Tourism discussion paper introduction and identification
Tourism discussion papers are very much important for the effective evaluation of policy
cycles concerning tourism. Policy cycles are important as they describe the development of
issues starting from the initial idea formation through the different implementation phases
towards the framing of ideas that are newer and effective. The policy cycle goes through many
phases that determine its essential value. There are two tourism related discussion papers that are
being considered in the study to evaluate their effectiveness in the consultation phases of the
policy cycles. The two tourism discussion papers are National Heritage Tourism Summit
Discussion Paper and Growing tourism in the Bega valley shire economy. Both the tourism
discussion papers are based on tourism in Australia. National Heritage Tourism Summit is in
regards to the development of heritage tourism in Australia. The study is related to the formation
of essential plans that can help in the optimal development of heritage tourism in Australia. The
Growing tourism in the Bega Valley Shire Economy is concerned with assessing the growth of
tourism economy in the Bega Valley Shire region of Australia. Along with the same the
discussion paper also analyzes the effectiveness of the partnerships that have been formed
between the Sapphire Coast Tourism, Bega Valley council and the various business and
community groups that are present in the region. The role of tourism in the development of the
social and economic factors that are essential for the wellbeing of the communities of Bega
Valley are analyzed through the paper. Both the papers are concerning the development of
tourism and the role that the various stakeholders have to play in the same. The issues that are
highlighted in both the discussion papers being considered are important in the context of policy
planning cycles. This has helped to understand the prospects of policy planning cycles in view of
tourism development.

Critique on the structure
The policy planning cycle is important for the effective development and implementation
of policies. The importance increases further in regards to the development of essential policies
that can be beneficial for the larger number of stakeholders concerning the tourism industry. The
policy cycle consists of some of the most important values that need to be considered. They are
action, analysis of situations, financial assessment, assessment of constraints, change oriented
strategies, implementation, monitoring and evaluation and establishment of the vision.
Establishment of the vision is one of the most important part of the entire process as it guides the
entirety of the tourism planning and implementation process.
The National Heritage Tourism Summit discussion paper follows a systematic structure
that helps to bring out the most significant information and implications from the entire study.
The structure focuses on the different aspects that are required in accordance of the policy
planning cycle. In accordance of the same the vision is provided at the very beginning. The paper
focuses on the national trust movement for the creation of a strong heritage tourism experiences
as the trust movement is the custodian of the heritage of the country. The guiding principles and
the alignment with the important goals are provided subsequently. The strategic direction are
provided, the challenges and opportunities are identified and the actions and steps are very
effectively discussed.
Growing tourism in the Bega valley shire economy discussion paper is also very
systematically structured. The introduction is provided, the statistical data are given in
accordance of the visitor data and the source market and the trends are provided. The structure of
the paper makes it efficient for the better presentation of statistical data concerning tourism. The
strategic directions that are to be taken are very effectively described. This is in line with the

policy planning cycles. In accordance of the same the financial aspects are discussed, the strategy
formations have been described and the opportunities for further development have been
identified.
Critique on content
Discussion of the important stakeholders through the content are important aspects to be
considered in case of the discussion papers. This helps to create a better understating of the
people that are essentially involved, functional and affected as a result of the planning and the
implementation processes.
The stakeholders are sufficiently presented and discussed in the national heritage tourism
oriented discussion paper. The stakeholders that are mainly present are the national trust
movement, communities around the various heritage sites in Australia, the government, the
visitors and the various national heritage organizations. The important factors that concern the
people are effectively discussed. The stakeholder analysis is done without any separate structure
but intrinsically within the paper. The stakeholder analysis helps to understand the importance of
the development of heritage tourism in the country. It is important to note that the national trust
movement, communities around the various heritage sites in Australia and the government are
considered to be the most important stakeholders. On the other hand the visitors have been
discussed as stakeholders that can positively affect the other stakeholders that have been
identified. In essence, the sufficiency of the stakeholders make the work very important.
The stakeholders are very effectively identified in the Growing tourism in the Bega
valley economy discussion papers. The stakeholder mention and analysis is sufficient. In the
very beginning of the work the Sapphire coast tourism, the Bega valley council, the business

groups and the communities have been very effectively identified as the main stakeholders. It is
important to consider that all the stakeholders have been much effectively defined and evaluated
throughout the discussion papers. In this case the content can also said to be very effectively
presented. This has contributed greatly towards the effectiveness of the study. Hence, the
discussion paper can be said to be very effective in regards to the identification of the most
important stakeholder groups and content wise.
Comparison and contrast
In regard to the structure of the papers both the papers have been very effectively
presented. However, in terms of facts and figures the Bega valley related discussion paper has
been more effective than the heritage tourism paper. In this case the structure is effective towards
determining the value of the aspects that are importantly connected with the research. Moving
forward both the research studies are important in the determination of value. The structures of
both the studies have been effective towards the determination of the important facts that are
associated with the study. The heritage tourism has been more effective in structurally
determining the effectiveness of the study.
The quality of both the discussion papers considered has been good. They have added
essential value towards the learning and development of tourism related activities. Both the
papers have very effectively presented data. However, the better quality of the Bega Valley
discussion study has contributed to the specific understanding of the topic. The quality has been
important as the presentation of data in both the papers have been very much accurate. In terms
of the relevance of the facts and the analysis of the same both the papers have lived up to the
reputation of high value discussion papers.

In terms of the effectiveness of the study both the study have been effective in bringing
out the best possible information from each other. In this sense the studies have been able to
point towards the most important facts. The development of the heritage oriented aspects have
been much clearly discussed through the heritage tourism development topic. The Bega valley
discussion paper has been effective in developing deeper understanding of the issues that have
historically affected the Bega valley tourism development. The identification of the opportunities
have helped in forming effective growth paths in the future. The meanings of the studies have
been much effectively brought forward.
Reflection
The critique and the comparison has helped me to gather essential knowledge about the
tourism related issues, aspects and factors. It has been much effective towards the determination
of value of the tourism activities that take place. Personally, I have also been able to understand
much about the structure of good discussion papers. It is important to consider that both the
papers have been essential for the development of important values. The critique has given me
enough confidence to analyze similar papers in the future. I have been able to develop better and
more essential values in regards to the discussion papers. My awareness about the heritage
tourism of Australia and its growth prospects in the future have been greatly improved. My
awareness of the tourism growth in various parts of Australia and the impact on the local
communities have also been increased. In the future understanding the concepts that are
intrinsically related with the policy planning cycles and structuring of the discussion papers
would help me to write my own discussion papers. The presentation of information becomes
much important in the context of the discussion papers. I would keep this in mind while writing
my own discussion papers in the future preferably on the topic of tourism. In essence the entire
