Introduction
This paper is mainly focuses on the implementation of LINK project on Victoria Police.
In the year of 1992, the implementation of LEAP was done by Victoria Police and every year
they would need to upgrade this system (Cagliano, Grimaldi & Rafele, 2015). But due to
happening some issues, they have decided that they will need to replace the LINK project. For
implementation of this project, the estimated budget was decided at $60 million. But in that case,
the project was rejected due to some budget related issues. At that time, KPMG provided the
estimation of budget $160 million which would actually needed for implementing this particular
project (Carvalho & Rabechini Junior, 2015). This was the poorly directed project due to some
overestimated problems and that’s why the project was rejected. So, in this report, it has been
reflected on the min fundamental issues that were made by the project leadership. Also, this
report presents about the integration issues for this particular project and provides some
recommendations of ESB tools that are needed to execute this project. Some technical issues
have discussed in this project report and at the last step, a brief description of process which
helps to improve for this particular project.

they had been used the LEAP system from the year of 1992 along with small legacy systems.
Due to some issues, they had decided that they need to replace this system with the conversion of
LINK project (Fleming & Koppelman, 2016). For this project, Niche Technologies Inc. which
was a Canadian organization was selected to execute the tendering process. There might have

which would need to execute along with the project. For running this project, the total budget
was allocated at $60 million (Harrison & Lock, 2017). But the project leadership team had been
misused this budget. $45 million was spent, $11 million was committed due to some purposes.
For that, the project was over budgeted and due to this over budgeting issue, the project
leadership team had bounded to reject this project. They made some mistakes which helps to
arise the budgeting issues and the mistaken issues are as follows:
First of all, for the interface processing development, they will need to include the budget
of $30 million along with extra cost of contingency issues (Heagney, 2016). But for this
particular project, they had allocated the budget of $15.75 million for installing the
Enterprise Service Bus (ESB) software which gives a platform for developing the
interface processing.
Data conversion technique which was the important technique for LEAP system because
it has the capability of holding data over two decades from the initial timing (Kerzner,
2017). Therefore, it has been observed that this technique was intricate as well as the time
consuming and also expensive and to installing this technique the project team will need
to deploy the amount of $10 million which was one of the reasons for over budgeting.
For the training purposes, they will need to initiate the cost of $20 million because this
training would help to minimize the classroom hours as necessary for the ground users of
this system (Kerzner, 2018). It was also a reason for over budgeting.
Another cost will relate for the project timeline that was planned at the initial timing. In
the year of 2013, some new plans were implemented to run this particular project and
these plans were another reason for over controlling the budget.
