INTRODUCTION
Law is one of the most important part within a country that is required in order to
maintain discipline in a society. There are various elements that has to be used for making law
and also proper process is followed by parliament to form the law. Every country is having own
process of law making. In this file process of law making and functions of both houses is
covered, then Fisher V Bell case is to be covered. In the end various skills is being covered and
reflection is to be explained.

Describe the role of two houses that helps in law making in UK
Parliament is the highest authority that has helped in forming law within a country like
UK. It consists of two houses which are House of Lords and House of Commons. Bill is
considered to be that document which has to be presented in front of houses. Later on this house
becomes bill. The process that has been followed in law making of UK is been explained as
follows:
First Reading: As per this only the bill and its title is being presented and overview of the bill is
readied within House of Commons. No discussion of any kind takes place over bill presented.
Second Reading: In this bill is debated and amended at this stage. Also discussion is done upon
bill that has to be proceeded. Whip system is used for getting vote in support of bill that has
caused majority over to make current government win.
Committee Stage: Bills is been referred to House of Commons for making an examination over
amendment that has been suggested for finding necessary is required to be done.
Report Stage: Committed report is the debates and amendments made back to house. Bill is
further debated and voted by the House1.

Third Reading: Bill is presented to the house and short debate is been done over the bill that has
been presented. It is seek that weather bill is rejected or accepted.
House of Lords: Bill is being sent to House of Lords after going to above stages and then if any
amendment is to be made in the bill then it is again sent to house of common.
Royal Ascent: This is the final stage of law making in which monarch has approved bill and
then becomes act of parliament. Such power is been given to them as per the Royal Ascent Act
1961. Monarch is not given authority to read the text he or she is only require to sign it.
Explain the issues with in Fisher v bell case
Fisher v Bell in this case the issue that has come into existence is that weather display of
knife constituted as an offer for sale. In this invitation to treat is been made which means when
an offer is not really presented only made. The facts of the case is that defendant has displayed a
flick knife within the window of his shop next ticket bearing words. As per section 1 of the
Restriction of Offensive Weapon Act 1959 says that. In this case the issue of invitation to treat
has occurred in which can offer is only presented. It is not an valid offer as it does not involve
acceptance of an person or parties willing to come into contract. The court held in the case that
Although a lay person may have viewed the knife as being offered for sale, it was not a
legal offer under contract law. It was instead an invitation to treat – i.e. the display of the knife
was to tempt possible buyers to make an offer, it was not an offer in itself. It could not
automatically be accepted and a contract created. Therefore the shop keeper was not in branch of
the Act. In deciding this case, Lord Parker employed a literal approach to interpretation2.
Literal rule is the rule that has been used for interpreting status. In this statute is applied
within the courts in general manner. This rule is applied in order make sure that before applying
any other rule of interpretation. It makes sure that all kinds of statuary laws is applied by
understood in better manner.
Significance of the case is also with the 1959 act that has been immediately amended
through restriction of offensive Weapons Act 1961. Section 1 is been related over ex posers with
possessions over purpose through sales by remaining the law. Similarly shopkeeper would be

helps in developing career in positive manner. Skills required to be developed has been
explained as follows:
Reasoning skills: This has to be developed in a way that it is helping in enhancing argument
skills which makes law student more impactful in future when they become lawyer.
Time management: It is one of the most important skills that is required to be developed within
law student as it is helpful to them in managing their work in proper manner.
Communication skills: In it various kinds of capabilities should be developed and coordination
is also to be made with feeling of togetherness within law student. In future it makes team work
to be done in appropriate manner.
CONCLUSION
In this report it can be find that crime is that illegal activity which creates disturbance in
