INTRODUCTION
Value management define as the development of the sustainable values which is for the
project, or for the organization. It aims to maintain the balance between the desires and
requirements of the stakeholder and the sources which are required to satisfy them (Zanni,
Ruikar and Soetanto, 2020). RIBA define as the industry method that simply explain the stages
of construction project. This project aims to develop the community centre which provides the
new vision for the social care. It involves the key purpose of the RIBA stage 1, VM services to
improve the application, Understanding of the VM process and tools and technique to
accomplish the agenda.
Purpose of RIBA stage 1
It is the first stage in which project managers focus on developing project brief and plan
regarding ways of constructing specific building or centre. In this stage of RIBA, project
managers conduct feasibility study or identify all those factors that might affect construction
project. It is believed that by analysing all factors such as: technology, economic, legal and
others, project manager can accomplish goals by developing strategies accordingly. Other factors
that are being analysed and considered in this stage 1 of construction project include: site
information, budget restriction, risk analysis and others. The main purpose of analysing all these
factors is to perform further stages and completing project with effectiveness. Overall, it can be
said that stage 1 is all about planning stage and preparing an effective plan is important for
completing project in a successful manner (Sinclair, 2019). An effective plan and feasibility
study can protect project managers from risks that might occur in the future. By setting roles and
responsibilities as well as assigning tasks to workers as per their qualification and experience,
project manager of this project, can construct community centre. It can accomplish its main aim
of providing learning opportunities to learning disabled people by constructing community
centre in a qualitative manner. Project manager can conduct survey in order to identify
requirements of clients and current market trends. On the basis of current market trends, they can
construct specific building in an attractive manner.

Role of value management services in improving value
As with name itself, it can be said that value management plays a vital role as it is concerned
with creation of sustainable value in project. Success of project can be determined with its
quality. Value management is all about creative process that includes necessary parties and they
are being encouraged for working together with the main purpose of providing best solution for
value from construction. When it provides value to customers then it boosts confidence of
project manager and they may find easier in accomplishing their goals regarding constructing
specific building. By managing value, project manager can increase clients’ satisfaction and
experience rate. It can improve their image in the market and with improved image, project
managers can find easier in taking competitive advantages. By managing value at the time of
planning in this stage 1, project manager can protect themselves against poor quality and
additional cost (Spellacy and et.al., 2020). It can help project managers in improving decision
making process, solving problems in an effective manner and making project successfully.
When project managers consider this factor or focus on managing value in the first stage of
RIBA of construction project then they are more likely to complete project in a successful as
well as in a timely manner. By managing value, project manager can ascertain as whether their
construction of facility provide best function at the lowest possible cost or not. Overall, it can be
said that value management improve quality of project that can boost confidence of project
managers.
Value management study process in stage 1 of RIBA
Some stages that can help project managers in improving quality of project and managing value
at its first stage of RIBA include:
Identification of clients’ needs: Projects are being prepared with the main aim of
satuisfying customers and customers can be made feel valued by providing qualitative products.
So, it is one of the main stages that need to be followed for managing value.
Setting business objectives: After identifying clients’ needs, project manager needs to
set business goals that they want to accomplish at the end of this project (Othman and
Abdelrahim, 2019.). Business objectives motivate project managers towards improving
performance and it can add value in the first stage of RIBA.

FAST which is function analysis system techniques. FAST techniques will help to know create
the graphical representation that usually shows the logical connectivity between the product or
projects functions. It helps to identify the problems in the project, also beneficial in order to
identify the scope of the project, it is required for achieving the desire goals and objectives. As
for the tools which are required for completing the project are BIM building information
modelling software (Igwe and et.al 2020). BIM tools helps to give area for each to add their part
of work in the same module instead of dividing it into different versions of the 2D drawing. It is
efficient to solve the problem which arrives in the designing process of the project. Along with
this Virtual reality and other wearable tools can also be used in order to complete the project. As
Virtual reality helps the project manager to understand the complexity of the project, therefore it
enables them to make the effective plan in order to achieve the desire goals of the project. 3D
printing also gives the great advantage as it has the ability to convert the materials of the project
into the printed form. It is important as it enables the efficient streamline of the materials by
eliminating the several stages in the middle so work can be carried out on a given time.

Appropriate tools and technique for this project
It is the project of constructing quarry house conference and community centre for those
who have learning disability. So, in this regard, it can be said that project manager needs to
design this centre in a manner that can satisfy needs of learning disabled person and they can
improve their learning. On the basis of above discussed tools and techniques, it can be said that
digital tools would be better for this project.
Digital tools: By making use of projectors with joined audio features, project manager can
enable clients to increase their knowledge and learn new things. It would be beneficial for
different needs of clients whether they have hearing problem, vision problem and others
(Halliday and Atkins, 2019).
BIM Technology: It is the efficient technology by implementing this in the project it will
guide the project leader to develop or maintain the information about the project. It is cost
efficient also provides the better efficiency in the project. Also helpful in enabling the better
communication process which is must required, as if the members of the project do not have the
better interaction then it will be difficult for them to complete the project. Therefore this
technology is beneficial in terms of increasing the productivity of the project. It will also provide
the benefit of providing the higher quality output, which is good in every aspects.
Comfortable furniture: Other main purpose of building this community centre is allowing
families and business by which they can support learning disabled people. For making them feel
valued and comfortable, project manager must use all natural resources by which he can have
attractive furniture like couch, sofa, bed and others.
CONCLUSION
From the above it is concluded that importance of the value management will help to
meet the sustainability in the project. This report mainly carries out the purpose of the RIBA for
stage 1 along with role of value management services. It further describes the value management
process and tools and techniques required for completing the project.
