Abstract
This study examined the role of total quality management in measuring and improving the
supply chain practices. The Nigerian oil and gas industry have been chosen as the case study
for evaluation. In international markets, only quality is not enough; supplying products at
appropriate cost, time and place is critical to developing sustainable competitive advantage.
The objectives, research questions and hypothesis has been developed effectively in the
research. The literature review had critically analysed past literature to understand the
importance of supply chain management and total quality management in oil and natural gas
industry. The research methods, frameworks and tools had been developed based on the goals
of the research. The data had been collected from 100 employees and 12 managers working
in NNPC and SPDC. The research used a mixed method analysis to find out that there is
significant positive relationship between total quality management and supply chain
management. The qualitative analysis of the data also showed that elements of quality
management are essential for developing effective supply chain.

1.1 INTRODUCTION
This study has aimed to examine the role of total quality management in measuring
and improving the supply chain practices. The Nigerian oil and gas industry have been

have been using effective supply chain management and total quality management to
strengthen the performance of their organizations. Companies face tremendous challenges in
implementing supply chain management and total quality management simultaneously as it
increases the scope of operations and requires additional resources in order to address both
internal and external business functions.
1.2 BACKGROUND AND NEED FOR THIS RESEARCH
The companies in the oil and gas industry have been facing challenges in developing
effective supply chain management practices due to the complexity in the three stages of oil
production, extractions, transportation and refining. The oil and gas companies have been
under the scrutiny for being the primary industries to contribute to the pollution in the
surrounding environment and causing harm to the society at large (Psomas & Jaca, 2016).
Moreover, there have several accidents in upstream, downstream and midstream activities in
various oil and gas companies which has had hazardous effect on the society and
environment as a whole. Niger Delta can be considered the most crucial region for the
production of oil in Nigeria and at the same time, it can be considered as one of the most
polluted regions all over the world. A report made by UNDP suggested that the number of
oil spills from 1976 to 2001 is 6817 which accounted for the loss of more than three million
oil barrels. The shocking fact was that the 70% of the spill was not recovered (Amnesty.org.
2019). The report also stated that 69% of the spills occurred offshore, 6% on land and
remaining on swamps.
The analysis of the incidents shows that 50% of these spills were result of tanker and
pipeline accidents and out of the remaining 50%, oil production operation, sabotage and non-

suffers from the rise in oil prices in the global market as they lack the capability of producing
their domestic consumer and have to import fuel products resulting in more expenditure than
income. There are four major refineries in Nigeria, the Kaduna Refinery, Petrochemical
Company limited and two in Port Harcourt (Udo, 2019). However, none of these refineries
have been able to reach 50% of their capacity in the year of 2017 (Udo, 2019). The refineries
in Nigeria have suffered from the lack of adequate maintenance for decades and this has
resulted in gross poor performance. NNPC have been trying to address this issue by seeking
financial advice in order to rehabilitate the plant so that they can atleast reach 90% of their
full capacities by the end of 2019 (Udo, 2019). However, it is unlikely and almost impossible
achieve this feat within such short time frame. Some experts suggested that revamping and
refurbishing of the refineries would almost a decade. This shows that the supply chain
management and total quality management is highly critical for the companies in Nigeria to
not only develop sustainable practices but improving the efficiency and quality of services.
1.3 OBJECTIVES OF THE RESEARCH

CHAPTER 2: LITERATURE REVIEW
2.1 INTRODUCTION
This chapter has critically evaluated past literature in the field of total quality
management, supply chain management and supply chain quality management to highlight
the nature and degree of relationship between these components of supply chain. Companies
are continuously searching for options that facilitate in developing effective services and
products to satisfy the needs of the consumers (Prasad et al., 2018). Developing an effective
supply chain management is one of the most viable options of improving service and product
quality and gaining sustainable competitive advantage in the market. Emmett and Crocker,
(2016) stated that SCM and TQM are not just tools and techniques, they are philosophies in
management implemented to develop large scale management systems consisting of various
practices and policies. Consumers require better quality products at cheaper prices at
reasonable amount of time which can be achieved by using TQM in supply chain integration.
There has been several countries that have implemented total quality management as a
holistic framework by developing nationalised or internationally recognised awards (Seth et
al., 2018). These framework are guidelines for the companies to enhance their performance,
especially in case of business and customer results.
In majority of the developing countries, bureaucratic style of management has
hampered the growth of the organization and major transformation is required to improve the
quality of the operations (Prajogo, Oke & Olhager, 2016). Sustainability and measures to
sustainability are a key component of TQM as it is essential for companies to reduce the
harmful impact on the society and surrounding environment (Emmett and Crocker, 2016).
Occupational safety is another key concept in the modern oil and gas industry and
implementation of total quality management is relatively a new concept for various
companies. This literature has focused on articles related to supply chain management and
total quality management to understand the mutual relationship between the two variables.
2.2 TOTAL QUALITY MANAGEMENT
Research conducted in the past decades have highlighted that total quality
management has been beneficial to organizations as it has assisted in improving the quality of
services and products which in turn has facilitated the companies in delivering superior
quality services and products to their consumers (Psomas & Jaca, 2016). This indicates that

