bt,

said that current economic condition
in this country is effective for their
tourism development.

P 5.2 – Evaluate, with recommendations, the future development of tourism in these
chosen destinations.
Recommendations for Qatar
As per the above documentation and information provided in this study, it could be said that
the sustainable tourism policies projected by the government of Qatar should be implemented
by analyzing all the economic, social as well as environmental impacts on this country.
Government should be more careful about implementing strategies that could help
stakeholders and suppliers of their national travel and tourism business. On the other hand,
organizations involve in the hospitality business should be more careful in developing
interests of their employees in new projects.
Recommendations for Bhutan
According to the above discussion regarding hospitality business in Bhutan, it could be said
that government of this country is already careful in delivering facilities to their employees
and stakeholders along with enveloping sustainability in their tourism business. In future,
government could concentrate in increasing more employment opportunity and training and
development policies for their employees in regard of sustainable tourism.

Conclusion
Therefore, to be concluded, this study has underlined areas connected to the Sustainable
