INTRODUCTION
The process of relocating houses is practiced in many countries in the world, the houses
subjected to this procedure are called re-locatable. The process is more common in those
countries which use timber frames for construction (Couch, 2008). The process of relocation is
more popular in New Zealand where about 10% of its building industry is based on the moving
buildings (Massey, 2010). This practice has been in place from the early times of European
settlement. In order to relocate houses in New Zealand companies are required to comply with
certain rules and regulations. They must obtain removal consents under New Zealand Building

Code (NZBC) regulations (Hidalgo, 2011). Consent is mandatory before relocation of the
buildings. Consent applications may be rejected by the authorities on grounds of biodiversity
pollution (Robinson, 2016).
This is a report detailing the process, regulations, scope of work and other logistics that will be
applied to safely relocate a four bedroom house from Unitec to property number 2, Te Arai road,
Weilford, Northland. The relocation contract has been given to our company The Unique
Transport Limited (UTL) by Unitec Institute of technology. As the operations transport manager
I have developed a plan for the relocation ensuring that I factor in every component of the whole
process which I will present to the management team. The report comprises the most suitable
vehicle for the relocation, the regulations the vehicle needs to comply with when using public
roads, how financial risks will be mitigated, the number of personnel that will be involved in the
process, the process prior to dispatching our team and the permits required for the relocation.
Unitec Institute of technology
In this project Unitec Institute of technology is our client having specialized in building houses
and selling them. Thus they require house relocation services from their construction site to the
customers’ preferred location.
The Unique Transport Limited (UTL)
The Unique Transport Limited is the company tasked to carry out the relocation of the four
bedroomed house. The company has a great experience in relocations and the necessary
equipment and personnel for the same. As the operations transport manager I prepare this report
to address the various logistics that will be involved in the relocation process.

PERMITS
There are many permits that are required by law to be obtained to aid the relocation process.
There are various relocation rules, consent factors and road factors to consider in the project (Li,
2011). The consents which must be obtained by the company are:
 The company must obtain removal consents under New Zealand Building Code (NZBC)
regulations. Consent is compulsory before rearrangement of the buildings. Consent
applications may be rejected by the authorities on grounds of biodiversity pollution.
 Licenses must be obtained from the Transit New Zealand for the use of public roads by
the relocation vehicle since it is categorized as a heavy equipment hauling escorted wide
loads (Wiles, Allen, Palmer, Hayman, Keeling & Kerse 2009).
Consent Factors to Consider
Before relocating the building there are a couple of factors which have to be considered to ensure
the success of the whole process such as:
a. The conditions of the new site
The conditions of the new location must be considered, the Unitec Institute of technology and
consent authorities must be sure that the building’s structural performance will comply with the
building code of the new location (Hackston & Milne, 2016).
b. The building needs consent for the new drainage and plumbing connections.

c. The building must comply with the New Zealand building code clauses such as fire safety
installed and safety from falling for barriers (Gulson & Hall, 2006).
All this factors must be considered and complied with to ensure that the transportation company
is not involved in any legal tussle resulting from non-compliance. The company must have
copies of the consent letters during the process of relocation to show them to the authorities in
case they are requested for (Rosier, 2008).
Road Factors to Consider
 The bridge width and load restrictions of all the bridges which will be used in the route to
the destination.
 The height restrictions on the roads such as are there any electrified rail lines or over-
bridges on the route (Scott, 2010).
 Access gradient of the destination in that can the house be relocated to its destination
considering the access of the destination from the road and its contour.
 The access widths of the route, considering if there is a narrow cutting that limits the
width of the road (Sorensen, 2009).
Relocation Rules
The law set by the New Zealand authorities for a building over 40mThe law set by the New

process of relocating this building (Hennessy & Chambers, 2007). This is due to the fact that the
four bedroom building is over 40m2. The rules are as explained below:
 There must be a Building Relocation Inspection Report to accompany the application for
a building consent. This report shall be prepared by one of the following:
a. A New Zealand instate of Building Surveyors member.
b. A building practitioner who is licensed.
c. An inspector of buildings from the local departure authority (Walcott, 2008).
 All required maintenance and repairs which have been documented in the report must be
completed within six months after relocation.
 The owner of the site to which the building is to be relocated in this case the Unitec
Institute of technology’s customer must provide a signed declaration to the authorities
that the reinstatement work authorized by the Building Relocation Inspection will be
accomplished within six months after the building has been delivered to property number
2, Te Arai road, Weilford, Northland (Glavovic & Bercker, 2010).
The Relocation Building Inspection Report contains the external conditions of the building to be
relocated and all the works to be done on the exterior after relocation in order to comply with the
government requirements. The report must be provided with photos taken less than three months
to the building relocation date. The report must contain:

