Rogers (2013) in the article entitled “Urban and social planning through public–private
partnership: The case of the Bonnyrigg Living Communities Project, Sydney, Australia” attempts
a discussion on the matters that pertain to the challenges that are faced by the concerned private-
public partnerships that are used in the management of the changes in the economic, social and
the urban matters. These changes are observed to be large scale changes.
The article sheds light on a project that was initiated in the New South Wales region. This
project involved the redevelopment of the first public housing estate in the area. This is one of
the first projects that involved the private-public partnerships. The project involved a contract for
30 years between one of the consortium companies in the public sector and the government of
New South Wales region of Australia.
The article states that the primary source of the finances needed for the operations rested
within the Federal Government. The article reveals the presence of the multilateral agreement in
this matter. The agreement existed between the governmental bodies active within the state of
New South Wales and those that were active within the scope of the federal government. The
funding was further supplemented by the funds that were circulated from the asset base that was

decrease in the funding that was provided by the Federal government. The funds that were to be
provided by the Federal government for the public housing were decreasing. However, an
increase was noticed in the matters that were related to the privatization of the several public
infrastructures and the provisions for the social services.
The article further stated that the major problems arose from the matters that have been
pertaining to the renting of the property that had been bought at high prices. The article states the
fact that the people belonging to the higher classes of the society in terms of finance tended to
acquire property at high rates. The buyers were then found to have lent the dwellings at high
