According to the analysis, Vanuatu has been working on the supply side subsidy where the
aim is to improve the bulk purchasing power of the suppliers and then reduce the cost for the
imported latterns. The subsidy is set to sought for overcoming the other barriers like the lack
of the upstream access to the finance, and the poor product quality. It was seen that the
ethical issues were also related to the non-sustainability where the ongoing support was
needed mainly in the peripheral areas like the outer island locations where the cruise boats
would put down the anchor to assist the wider range of the community. Following are
different set of issues: -
1. The place lack basic facilities for the survival like basic sanitation, proper
infrastructure in the form of cemented house.
2. The place also lacks enough drinkable water and the citizen of the people must store
rain water.
3. There is also a lot of corruption since the PO cruises tourism is strong however the
money earned from it is not going in the development of the place.
4. Basic facilities like public toilets and toilets in the household is also missing the
country.
5. The people are earning money through tourism, but the money is not put into proper
execution where it must be put.
PO Cruises act ethically in this case.
Following are the factors where PO Cruises is not acting ethically and making the matter
worse: -
1. The cruise industry normally aims to execute best environmental and social
management activities but there are many environmental challenges which the

industry is facing. Some of them are like controlling the pollution in number of
sensitive areas, applying regional as well as national standards as well as
infrastructure of public health infrastructure. This is mainly to manage the waste
streams and sewage which can be warranted to have a more whole picture of the
complete influence of cruise tourism.
2. There are number of added influence, associated to pressure on present infrastructure
which come from cruise, that have not been part of quantified via the influence
calculation which can be undertaken for the report.
3. The traffic congestion in many Vila city on cruise days are some of the instances.
There are issues with the capacity for children to undertake the normal educational
pursuits as well.
The growth in urban cities and the concept of redevelopment programs comes on internet in
Vilas are looking at varied challenges in detail (Jennings, 2015).
Responsibility for rectifying issues identified
The government and local authorities are responsible to rectify the issues that are being
identified in the report. However, the political landscape is immensely populated by so many
political parties with weak structure, restricted legitimate underpinning of finance. This can
be perceived culture based on cronyism with so much of corruption via multiple dealing and
covers the attention based on succession-based planning. Thus, it is very challenging to have
different level of cohesion and without proper cohesion, it is impossible to have polices
creation via accountable or completely transparent policy formulation procedure. From the
year 2008, there are different attempts to plunge over the present Prime Minister. But, the
recent development where the Prime Minister split with parties can result in other form of
shuffling of the party at the next sitting of Parliament (Ioannides et al., 2017). The goal of
Vanuatu Agriculture and tourism should be to focus on the Plan of Action where the

framework is set for the enhancement of the integration with focusing on the productive
sectors that include agriculture, fisheries and the livestock ranges. The key drivers that
influence the growth of tourism can be the growing demand of the authentic and the
increasing interest in the health and social awareness (Dredge et al., 2014). For rectification
of the issues, the changing climate with the price competitiveness and the limitations of
technology and processing are considered to be the major barriers for the people. The policy
frameworks and the industrial organisational capacity can help in extended support services
where there are sector linkages to enhance the value-added products for better and increased
tourism in Vanuatu (Sharpley et al., 2015).
Ways to resolve identified issues by Australian and/or
Vanuatu’s governments.
Here, there is a need to regularly monitor and enforce the environmental regulations where
the country should focus on the enhancement of the environmental sustainability. The
tourism is important which could be succeeded through raising the awareness of the tourists
and then working on the cultural practices as well. The tourism in Vanuatu can bring a wide
range of the economic benefits with the employment opportunities, revenue to the
government and better opportunities for the different suppliers as well (Addinsall et al.,
2017). It will focus on the growing sectors with enhancement of the well-being, equity and
sustainability. The tax profit influence for the government of Vanuatu have been part of
consideration and the part of whole calculation of so many indirect levels of stimulus related
to import duty as well as VAT. Business registration fees is not even included here since
these cannot be rightly apportioned. Restricted information is present on the complete
economy of the government. There are number of estimates of the sector employment and
general data for direct influences. The investments in the new development to go ahead
without any regulations or monitoring of the impacts. There is a need to accept the cruise

ships into Vanuatu water but there is majorly insufficient attention that has been given to
improve the facilities that is regulating this sector. (Khoo et al., 2017). There is a need to
focus on the developmental benefits where the enhancement of the system planning is set by
the government to enhance the effects based on the local business standards. It also includes
the regulations and the incentives to encourage the local business and the shipping lines to
provide the ranges of the activities with better focus on the revenue for the countries like
Vanuatu. Along with this, the positive impacts are articulated with economic benefits with
respondents working on creating better opportunities for the self-employment and the income
(Hosie et al., 2016). This is important for the marginalised sections of the population where
the impacts are set depending upon working with the well-suited developing states.
Australian Government could have also worked on the cruise ship tourism with the market
research cost and the development that is borne by the shipping companies and the cost of
infrastructure. It will include the cost of promoting destinations and then working over the
secured passengers for the scheduled journeys (Moyle et al., 2018).
Recommendations to overcome such issues
a. The development of the tourism outside Efate would be effective for the expansion of
the tourism in the places that are already occurring like Santo, Tanna etc. The
effectiveness is also based on recognition of better employment practice that will
account for 70% of the improvement in the development of employment conditions.
b. There is a need to maintain the operational budgets and then handle the small tourism
as well with the business owners. The provision of credit and mentoring is important
for the improvement in the tourism business. It will help in improving the ongoing
support over the longer time. It is also important to plan bout the development of the
new products and the services to serve the different tourists properly.

c. The development comes with the projects that are linked to the rural community to the
tourism that will help in achieving the cultural norms with the assets rather than any
hindrance to the growing of the livelihood options. The training with the capturing of
the delivery of fixed programmes is based on the western business approach.
d. The recommendation is also to encourage Vanuatu for the joint venture arrangements
where the capital tends to growth with business know-how of the foreign partners that
is complemented by the land access and proper connections to the social and local
partners.