CHAPTER 2: LITERATURE REVIEW
2.1 INTRODUCTION
This chapter has critically evaluated past literature in the field of total quality
management, supply chain management and supply chain quality management to highlight
the nature and degree of relationship between these components of supply chain. Companies
are continuously searching for options that facilitate in developing effective services and
products to satisfy the needs of the consumers (Prasad et al., 2018). Developing an effective
supply chain management is one of the most viable options of improving service and product
quality and gaining sustainable competitive advantage in the market. Emmett and Crocker,
(2016) stated that SCM and TQM are not just tools and techniques, they are philosophies in
management implemented to develop large scale management systems consisting of various
practices and policies. Consumers require better quality products at cheaper prices at
reasonable amount of time which can be achieved by using TQM in supply chain integration.
There has been several countries that have implemented total quality management as a
holistic framework by developing nationalised or internationally recognised awards (Seth et
al., 2018). These framework are guidelines for the companies to enhance their performance,
especially in case of business and customer results.
In majority of the developing countries, bureaucratic style of management has
hampered the growth of the organization and major transformation is required to improve the
quality of the operations (Prajogo, Oke & Olhager, 2016). Sustainability and measures to
sustainability are a key component of TQM as it is essential for companies to reduce the
harmful impact on the society and surrounding environment (Emmett and Crocker, 2016).
Occupational safety is another key concept in the modern oil and gas industry and
implementation of total quality management is relatively a new concept for various
companies. This literature has focused on articles related to supply chain management and
total quality management to understand the mutual relationship between the two variables.
2.2 TOTAL QUALITY MANAGEMENT
Research conducted in the past decades have highlighted that total quality
management has been beneficial to organizations as it has assisted in improving the quality of
services and products which in turn has facilitated the companies in delivering superior
quality services and products to their consumers (Psomas & Jaca, 2016). This indicates that
firms’ performances have been enhanced by effective implementation of total quality

management. Aquilani et al., (2017) stated that in recent years, there has been significant
increase in awareness towards total quality management due to the intense competition in the
global market, rapid transfer of technology and increase in consumer’s consciousness of
product and service quality (Obeidat et al., 2016). This is the reason that majority of the
companies are implementing total quality management to attain sustainable competitive
advantage in the market.

providing effective training and development programs to the workforce so that they can gain
the required technical skills to improve organizational processes. Aletaiby, Kulatunga and
Pathirage, (2017) found out that the perception of the workforce towards quality of service
and products results higher commitment towards the organization and better organizational
processes. Psomas & Jaca, (2016) opined that the organizations have the ability to make
changes or alter definition of total quality management, there are multiple ways of
implementing these principles to the organizations.

strategy to enhance the quality within a firm. Honarpour, Jusoh and Md Nor, (2018) stated
that total quality management is a continuous process that aims to improve the quality in all
the activities and processes within a firm. The ultimate goal of total quality management is to
develop an organizational culture and management system that ensures continuous
improvement and customer satisfaction (Fisher, 2019). Total quality management was first
introduced in Japan which focused on customer centric and continuous improvement,
supplier partnership, cellular manufacturing, just-in-time production and quality circles. The
global acceptance and acknowledgement of the total quality management philosophy was
widely accepted in the later part of the 19th century when the global industry giants realised
that Japanese companies have been able to match up the quality of production to the market
leaderships (Fisher, 2019). The popularity of quality management spread to different parts of
the world which led to different quality management standards and ISO-9000 series is the
most notable and acceptable in the global market.

advantage and performance. On the contrary, Tarí et al., (2018) stated that implementation of
ISO 9000 is not always aligned with the implementation of total quality management and
implementing ISO 9000 may not contribute to the quality improvement without TQM. Lo
and Yeung, (2018) argued that ISO 9000 certification had no significant impact on the quality
management practices in Singapore. ISO 9000 can be considered as the starting point for
effectively implementing total quality management (Guo, Jong & Yeung, 2018).
Globalization and increase in competition in the global market has led to the development of
a global quality management that would serve as a base for quality management practices in
the global platform. The analysis of the past studies show that quality management practices
in developed countries have been focused on and there is little knowledge regarding the
implementation of quality management processes in developing countries.
2.2.1 CRITICAL SUCCESS FACTORS AND TOTAL QUALITY MANAGEMENT
Aquilani et al., (2017) stated that critical success factors consists of variables that
evaluates the performance of a firm by implementing total quality management successfully
within the organization. Aletaiby, Kulatunga and Pathirage, (2017) defined critical success
factors as the practices necessary for successfully incorporating TQM within the supply chain
management. Knol et al., (2018) described the critical success factors as the drivers and
overarching conditions necessary for a business entity to fulfil its vision. Success is based on
stakeholders, processes, people and customer programs. According to Aletaiby, Kulatunga
and Pathirage, (2017), the critical success factors in TQM are fundamental to the
organizational success so it is key to manage and control them effectively for enhancement in
performance. This shows that total quality management has only a very few success factors
and it can be practices, circumstances and requirements. The latest literature on critical
success factors and total quality management has compared CFS between countries and used
