Executive Summary
This research paper has focused on the happiness index of the UAE Citizen abroad and other
people who visit therepresentative offices of the UAE. The policies adopted by the Prime
Minister and Vice President of UAE and the Ruler of Dubai were properly outlined to
highlight the effort of the government for the satisfaction of the citizens. The tourism and
travel authorities of UAE addressed the opinions of the visiting tourists for educational and
professional purposes. The expatriates were satisfied with the norms and policies of the UAE
government and they liked to live the travel experience.

Introduction
Background of the study
In the modern world, it is necessary that the Government of the countries maintain
sure that the people residing in the area and the people visiting it remain happy and satisfied.
The role of the Government and the Represents Offices play a vital role for the development
of the country and of the people. In the UAE, it has been seen that the country is ranked 19th
as the happiest country in the world and has recorded a 7.2 point of the life evaluation (Spiro
2016). Maintaining the happiness and satisfaction of the people that reside in the country or
abroad is the main aim of the Government of the UAE. Therefore, it is necessary that the
Consulate and the Government of the UAE manage to keep the people safe. The research
provides an idea about the type of services that is provided by the UAE Government in order
to ensure that the people of the country does not have to suffer from any type of grievances
while staying the country. At the same time, proper care is taken of the people that reside
outside the UAE. The embassies of the country located in the foreign lands provide excessive
support to the people residing in outside the UAE (Remy-Miller 2017).
Importance of the topic
Every people in the world look to maintain peace and reside happily without having to
be a victim of violence or insubordination. Therefore, a happiness indicator can be used to
understand the level of happiness that the people of a country have. In the case of the UAE, it
has been seen that the Government tries to provide happiness to the people residing in the
region and outside the country. According to Daleure (2016), this is important, as it is
important that the Government provide support to the people residing outside the country.
Therefore, it is necessary that the Consulate provideevery support to the people so that they
can maintain their happiness in the countries.Therefore, it is necessary to apply this indicator

outside the country so that the happiness indicator can be implemented and spread among the
other countries. The Government also ensures that the UAE people lead a life of happiness
and luxury while residing in other countries.
Problem statement
The research defines the effectiveness of happiness indicator and the manner in which
the people of the UAE can receive support from the Government and the Representative
Offices. Happiness indicator helps in identifying the level of support provided by the leaders
of the UAE to the common people. Therefore, the current mode of support system and
recommended future measures to enhance the support system can be considered. Support
need to be provided to the UAE citizen that reside outside the UAE for work and study or any
other purpose, At the same time it is also necessary to ensure that the people residing within
the country receive similar support so that they do not have to face any type of difficulties
while residing.
Significance of the research
The research can help in understanding the level of happiness that is provided by the
Representative Offices and the leaders of the UAE to the people. It has been seen that without
proper happiness and satisfaction people in a country may have to suffer from problems.
Therefore, the research identifies the happiness indicator and provides proper analysis of the
services provided by the UAE Representative Offices. It has been seen that the
representatives of the UAE are scattered across different countries and due to this, it is
necessary that the country and its Government provide proper support. This can help the
people in maintaining proper happiness and satisfaction. The relationship is such that a
psychological comfort is developed between the people of the country and the leaders of the
country. It is necessary to maintain the laws of each country and ensure that the concerned
Government provides a proper idea about the laws surrounding the country.Therefore, the

Research aim
The aim of the research is to identify the manner in which the level of happiness and
satisfaction of the people residing in the UAE and outside is maintained. The research aims to
analyse the role of the Government and the Representative Officesthat provide support for the
growth of the people and its satisfaction. The research provides an overview of the global
happiness rank of the country and the contribution made by the leaders of the country to
ensure that these people remain happy and satisfied in the countries that they have visitedfor
either official purpose or others purpose.

