Safety Management system under factories and industrial undertaking regulations
The reformation of the organization health and safety parameters is required for improving
the work practices and operational efficiency of the employees by implementing the factories
and industrial undertaking regulations. The designing of the safety management system
depends on the assessment of the physical controls and supplementary administration control.
The focus should be given on following eight elements for the development of the safety
management system implemented by identifying the factories and industrial undertaking
regulations.
1. Total Restraint: The parameters should be designed for measuring the fall protection
system to ensure restraint from the falling of the person during the operational
working plan of the enterprise.
2. Restraint Technique: The operators and protection equipment should be appointed for
identifying the falling position of the person.
3. Positioning of work: The parameters should be designed for elevated the maintenance
program for improving the working efficiency of the team members.
4. Equipment replacement: The equipment which are not effective for determining the
fall distance should be replaced by new devices which increases the safety of the
employees.
5. Work Safety System: The hazardous activities of the operational working program
should be identified for developing the work safety system (Abualrejal, 2016)
6. Safety Management system: The safety management system is to be used for
identifying the high accident rate which occurs in the construction industry.
7. Safety policy: The safety policies are developed for managing the commitment to the
work, safety, and hazard system.
8. Organization structure: The organization structure and reporting system are to be
developed for ensuring the safety and health hazard
9. Safety training: The knowledge awareness program is arranged for the employees to
give information about the work, health, and safety standards.

11. Auditing and Inspection program: The auditing and inspection program is organized
for preventing recurrence of cause and effect.
12. Handling of emergency situation: The proactive action plan should be prepared for
handling the emergency situation.
Difference between local legislative requirement and the clauses of International
Standards:
The international standards are deployed for handling the scope of the project.
ï‚· ISO 9001 is applied for developing the quality assurance program
ï‚· HS 65 standard is deployed for improving the policy structure, organization structure,
planning, scheduling and implementation program, identifying the measures of
performance, and managing auditing and reviewing report.
ï‚· ISO 14001 is applied for planning the environmental control policies to improve the
environmental working condition so that the activities can be checked and reviewed.
ï‚· BS 18004 is applied for improving the organization health and safety standards to
minimizing the risks associated with the working of the enterprise (Koskela and
Howells, 2014).
The local legislative requirement and the clauses of international standards are used for
improving the occupational health and safety of the working employees. It helps in
motivating the employees to remain connected with the organization working environment.
The conflicts and grievances among the employees can be effectively handled and managed.
The policies and programs are developed to provide compensation money if any injury
occurs to the labour so that they can be provided with financial help to get first aid
instantaneously.
The consequences of the project activities and the work health safety program should be
identified so that behaviour of the people can be optimized (Monnappa, 2017). The safety
management system is designed for improving the work performance of the organization
employees so that throughput of the processes can be optimized.

Accident causation theory for accident prevention
The occurrence of accident during the work place results in the causing injury to the
employees, death, damage to the machinery and equipment used, loss of profitability, loss of
reputation, and others. The major reason for causing the accident at work place is due to the
hard luck of the employees, stupidity and carelessness of the employees, and incompetency
due to accident. The accidental causation theory is the series of sequential steps performed
for managing the problems and issues which occurs during the project development plan
(Kharaiweish, 2013).
ï‚· Developing social environment: The chaos and conflicting working environment is
the major cause of failure of employees working performance. The focus should be
given on identifying the reasons for conflict and chaos at work place.
ï‚· Employee stupidity and carelessness: The fault occurred due to the carelessness and
stupidity of the employees can result in the occurrence of accident which can directly
affect the working schedule of the project.
ï‚· Unsafe physical and mechanical condition: The safety condition should be checked
for manging the working of employees. The mechanical condition of the machineries
are not checked at regular interval and replacement of the older machine with new one
is not done will create the accidental situation at work place (Muller, and Oppe,
2012).

