INTRODUCTION
Tourism refers to the social phenomenon in which there is movement of people from one
place to another so they can enjoy their time when they are out of their home town. Tourism is
one of the major economic force in the whole world which is helpful in resolving several critical
issues (Chen, 2019). This industry has power of delivering a significant amount of earnings to
the economy and the country in which the industry operates. In this report poverty is the critical
issue that is taken and this issue impacts the society. This critical issue is faced by Blackpool
which is a town based in England, the ways in which tourism can eradicate this issue is discussed
along with the effectiveness of the steps taken to resolve the issue is taken. Further in this report,
the recommendations are also given so that the issues that the city is facing can be addressed in a
more effective manner.

The critical issue and its impact on the society
The critical issue that is identified in this report is Poverty, this is a state in which a
person or group of person is lacking in maintaining minimum standard of living and have no or
minimum financial resources. This generally happens when the people don't have a job or a very
less paying work. Eradicating poverty is one of the major issue on which several NGOs and
government is working in order to remove the negative impacts from the society. Due to poverty
there are several issue such as health accidents and poor housing problems which impacts the
survival of the people. Poverty is a major issue for the society as it has power to destabilize the
whole economy of the country. Due to poverty in Blackpool there are several people in the town
who die due to hunger (Goel and Karri, 2020). Child labour is another major issue that is faced
by the country due to poverty, child labour in the town is high as people don't have money for
education and they send their children to work in the sites so that they can earn money to meet
the basic requirement of the living. As the youth is not getting educated, it is putting a bad
impact on the society because the youth is treated as the future of the society and if they are not
full of information then they won't be able to bring any innovation in the society. Another major
impact on the society is that the people living under the poverty line are unable to get access to
the basic living requirements, therefore this unequal distribution of wealth among the society

promotes the concept of crime. Crime is one of the major problem which is seen in Blackpool
due to which many people of the town are suffering and this is overall impacting the image of the
town. The high crime rates is not good for any society and this can be dealt if the issues of
poverty are solved by the government.
The destination business in the town can be used to address the issue that is faced as there
are several people who are associated with the tourism industry. The stake holders of the
business that can help in eradicating the issue of poverty are discussed below: Government- They hold the power of building the economy by several means and if they
come up with several plans to address the issue then the town can lower the poverty rate
by ten folds (Espinoza-Delgado and Klasen, 2018). They can take the initiative of
developing schools, hospitals, living spaces and other services so that the poor people are
able to meet their basic requirement of meeting the daily needs. Food, shelter, water and
health services are major issues that the poor people faces and if the government can
develop services where they are able to treat even half or one fourth of the whole
population under the poverty line then the percentage can lower at a rapid rate.
Government can use the funds that they have generated from the tourism activities in
betterment of the society by providing the poor people with basic necessities. NGO's- Another major institution that can address and eradicate the problem of poverty
is the non government organisation that works for the betterment of the society and not
for the generation of profits. These organisation can develop ways in which the tourism
industry can help the town in addressing the issue of poverty. The main motive of these
types of institutions is to remove the problems that are faced by the people living in the
society so that everyone can get access to the basic necessities. They can develop more
and more tourism activity so that many people associated with the those activities can get
benefited.
 Major business persons- There are several people in the town that operate successful
business and generate good amount of revenue. They can majorly contribute in the
process of removing poverty as they can elevate several programs in the hospitality
industry through which several types of job roles are created in the environment. Further
the employment ratio increases which helps the poor people in earning money and further
they send their children to schools so that education can be promoted among them and

child labour is stopped. The employment directly contributes to the fulfilment of the basic
needs and necessities of the people.
Tourism and its interrelation with the issue
Tourism is one of the major industry which has developed over the time and has generate billion
of revenue in UK. Tourism includes several types of activities and these activities generate many
types of jobs which eventually contributes to the employability. Blackpool is a small town based
in UK which has a few tourist spots, the town can arrange the travel facilities and invite more
and more tourists in the city. Tourism industry can provide the people of that town with not just
materialistic gains but also cultural pride and economic values as well. Tourism can generate
several types of jobs which will help in removing the problem of the unemployment from the
town. The past data suggests that tourism is able to generate more than million jobs in an year
and hence the town can also promote tourism in the famous activities so that they can also
generate good amount of jobs for every type of people that is qualified and non qualified. Further
the industry can help remove the poverty in so many ways as tourism will bring money in the
town which can be used by the government in development of schools, hospitals etc and these
government institutions will promote no fee structure for the people who come under the poverty
line, this will directly help in enhancing the education rate and the health quality if the people in
the town. Enhancing the health care services with the amount that the government raised from
the tourism services would help in lowering the fatality rate as the poor people will get the
treatment for free which will solve a major issue. Further the steps taken to remove poverty are
discussed below: Encouragement of the purchasing goods and services locally- The goods and services
that is required in the tourism activity should be bought from the local sellers as this will
bring money in the town and the overall money circulation will increase which will
somehow improve the poverty structure of the town( Khurramov, 2020). Blackpool can
further develop more tourist spots by using the services and goods of the town only, this
will help in increasing the revenue of the local people of the town and further the
developed spot will be used by the government to earn money from the tourists. Then the
government can use that money in betterment of the society and the issue faced can be
lowered and removed by the situation.

