Executive Summary
The project is based on designing and development of a new treatment centre for patients and
visitors who would be visiting Apple Vale. The proposal for the design of the treatment centre
has been planned by TT who would be responsible for designing the centre and incur various
hospital infrastructure within the system. This centre would be completely based on charity and
thus would no additional charges would be procured for the development and construction of the
centre. The project have been supported by the WA Government who would perform a close
monitoring over the development progress. The following Project Proposal document thus
focuses on the different elements to be included within the project and which could be
considered as important inclusions to be proposed during the development of the initial project
plan. Thus, the following parts of the discussion within the proposal would focus on the defining
of milestones, setting of the WBS and budget for the project.
The discussion would also focus on the project scope statement in which different inclusions
such as the project scope, the deliverables, expected outcomes, assumptions and budget for the
project have been planned accordingly. The next part of the PID thus focuses on the project
management plan. Under this planning aspect, the aspect of scope management plan have been
discussed. The scheduling and cost management plan for the project have been discussed in
accordance to the requirements as outlined within the case. After determining the schedule
management plan, the quality management plan would be discussed, which outlines the quality
needed and outcomes after the plan of the project. The report further also discusses on the
procurement management plan, stakeholder management plan and risk management plan, which
are also discussed as important inputs, which needs to be discussed well in order to gain proper
delivery and successful business outcomes after the completion of the project.

1. Scope Statement
1.1 Threats and Opportunities
Apple Vale is considered to be a small coastal town, which is situated at a distance of 300
km from Perth. In the present times, ‘Anders Reach’, which is one of the medium-sized and low-
size resorts was being decided to be sold. The resort had a capacity to accommodate nearly 100
guests in out-buildings, tents and caravans (Gálvez-Martos et al., 2018). During the auction of
Anders Reach, it was bought by ‘Tun Therapies’ (TT). The organization TT was established
nearly 10 years ago and the major dependency of the business was based on treating alcoholism
and different other kinds of substance addictions, which were primarily dependent on drugs.
The major threat that is being recently posed over the TT is based on their decision of
demolishing the present resort and develop a treatment centre for patients. However, it has been
confirmed by TT that with the design and implementation of the new charitable organization, it
would be highly beneficial for patients (Walker, 2015). The major proposal that was being made
by TT were based on demolishing the existing of old buildings and thus for the creation of
‘Ander Reach Treatment Complex’ (ARTC). The charity would help in understanding towards
the specifications that would be sent by ARTC that would be in collaboration with various
private hospitals outlined within the WA Government.
Based on the understanding of the developmental prospects of TT, some of the major
opportunities before ARTC are:
 Development of a new treatment centre for patients who would be visiting the hospital.
 Supporting catering facilities for visitors, staff and patients.

 Develop treatment rooms, which would be more spacious for accommodating sufficient
medical instruments (Osei-Kyei & Chan, 2017).
 Hiring the best staff who would take care of patients and their well-being.
1.2 Project Objectives
The objectives that have been set forth by ARTC for the designing of the new treatment
centre at Apple Vale are as follows:
 Meeting the code of private hospitals as mentioned by WA Government
 Outlining the different facilities that should be incorporated within the hospital.
 Defining the staff who would be required for different specializations set within the
organization
 Providing the best class of accommodation facilities for patients getting treated within the
centre
 Defining the different administrative departments and their individual functionalities
 Including a proper infrastructure for car parking for the visitors who would arrive at
ARTC
1.3 Deliverables
In consideration of the new proposal based on building ARTC, which is a new treatment
centre at Apple Vale, it can be discussed that some of the major deliverables includes the
understanding of specifications that would need to be supported within ARTC (Martínez-
Rocamora, Solís-Guzmán & Marrero, 2016). It would also be able to include the specifications
that would be supporting the various objectives set by ARTC.

1.5 Exclusions
Based on understanding the different aspects to be included as facilities within the

1.6 Constraints
Based on understanding of the type of inclusions and exclusions and the understood work
to be supported at ARTC, the constraints to be considered for the current project under
consideration are:
1. Employees working for the project would be limited to a working time of 8 hours per
day.

2. Saturday and Sunday would be considered as fixed holidays for the construction
workers and all other staff.
3. The budget allocated for the project has been set at $26,729,373.
1.7 Assumptions
The different assumptions that could be made for the project based on designing a new
treatment centre are:
1. The different structural, construction and included architectural diagrams for each of
the buildings would be made available to the management at Apple Vale.
2. The project would be completed within the estimated schedule and budget as set within
the initial plan (Brook, 2016).
3. Coffee shops and restaurants would be designed and each facility would be made
available during the opening of ARTC.
4. During the site opening, each of the facilities such as car parking, waste disposal area
should be prepared as planned.
5. Safety equipment should be procured at the earliest and installed at particular segments
as mentioned.
6. Each of the equipment and facilities to be provided within the hospital rooms should be
made ready, checked and approved (Wu, Wang & Wang, 2016).
