Introduction
Hospitality and tourism is a vast industry which provides the different services to the people
such as event planning, theme parks, transportation and many others. Many countries are
facing the problems due to some natural disasters. Hospitality and tourism industry helps the
countries at the time of disaster as per their responsibilities (Chauhan, and Singh, 2017). In
this report, Vanuatu has been taken into consideration to analyse these issues. Vanuatu is a
pacific island country which is located in the South Pacific Ocean. The island faced many
issues related to government which will be discussed in this report.
In the beginning of the report, the ethical and government issues will be discussed. Later on
the discussion is made on the act of PO Cruises in order to solve the issues. The steps taken
by Australian and Vanuatu government for solving the issues of the government will also be
discussed. At the end of the report, the recommendation will be provided to overcome on
these issues.
Ethical and Government issues
There are many issues which are facing by the citizens of Vanuatu. After the independence in
the year of 1980, the citizens of the country faced the political unrest and fought with their
neighbours such as Fiji. It has been seen that the bad things happened to Vanuatu when the
president of the Vanuatu went abroad (News, 2015). In the year 2010, the prime minister of
the county Edward Natapei was lost seat due to the non-confidence vote of his own cabinet
while the meeting of climate change which was going in the city of Mexico. After the
president, Vanuatu falls down in corruption due to which the citizens of Vanuatu faced the
many issues. In the year 2015, the people are arrested for the corruption and the people who
are arrested in this case are government minister and the lawmakers. The supreme court of

the country announced the punishment to those people who are caught under the case of
corruption (Bull, and Heywood, 2018). The Supreme Court announced the prison for
10Years. But after the president of Vanuatu, the parliament speaker pardoned themselves
which is considered as the unethical step. These are the governing issues which were faced by
the citizen of Vanuatu.
The citizens of Vanuatu also faced the many other issues due to lack of facilities such as
home water, and toilets. People faced the health issues due to lack of facilities of toilets. The
community toilets are used by visitors only and local people use the other toilets which are
not clean. These toilets are locked after the visiting of tourism until the next visit of the
foreigners. Poverty is the issue which is faced by the citizens of Vanuatu. It has been seen
that the money is not used in the proper manner for the development of Vanuatu (Cheer, et.
al, 2018). There is less source of earning income which is a major issue for the citizens.
Group of people open their stalls for visitor but after the visitor their no other source to raise
the income. Due to the lack of facilities and income sources, the people of Vanuatu increase
the death rate ratio of the country. There are the many issues which are face by the people of
Vanuatu due to many reasons but the main reason of these issues is corruption. Lack of
electricity, water, toilets increases the many health issues such as Malaria, Skin Diseases and
Scabies. Vanuatu is a famous place for visit and every year many of people come from
different countries through P&O Cruises (SBS, 2013).
P&O Cruises
There are many mainstream cruisers attracted towards the Vanuatu such as Holland America,
P&O Cruisers and many others. It can be said that the P&O Cruisers is a source of raise the
income for the people of Vanuatu. The tourism industry invests the 1.2 million in order to
develop the Vanuatu economy. P&O Cruisers travel many places to visit the different places

and Vanuatu is one of those places where the visitors come to visit the place (Lonelyplanet,
2018). It is the new cruise ship which travels in many islands and each island reflects the
different feelings as per their culture. Around 300000 people come to visit the Vanuatu by
P&O Cruisers. The P&O Cruisers plays the main role in the development of Vanuatu because
it is the main source of earning income. The people of Vanuatu developed the market for
tourism by generating income and this market is popular with the name of Cruise tourism.
Cruise Tourism market is growing rapidly and it is found that the south sea shipping is the
agent of P&O Cruises. Food sales, docking fees are the general sources of earning the income
(P&O Cruises, 2016). P&O Cruises increase the rate of employment opportunity for the Ni-
Vanuatu. Employment opportunity reduces the issues of the society just because of earning
the income. The capital of Vanuatu launched the new pop stalls for the tourist in order to sell
the more local products which are made by the people of Vanuatu. Vanuatu is the last station
of the riders of P&O Cruisers that is why the demand of the people is more to buy the
handmade products. P&O Cruisers plays the important role in developing the economy of
Vanuatu (Davies, 2016).
Responsible People
It has been seen that the government of Vanuatu was a reason behind the issues of money and
the others as well. The Prime minister of the country was also involved in the case of
corruption. Moana Carcasses (Prime Minister) and other 13 MPs were caught in the case of
corruption (Andereck, and McGehee, 2016).
Sanitation is also an issue which is face by the people of Vanuatu. It is founded that the
quality of water is very poor after the cyclone. The facility of collecting rain water is not
available and the 70% of wells have been bacteriological. People suffer with the many
diseases which are caused by the bacterial water. Vanuatu has no clear water after the