 Promotion of local ownership in developing the hospitality industry- As more and more
resorts and hotels are made in the town, that will directly decrease the issue as these
hotels, motels and resorts will require manpower requirement in different types of
functions and areas which will help in hiring people from the town according to their
qualification (Churchill , 2020).
 Strengthening the collaboration between the local communities and tourism industry-
Not every business requires high investment of money, the locals of the town can come
up with the street foods and other services so that they can earn money from the tourists
that are visiting the town. The people from the town should understand the need of the
industry so that they can take good advantage of the situation and earn money which will
enhance their way of living.
Effectiveness of the step taken to remove the poverty issue
 The employment generation step taken is effective as the majority of the people will start
earning from the job and this will help town in overcoming the challenge of poverty that
the country is facing. Poverty will be reduced as most of the youngsters will get a job and
they will be able to meet the basic requirements of the family. Poverty is one of that issue
that is generated in the society as people don't have work to do that will pay them. The
effectiveness can easily be analysed as the impact can be seen on the families that are
earning from the job (Winter, 2020). Employment is one of the most proven technique
that helped the places in getting out of the poverty line, the majority of reason of falling
under the poverty line is due to the unemployment and illiteracy.
 As more and more tourists spots are built it will enable the government of the respective
town to generate more and more revenue through the tourism activities. The generated
revenue can be very helpful in elevating the society and the concept of poverty can be
removed at a good extent. The government can use that funds in developing several types
of tourist spots and activities in the town. Which will attract more tourists which will
enable more source of earning from the tourists. After establishing enough sources to
generate revenue in the town, these funds will be used in building schools, hospitals and
other basic necessities. This step is been used in several cities and those cities were able
to lower the poverty rate by a big margin.

 Hospitality and tourism industry as a whole has contributed a lot in removing the critical
issue from the society. The whole sector is booming and has directly contributed in
elevating the economy of the country as well.
Recommendations to address the poverty issue Improving the training of farmers- Agriculture is one of that sector that can help many
families in earning a living out of it. Farming can help many people living in the town as
those people will earn enough money through activities that they will be able to fulfil
their basic needs. Reinstating of good healthcare facilities-The healthcare facilities is one of the major
area that can help in eradicating the problems that are cause to the people of town due to
poverty (Singer, 2019). Better hospitals with all the required facilities can assist in
removing the death rates due to non treatment of diseases that happen because lack of
fund.
 Promotion of local goods and services- If everyone in the town will promote the local
services and good instead of buying imported goods from the other cities then it will
assist the local sellers and they will earn money which will directly contribute in lowering
the poverty rate in the town.
 Make education a priority- A huge factor which helps in resolving the poverty is
education. Lifting a town out of poverty line is majorly dependent on the literacy rate in
the town. The factors that help in developing a good education institution are proper
hygiene, educating females equally, gender equality, economic factors and investing in
resources for schools (Stone, 2019).. To better the school system in developing nations,
not only do the resources and school building need to be improved, but the teachers need
to be trained properly and paid.
CONCLUSION
From the above report it can be concluded that poverty is one of the major critical issue
that is faced by several cities in UK. One such city which is facing this issue is Blackpool and
due to this issues there are several types of problems that are faced by the society. Tourism and
hospitality industry can address this issue as there are several ways in which the city can elevate

the poor people through this tourism industry. This sector can develop several opportunities for
the people who are living under the poverty line which will help in elevating the people of the
society. Tourism and the poverty is two related concept which can serve the purpose of
delivering the solution of the issue that the town is facing regarding the poverty.