 The details of the applicant including their phone number and email
 The building details such as type of building, building age in this case its new, size and
construction details, building destination, where the building is to be relocated from,
proposed use of building, whether the building will be split for transportation and the
effects of the split if it will occur and the name of the inspector and all witnesses (Hill,
2009).
VEHICLE AND MACHINERY
The house will be transported with the help of a transporting truck and a mobile crane. The crane
will aid in disconnecting the house from its foundation piles and lifting it into the truck’s
steerable quad axle. The transporting vehicle which will be used is the Muck truck.
Muck truck
The Muck truck will be employed in moving the building to its destination. The truck has a
superior engine capacity and high efficiency to handle large loads thus it will be able to handle
the four bedroom house efficiently (McGraw, 2012). The choice has been made also based on
the terrain of the route through which the relocation will be made. Since the route is quite steep a
large engine must be employed thus the most suitable engine class for this process is the Muck
truck engine.
Steerable Quad Axle
A large steerable quad axle will be attached to the Muck truck. The building will be put on the
steerable quad axle (Loeber, 2012). The automatic type steerable quad axle is the most preferred

because of its enhanced qualities such as reduced swept path and tyre wear (Sweatman &
Coleman, 2008). Since the house to be carried is a large four bedroomed house the steerable
quad axle must be large enough to accommodate it in order to avoid damages during the
relocation process. It also offers increased cubic capacity which is the increased length of the
rigid truck.
Vehicle Safety
The Muck truck used for transporting the house must have a safety precaution banner on its front
and back indicating that the load being carried is oversize. The Muck truck and the steerable
quad axle must be insured to avoid non-compliance fines from the authorities. The company
mechanics must check the Muck truck and the steerable quad axle to ensure that they do not have
any mechanical problems which may hinder the relocation process (McGraw, 2012). The house
must be relocated carefully to prevent it from any cracks or damage. The driver of the Muck
truck and the other machine operators are expected to be very cautious.
Vehicle Regulations
 The vehicle must have a license obtained from the Transit New Zealand for the use of
public roads since it is categorized as a heavy equipment hauling escorted wide loads.
This is a law in New Zealand that every vehicle carrying large loads must have a permit.
 The Muck truck and the steerable quad axle must have an up to date insurance cover to
cover any damages that may occur during the relocation process (Haworth, 2009).
 The Muck truck and steerable quad axle must be in good mechanical condition at the
time of relocation this comprises a check on factors such as oiling and wear.

 The Muck truck must have sufficient fuel before the process of relocation commences in
order to avoid stoppages due to insufficient fuel (Jackett & Frith, 2013).
 The compatibility of the Muck truck and the steerable quad axle must be tested prior to
the relocation process.
FINANCIAL RISK MITIGATION
The project cost must be watched keenly and regulated in order to ensure that minimum funds
have been used with excellent services provided by the company. As the operations transport
manager it is part of my duty to develop plans to mitigate any financial risks (Chen, Erdman &
Hu, 2009). There are a number of steps which have been employed in order to ensure that the
company uses minimum funds to implement the relocation:
 The whole relocation process must be insured to cover any form of damages that may be
made on the building (Van, 2007).
 The use of the steerable quad axle ensures that there is a reduction in swept path and tyre
wear this will guarantee that the company will not use a lot of funds to cater for
mechanical repair costs on the axle.
 The reduction of labor, since much of the work will be done by machines the company
should employ only a minimal number of essential personnel to conduct the process. The
number of engineers should be two, one driver, two machine operators and five laborers.

 The company must ensure that all permits and consent forms have been obtained prior to
the relocation commencement to ensure that any fines arising from non-compliance are
mitigated.
 There must be prior calculations of the possible routes to the destination of the house
after which the company will settle on the shortest route provided it is safe and
convenient. This will ensure a reduction on the fuel costs and the amount to be payed to
project personnel since the payment will be based on the time spent.
 Before project commencement a solid plan must be developed and given to all project
personnel. This plan will be on what should be followed, cost calculations, the route to be
used and all other logistics of the project. This plan will ensure the effectiveness of every
individual involved in the process.
 All the company records for all activities which will take place before and after the
relocation must be kept for future reference and ease of accountability.
 The company inspection team must ensure that the Muck truck, the steerable quad axle
and all equipment which require insurance are insured as required by the New Zealand
law to avoid non-compliance fines.
 A quality control test must be conducted on all the equipment that will be used in the
relocation process. This test will ensure that the equipment are up to power and thus will
work effectively. The effectiveness of the equipment will lead to the overall operations
cost reduction thus increased company profits.
 The company must have ready backup of the equipment and machinery that pose the risk
of failing in the relocation process. This will ensure that minimal time is spent in
mechanical repairs thus the overall relocation time will be less. Since the relocation

personnel will be paid in terms of the time spent on the project, the cost of paying them
will reduce with reduced project time.
 A thorough analysis of the project strengths and weaknesses prior to its implementation
should be done to strategize on how to improve the strengths and mitigate the weaknesses
(Kunreuther, 2011).
PROJECT PERSONNEL
For the relocation process to be accomplished effectively the appropriate equipment and work-
force must be put in place.
a. Driver
There will be one driver to drive the Muck truck and operate the steerable quad axle. The driver
must be given the route calculations prior to project commencement in order to study and be
familiar with it. The driver must be experienced in the relocation process in order to ensure high
quality services to the Unitec Institute of technology (Whitehouse, 2016). The driver is required
to possess a driver’s license which will be inspected by the management before the
commencement of the relocation. He is expected to safely drive the four bedroom house to its
destination while following all the New Zealand public road rules.
b. Engineers
The project will have two Engineers specialized in house relocations with enough experience and
knowledge of the logistics involved in the process. The Engineers will be tasked to survey the
