in the conservation of heritage and cultural resources have two main vial elements. First is that,
it has a negative aspect which is increasing number of customers will impact the infrastructure
development of culture and heritage of that area. The second aspect is positive which is that
increasing number of travellers will increase the revenues of the government and this will also
increasing the standard of living of the local people, various facilities of citizens and ,many
more. So in this situation there is need to use a balance approach which will help in earning a
high amount of revenues and at the same time will maintain the flow of visitors in that area.
For solving the conflicts it is very necessary to first identify the main stakeholders included in
the whole. As per the given case study large number of individuals are there which are included
in the process such as investors, government, communities, travel agencies, global community,
environmentalists and tourist. Main reason behind rising the conflicts is due to initiate of
various projects by the government in that region. Projects such as road building and resort
Lhasa paradise are build by the hotel group. Further they are trying to renovate the Barkhor
town and at the same time doing efforts for building the theme park. All these are the main
issues raised by London based NGO and stated that all these projects are main threat to the
cultural and heritage values and this will impact their religious sentiments.
Further various points are stated by the NGO in order to boycott the project from Tibet. Main
reason of this was The Resort in Paradise and IHG hotels was ignoring the rule of government.
Further they describe the establishment of hotel in the Barkhor district with the aim of utilise all
the resources.