ï‚· Accident: The occurrence of accident may cause injury to the employees, death,
damage to the machinery and equipment use, loss of profitability, loss of reputation,
and others.
ï‚· Injury: The occurrence of injury to the employees during the working program of the
enterprise will result in improper functioning of the project schedule or provided the
compensation which can give extra burden on the organization budget approved for
the development of the project (Mansfield community, 2013).
The social behaviour and attitude of the employees will create the scenario of conflict and
chaos in the working schedule of the project. The physical hazards and unsafe machinery
used create the failure of the working project. The performance of the employees will be
affected due to the failure of the supply chain management program. The linear approach is
performed for minimizing the impact of accidents on the project. The root cause of the
project failure is identified for improving involvement of the team members to achieve the
project goal and mission. The overloading of time and work can create the grievances and
chaotic behaviour in the working employees. The inappropriate responses are collected which
results in decreasing the project output. The ineffective decision taken by the project manager
and other working team will affect the completion of the project activities. The human errors
are caused due to the overloading of work, inability to take effective decision, and trapping of
ergonomics factors (LLveskoski, 2014). The accidents are majorly occurred due to the
improper line management, environmental inefficiencies, improper productive activities, and
ineffective defensive system.
Discussion and proposal
The occupational health and safety standards can be improved by minimizing the occurrence
of accidents during the project life cycle program. The involvement of factories and industrial
undertaking and international standards should be deployed for improving the good and
healthy relationship and coordination among the working employees. The occurrence of
accidents results in the failure of project completion on time (Ku and Mills, 2011). The major
reasons for occurrence of accidents are carelessness of the labour and working staff members,
overloading with work, no handling grievances and chaos, no proper management of
resources, poor functioning of machineries, no replacement of outdated equipment, and
others. the work performance can be optimized by implementing the inspection and

The proposed safety management plan designed for the PQ private limited helps in fostering
the maintenance and monitoring program for minimizing the defects in the working
equipment used for completing the given project within the timeline. The centralized
database should be prepared for determining the work division. It helps in analysing the
division of work. The resource levelling and minimizing the work load from the employees
can be effectively manageable. The efficiency of the work performance can be improved by
handling the tasks according to their capabilities, involvement, willingness, and connectivity
(Tawiah, and Mensah, 2016). The occurrence of accidents can be minimized by identifying
the risks proactively so that scheduling of risks can be effectively done. The risk probability
and impact should be measured so that priority program can be developed and assessment
and mitigation of the risks can be correspondingly done. The quality standards should be
developed by implementing the international standards. It helps in defining the protection and
safety measures which should be given by the organization for securing the lives of their
employees and develops the clean and healthy working culture. The maintenance program is
arranged for identifying the physical and mental need of the employees so that their moral
will power can improve their work performance (Hyari, and Kandil, 2009). The equipment
which are not effective for determining the fall distance should be replaced by new devices
which increases the safety of the employees. The productivity of the organization can be
improved by deploying the health and safety standards because it can significantly reduce the
insurance cover cost and the compensation cost provided to the employees if any casualty
occurs during their committed work time or at site location. The safe and healthy working
environment should be provided to the employees by having good and adequate working
mechanical equipment, clean working environment, proper rest place, clean drinking water,
sanitary facilities, no partiality among the workers, and managing coordination and
communication among the working employees (Alli, 2015).
Conclusion and Recommendation
It is recommended that the factories and industrial undertaking regulations should be
deployed for reviewing and monitoring of the maintenance program used for deploying on
the equipment and machinery required for completing the given project. The business
operations can be optimized by identifying the working capability of the man-force employed
for completing the given activities. The knowledge awareness program should be arranged
for giving information and guidance to the employees which helps them to take effective

decision in completing the critical activities. The timeline management program can be
affected due to the health issues of the employees. The insurance cover and compensation
amount should be included in the project budget so that incompetence of under-budgeting can
be minimized (Kang, 2010). The compensation fees and insurance cover increases the
commitment of the employees to complete their given tasks within time and the project can
be successfully completed. The penalty on the employees should be imposed if any unethical
behaviour is adopted by them during the working hours of the organization such as drinking
alcohol, using abusing words, uncleanliness, and others. It brings the awareness and alertness
during the operational hours. It helps in reducing the occurrence of accident. The grievance
handling program should be arranged so that employees can communicate their grievances
and conflicting issues to settle down them informal way and create the healthy working
environment. The review and inspection of the project site should be done periodically so that
old and damaged machinery can be replaced within time. The employees should not be
overloaded with work. The allocation of tasks should be done according to their working
capability. The notification should be sent to the employees and the top management for
informing them about commencement of the business operations. The acknowledgement of
the notification should be received from the employees and contractor within the seven days
of proposal so that the project activities can be started and completed within the project

It can be concluded that performance of the organization can be improved by organizing the
inspection and reviewing of the business operational unit by deploying the factories and