monster cyclone in March 2015 due to two third part of island is damaged. For all these
issues, the government of the Vanuatu was considered responsible because they fail to
maintain the infrastructure even after the help of Australia and the other countries (Kosciuch,
et. al, 2018).
Australia and Vanuatu government
It has been seen that the Australia is the only economic partner of Vanuatu. After the monster
cyclone, Australia continuously supports the Vanuatu by providing the different services and
large amount of investment. As per the reports, it has been founded that the Australian
government invest $62.3 million for the development of Vanuatu. Australia provides the
medical facilities which help to reduce the diseases of malaria by 7% to 1% and it also
increased the school rates by 87% (The Australian, 2018). Australian government helps the
Vanuatu in order to maintain the damaged infrastructure after the monster cyclone. As per the
DFAT report, the Australian government support the Vanuatu government in the every step.
It also helps to bring the electricity in the country by organising many projects like Global
Partnership for Output-Based Aid (Dixson, Komugabe‐Dixson, Dixson, and Low, 2018). The
government of Australia assisted the World Bank to build the energy sector strong that will
able to provide the safe and sustainable energy. After assisting the World Bank, the
government of Vanuatu established the Utilities Regulatory Authority which helps to deliver
the standard services. The government of Australia organised the many projects in Vanuatu.
The government of Australia invested in the reconstruction of Australian rain harvesting
system which is equally divided. There are many issues resolved by reconstructing the
harvesting system. The government of Vanuatu solve the many issues with the help of
government of Australia. But it has been seen that there are still some issues which are not

solved yet. The both the government resolve the many issues together by investing the large
amount (Australian Government, 2018)
Recommendations
It has been seen that the citizens of Vanuatu face the issues of lack of electricity. It is
recommended that the government has to invest more and assist the banks to launched the
projects and invest in power plants to order to make them strong to deliver the safe energy. It
is the responsibility of people to use the energy in a proper manner (Grabowski, Wearing, and
Small, 2015)
The people of Vanuatu also suffer with the government issues such as corruption. It is
responsibility of government to punish the each and every people who included in crime
cases. No one is considered as above the law, the government of Australia has to take the
legal actions against the criminals. The government should also invest in education so that the
people will educate more and the country will grow quickly. People of Vanuatu have to stand
against the corruption so that the government of the country also scared to perform any illegal
task (Holcombe, and Boudreaux, 2015).
People of Vanuatu also faced the issues of poor quality of water due to lack of facility of
collecting the rain water. After the cyclone, the infrastructure of rain harvesting system wills
also damage. It is recommended that the government of Vanuatu has to invest in the
infrastructure to maintain the damage system.
Conclusion
From the above analysis, it has been concluded that the people of Vanuatu faced the many
ethical and government issues such as lack of water, electricity and corruption. The
government of the country founded as responsible behind these issues. After the monster

cyclone, the Australian government support the Vanuatu in order to maintain the damage
infrastructure. The efforts and the investment of both the government reduce the many issues
which was face by the citizen of Vanuatu such as availability of electricity. As per the issues,
it is recommended that the government of the country should be strict regarding rules and
regulation. The people of the country also have to take care about the use of electricity.
Vanuatu is improving day by day due to increasing the visitors and the proper use of money
by the government.