Literature review
Concept of happiness index
According to Aristotle (1893), happiness index or indicators of happiness measure the
amount of happiness by posing a positive impact on decision- making. It is a quantitative
extent of the well- being and quality of life. Happiness index helps in measuring the progress
and benefits by periodical surveys and assessment. The outcome is referred to as the gross
national happiness index. It is based on equitable social development, preservation of specific
culture, securing environment and promoting good governance. The factors essential to
happiness are housing, jobs and income in terms of materialistic happiness. On the other
hand, the quality of life is measured by balance between life and work, safety, community,
education, satisfaction of life, environment, health and governance.
Happiness in UAE
The country of Unite Arab Emirates is passionate about spreading happiness.
AlGergawi (2017) mentioned that the extent of their interest in passion is clearly understood
when they had appointed a Minister of State for Happiness. Apart from that, they have
launched a National Program for Happiness and Positivity. This bears the proof that UAE
thinks about its citizens and their happiness. The Vice President, Prime Minister, the ruler of

Dubai His Highness Sheikh Mohammed bin Rashid Al Maktoum has aimed to transform the
country totally based on happiness. He has planned to implement a methodological approach
based on science in order to assess, affect and sustain happiness in the entire area.
Approach of the UAE Prime Minister
The office of the Prime Minister has adopted a collaborative approach in order to
explore, visualize and develop a plan for the emerging days of the UAE to keep happiness at
the top of priority list to help the transformation of the area. The happiness agenda of the
Dubai smart office is monitoring the transformation of the area and it will be benefitted from
the implementation of innovation and technology. It will provide n opportunity for a wider
range of partnership connecting the most suitable tools. His Highness has personally written a
letter to all the government employees for reminding them about the provision of the most
premium quality of services so that they can attain maximum happiness. This letter bears the
fact that UAE is committed to effective leadership by generating happiness as the national
policy objective (Dha.gov.ae 2018).
According to government.ae (2018), all over the world, UAE is in the 20th position as
per the World Happiness Report of 2012-14. This report has shown that the extent of
happiness has increased by 2.5% from 2005. The citizens of Dubai are excited to announce
that they have the optimum balance of leadership, partnership and innovation, which are the
main criteria of enhancing and retaining happiness in Dubai. His Highness is dedicated to
continue the tradition of providing the citizens with maximum happiness as their topmost
priority. They have been marked as the standard of happiness and they want it to be followed
by their sister countries.

Mutual understanding of happiness
In the contemporary environment, the leaders and decision makers of society act as
per their informal knowledge base by assuming about the factors that provides happiness to
the place, as per Happy.ae (2018). They are devoted to establish a combined feeling of
happiness by initiating a structurally directed cultural edge and realizing the fundamental
requirements of the citizens. This is referred to as shared understanding for leading the
strategic activities, which prioritize happiness in the UAE and outside. If there is a lack in the
mutual understanding of happiness criteria in UAE then both the public and private sector of
the area will be unable to realize the effect of happiness on the part of city planning and
customer experiences. It is required to build a scientific framework relevant to the culture in
describing new policies and procedures to shed light on the place and its people on happiness.
The common people as well as the prominent leaders in the form of understanding and
controlling of the individual happiness factors will experience the benefit(Lama and Howard
1998).
Happiness indicators of consulate visitors
The UAE Ministry of Foreign Affairs and International Cooperation has adopted the
values of excellence and constant improvement simultaneously with the provision of consular
and customer services abroad, as mentioned in Mofa.gov.ae. (2018). By aligning with the
commitment and contribution towards UAE’s struggle to stand as a prosperous and
sustainable country is integrated in a globalized and internationalized environment. The
Ministry has incorporated a much easy, rapid and efficient way of issuing visa to facilitate the
visiting procedures of the consulates. This is a modern and innovative procedure and referred
to as ‘exporting the border’. In this process, the foreign tourists can complete the entire
process of visa by sitting in their own hometown. The process has facilitated them to use the
technology of e- border system for accessing UAE freely. Therefore, UAE has introduced
