disability. Benefit system impact on unemployment in terms of
following two factors :

The challenges to government :
 The real challenge face by government is stabilise the system
and then make unpleasant choice.
 System is too expensive and can cause harm to economic
growth and development
The challenges to society :
 Complexity of benefits system creates misunderstanding
among the society. Needed people unable to getting the
benefits
