Introduction
This report will provide a brief understanding regarding background of the project.
Discussion regarding project management and program management will be made as per
processing of the mega and complex project management. I will discuss about complexities that
are present in business organization. Organizational and Commercial environment. Will also be
discussed in report. I will discuss about e stakeholders and their priorities as per their
complexities. This section will also discuss about Government and Private Beings. Optimum bias
of the project will be again discussed by me in this report. Strategic misrepresentation of inherent
benefits of project will also be provided. I have discussed about multiple stakeholder analysis. I
have discussed regarding optimum bias that performed present in the commencing of Trans-
Saharan project. Complexities that are present in Trans-Saharan project gets also stated in report.
Supply chain management processes that are to be performed are also stated in report.
Governance of project that are to be followed for efficient completion of project are also stated.

Background
Project is to be performed as per commencement of collaboration among Nigerian
National Petroleum Corporation (NNPC) and Algerian national oil and Gas Company. In the
year of 2009, NNPC and Sonatrach got aligned in commencing of pipeline project. The

feasibility of entire process is performed as per commencement of business management system.
It is expected that the entire business management will start its initiation phase via Warri region
that is present in Nigeria. The volume of pipeline is expected to be carrying natural gas worth 30
billion cubic meters. The span of pipe is estimated to be 48 to 56 inches. It is estimated that
pipeline will be processing from year 2015. NNPC and Sonatrach are major investors and
partners of project. It is expected 90% of total project shares are owned by NNPC and Sonatrach.
Niger is considered to be having a 10% of total shares of project. The consideration that are
processed in this venture includes nations namely Nigeria, Niger and Algeria. The direction of
processing is about South north direction. The initiation of project will start from location of
Warri that is located in Nigeria. The end point of project will be based in Hassi R Mel that is
based in Algeria. The type of gas that is dealt with in this scenario is natural gas. The partners of
project includes likes of Sonatrach, NNPC and Government of Niger. The length of pipeline that
is to be framed will be 4128 kilometers. The maximum discharge pipe will be able to provide
includes 30 billion cubic meter per year. In 1st phase main aim that is to be provided includes
processing pipeline will be serving e Europe. The funding process is divided in 2 parts, namely
beginning of grapple as per the corruption that is present in energy sector and other subheading
finding of way that is required for neighbors to pacify route that will be followed for
commencing of project. Despite the proper planning process, the main instance that is present is
that the militant group has been opposing the project completion. This completion of the project

Russian gas companies Gazprom have also showed their interest in participating in this venture.
Eni SpA and Royal Dutch are also potential stakeholders of Trans Saharan Mega project. The
government of Algeria and Nigeria are determined to not include any European stakeholders.
The federal of Nigeria have been building a 2500 km gas pipeline. Nigeria has been thinking of
axing off Russian federation in as per undercutting Brussel’s unhappy dependence in the Russian
federation. Nigerian president has been spending $ 700 million and has been processing
functional benefit in construction process of pipeline.
Optimum Bias
