INTRODUCTION
Aviation industry is one of the fastest growing business in Europe. It has been facing lot
of restrictions in Europe which has affected its growth. EU has ensured that there are less
barriers for the development of aviation industry (Vourvachis and et.al., 2016). The report
focusses on the aviation policy of UK. The national policy plays a major role in the development
of aviation industry.
Policy formulation
The government of UK has laid down the objectives for the development of aviation
sector in the country. It ensures that the excellent international connectivity is maintained and
resources are used efficiently. The policies formulation sets up guidelines and parameters for the
airport commission (Holland and Holland, 2016). It is developed by working together with the
regulators, experts, industry and local communities. It is important that transparency is
maintained in the information and various processes in the industry. The government has to take
decisions as per the resources and capacity of the nation and the aviation industry. The main
objective of the UK aviation policy is to improve the connectivity and increase the reach to the
emerging markets of the world to facilitate the economic growth of the country (Turnbull, 2015).
In order to achieve this, all the required resources are identified in the policy. For example, the
aviation policy of UK was to develop aviation hub and links from the airports. They have been
developing airports in Scotland, Wales, Northern Ireland and England. It is for the same reason
that UK government has established Airport Commission in 2012 (Wong and Brooks, 2015).
The process of policy formulation is given by Mintzberg which begins by collecting and
analysing the data (Mintzberg, 2016). All the factors are evaluated like environment, economy,
trends, competition, growth and development of the aviation industry. The next step is to
formulate strategies, budgets and allocating the resources to various activities. The goals are
divided into medium and long term so as to monitor the changes in the industry. The airport in
South East England will be facing the challenge of its capacity to hold passengers (Hu and et.al.,
2015). So, the policies are best formulated at the national level because the government has
better idea about the resources and future of the industry.
Policy & research information
Lot of information is needed for an effective decision making. UK government has been
planning to increase the connectivity of their airports. They will be needing primary and

secondary data to find out the information about this. The data has to be analysed to ensure that
the objective is achieved in time (Meleo, Nava and Pozzi, 2016). The national government has
to play a major role in this. The impact of global factors and domestic factors like noise,
pollution, traffic congestion has to be evaluated. The policy also focusses on partnering wit the
European Union and EU Emissions Trading System (ETS). The research also includes all those
stake holders and people who closely related to the aviation industry (Aviation Policy, 2013).
Furthermore, the timing and scale of any requirement to increase the capacity should be taken in
into account. The economic, environmental and social factors should be assessed and their
impacts should be studied. The EU as well international rules and regulations should be aligned
with the policy of aviation. In order to help the industry grow the government should the
regulatory framework and maintain high level of standards (Wong and Brooks, 2015). The
policy focuses in increasing the international connectivity of the UK airports. In order to
accomplish it the government has to become a member of Single European Sky (SES) and
follow their guidelines. It will help them to reduce the fuel consumption, air traffic delays and
reduction in carbon emissions. The airport have too be modernised and new air-crafts have to be
bought. It will increase the efficiency of the operations in the aviation industry (Hu and et.al.,
2015).
The study of mega-policy: European Union (EU) Aviation Policy
Internal Aviation Policy: The aim of European Union is to provide safe, convenient,
affordable and efficient services to their customers (Vourvachis and et.al., 2016). It is for the
same reason that EU has allowed unrestricted competition policy in the aviation industry. All the
countries in European Union has to follow the same rules and regulations. It has made the
aviation industry more competitive and the operational activities are standardised in the EU
(Aviation Policy, 2013). Th relaxation of foreign ownership has also improved the economy and
growth of many European countries. For example, British Airways has stake in Iberia which has
improved their network and connectivity. The safety and security standard have also been set up
by the EU which is known as SAGAS (Stakeholders' Advisory on Aviation Security).
External Aviation Policy: It has ensured that a single sky is available in the EU and air
traffic management program has been adopted by the aviation companies (Vourvachis and et.al.,
2016). The External Aviation Policy has helped in the economic development and internal
market in UK. A single strategy known as Aviation strategy for Europe has strengthen the

aviation industry in Europe. The entire market is liberalised and there are less restrictions in the
industry (Holland and Holland, 2016). The air craft licensing, markets and fares are controlled by
the market itself. From a long time Europe had several restrictions on air transport and foreign
ownership which has been removed by the European Union. The implementation of SESAR has
also improved the growth perspective of aviation business in UK and the entire Europe. EU and
its External Aviation Policy has been very beneficial for the development of UK and its economy
(Meleo, Nava and Pozzi, 2016).
CONCLUSION
It can be concluded from the report that aviation industry cannot be developed without
the help of their own country. It is important to reduce the barriers so as to ensure the
development of the aviation industry in UK. Aviation policies has all the rules and guidelines
which have to followed by the companies in aviation industry.
